Huating: Comprehensive management of "ownerless" mines covered with green

author:Jingyuan release

In March, it is the best period for spring ploughing. In the planting field of traditional Chinese medicine in Zhaozhuang Village, Maxia Town, Huating City, Pingliang City, I saw the villagers working in pairs, one digging a pit with a shovel, and the other planting winter flower seedlings of Chinese medicinal materials.

Before 2023, this Chinese herbal medicine planting land is still an ownerless stone factory left over from history.

Huating City, Gansu Province, is known as the "Coal City Porcelain Town", which is rich in mineral resources and has a long history of mining. In recent years, with the social and economic development, some mines have been closed for policy reasons such as the loss of responsible persons or the reduction of production capacity, and the phenomenon of abandonment has appeared, and the waste rock slag and bare surface have been piled up indiscriminately, which has seriously damaged the original natural landscape and ecological functions of the mountain. In 2021, the verification of historical mines will be carried out nationwide, and there will be a total of 38 historical unowned mines in Huating City. In order to completely solve the impact of historical unowned mines on the ecological environment, Huating City actively strives for financial ecological restoration project funds at all levels, and carries out comprehensive treatment of historical unowned mines and subsidence areas in three phases.

Mine ecological restoration is to use scientific methods to restore the ecological function of abandoned mines that have been damaged by the environment. In the past two years, Huating City has taken measures such as slope finishing, interception and drainage, site leveling, soil covering and fertilization and ecological greening to manage 23 unowned mine affected areas, completing 2681.7 acres of ecological greening and restoring 957.3 acres of cultivated land.

"For areas that can be restored to cultivated land, we have restored the land by implementing soil leveling, and returning it to the village collectives where the unowned mines belong to it, and handing it over to them to grow wheat and Chinese medicinal materials in light of local conditions, so as to improve the economic value of the land. The person in charge of the Huating Municipal Bureau of Natural Resources said. Starting from March 2022, after the completion of the restoration in 7 months, Zhaozhuang 1# stone yard not only added 65.9 acres of cultivated land to Zhaozhuang Village, but also gave a new look to the former bare broken mine.

This year, the ecological restoration demonstration project of historical abandoned mines implemented by Pingliang City Investment Company has set up 4 sub-projects in Huating, with a total investment of 187 million yuan and a total construction scale of about 9,600 acres, to govern three unowned mines such as Huangfu Mountain Area and Shuangfeng Mountain Area. At present, the project is progressing smoothly and is expected to be basically completed by the end of the year, with a recoverable cultivated area of 1,106 acres.

According to the person in charge of the Huating Municipal Bureau of Natural Resources, "the remaining 12 historical unowned mines, due to their small scale and small scope of influence, coupled with the abundant rainfall in Huating City, the natural growth of vegetation and trees, and the ecological environment within the influence of the mining area has been naturally restored." ”

At present, Huating City is aiming at green development, speeding up and increasing the efficiency of ecological restoration, and the historical unowned mines have become history, and the city's economic, social and ecological benefits have been comprehensively improved.
