In November 2023, the Intermediate People's Court of Nanchang City, Jiangxi Province, made judgments against Ye and Cheng.
In addition to trying to steal state secrets in key areas of the mainland, some foreign institutions have also tried to illegally obtain and transmit meteorological data.
Since 2023, the state security organs, together with the meteorological and secrecy departments, have carried out special governance of foreign-related meteorological detection nationwide in accordance with the law, investigated more than 10 overseas meteorological equipment agents, inspected more than 3,000 foreign-related meteorological stations, and found that hundreds of illegal foreign-related meteorological detection stations transmitted meteorological data abroad in real time, which were widely distributed in more than 20 provinces, causing hidden risks to national security.
Some of these illegal foreign-related meteorological detection sites are directly funded by foreign governments, and some observation points are set up in the vicinity of sensitive places such as military units and military industrial enterprises for altitude approval and GPS positioning; some even transmit them to foreign official meteorological agencies in real time for a long time, with high frequency and at multiple points, to serve foreign homeland security and meteorological monitoring. The related equipment is small in size, easy to install, not easy to find, and can be automatically collected and transmitted to the network in real time.
According to reports, the relevant foreign-related meteorological detection activities did not apply for an administrative license for foreign-related meteorological detection from the meteorological authority, did not submit meteorological data to the meteorological authority, and transmitted meteorological data abroad without the approval of the meteorological authority, in violation of the Data Security Law, the "Measures for the Management of Foreign-related Meteorological Detection and Data" and other relevant regulations. The state security organs, in conjunction with the meteorological and secrecy departments, are to investigate and deal with relevant illegal activities in accordance with the law, and promptly block illegal acts of exporting meteorological data.

In response to this prominent problem, the state security organs took the initiative to crack a series of espionage and theft cases from 2022 to 2023, investigating and reviewing nearly 100 people involved in the case in accordance with the law, investigating and handling 11 key enterprises involved in the case, and pursuing the criminal responsibility of relevant personnel in accordance with the law.
The state security organs found that Zhu Moumou, the former general manager of a domestic agricultural science and technology company, had established a "cooperative" relationship with a company set up by foreign espionage and intelligence agencies in China. In order to obtain personal economic benefits, Zhu Moumou successively sold 5 kinds of parental rice seeds to the other party in violation of regulations in the name of "cooperative seed production", and obtained a return that exceeded the normal selling price.
During this period, Zhu Moumou repeatedly mentioned to related parties that "selling seeds abroad is an illegal act and may be sentenced, and this matter must be kept secret", which shows that he has a clear understanding of the nature of his behavior and obvious subjective malice. In order to further expand the "business scope", Zhu Moumou founded another agricultural technology company and sold a large number of high-quality parental rice seeds from the mainland abroad.
In January this year, the Intermediate People's Court of Hefei City, Anhui Province, sentenced Zhu Moumou for the crime of illegally providing intelligence abroad. In addition, the state security organs also imposed administrative penalties on the remaining 17 subjects involved in the case in accordance with the law, and conducted a thorough investigation of the enterprises involved in the case, further ascertaining the situation of some domestic seed enterprises illegally selling a large number of high-quality seed sources from the mainland to foreign countries, effectively eliminating major hidden safety hazards in the grain field.
The state security organs reminded that protecting germplasm resources and ensuring food security is the due obligation and responsibility of implementing the overall national security concept and promoting the struggle in the field of non-traditional security. Relevant enterprises, public institutions, and scientific research institutions should properly carry out their responsibility for counter-espionage security precautions and strengthen measures to prevent secrecy while tackling key scientific and technological problems, enhancing their independent research and development capabilities, and enhancing the international competitiveness of the mainland's seed sources; in the course of foreign exchanges and exchanges, the vast number of scientific and technological workers should earnestly enhance their awareness of national security, resolutely establish a firm bottom-line mentality, guard against the activities of foreign forces to win over and plot rebellion, and not give foreign espionage and intelligence organs an opportunity to take advantage of them.
