A few days ago, the official website of the Ministry of Education issued the "Notice of the General Office of the Ministry of Education on Carrying out the Special Action for Sunshine Enrollment in Compulsory Education (2024)". In order to comprehensively strengthen the management of compulsory education enrollment, promote educational fairness, and further improve the people's satisfaction with education, the General Office of the Ministry of Education recently issued a notice to make arrangements for the special action of sunshine enrollment in compulsory education.
The "Notice" clarifies the work objectives of the special action: through the special action, comprehensively investigate the outstanding problems that the people have strong reactions to, further improve the policies, regulations, procedures and methods of compulsory education without examination and the enrollment of citizens at the same time, enhance the scientificity, standardization and transparency of enrollment and enrollment work, resolutely rectify the phenomenon of "black box operation" and "pinching enrollment", seriously investigate and deal with all kinds of fees linked to enrollment and enrollment, improve the long-term mechanism of fair enrollment, and further improve the educational satisfaction of the people. The "Circular" puts forward five key tasks of the special action: optimizing enrollment and enrollment policies and measures, requiring all localities to comprehensively investigate the content of existing compulsory education enrollment policies and measures in their regions, and resolutely correct or abolish relevant regulations and practices that do not conform to the spirit and requirements of national policies. Strictly regulate enrollment behavior, requiring all localities to carry out a comprehensive investigation of compulsory education schools in the region in accordance with the "Ten Strict Prohibitions" provisions on enrollment and enrollment in primary and secondary schools, targeting key links in enrollment and enrollment, and resolutely correcting violations such as using the results of all kinds of examinations, training certificates, subject competition results, and examination certificates organized by social training institutions themselves as reference or basis for enrollment, as well as collecting or covertly collecting "donations to subsidize students" and "co-construction fees" linked to or related to enrollment. Strengthen the disclosure of enrollment information, requiring all localities to increase the transparency of enrollment and enrollment work, accept social supervision, take the initiative to disclose important information of public concern such as enrollment policies, zoning scope, enrollment conditions, enrollment procedures, etc., establish a response mechanism to respond to the concerns of society and parents, establish and publish a special enrollment and enrollment hotline, and unblock channels for policy consultation, reporting and appeals. Optimize the enrollment and enrollment process, requiring all localities to strictly implement the State Council's policy deployment on further optimizing government services to improve efficiency, further optimize registration and computer allocation, facilitate the enrollment and enrollment process, and reduce the burden on the masses. To ensure the enrollment of special groups, all localities are required to strengthen efforts to ensure the enrollment of special groups such as dropout children, children of migrant workers in urban areas, left-behind children, and children with disabilities, to ensure that all school-age children and adolescents receive compulsory education on an equal footing. The "Notice" emphasizes four work requirements: strengthen organizational leadership, the Ministry of Education has set up a special working group, and strengthen the supervision and guidance of the whole process of enrollment and enrollment in various places. Provincial and municipal administrative departments for education have set up special action work teams to strengthen work deployment, overall guidance, and supervision and inspection. The administrative departments for education at the county level should earnestly perform the main responsibility for the enrollment of local compulsory education, and conscientiously implement special actions to ensure the effectiveness of the work. To refine work arrangements, provincial-level administrative departments for education should formulate local special action implementation plans and make work arrangements, carry out a comprehensive investigation of compulsory education school enrollment policies based on the key tasks of the special action, adjust and improve relevant policies in a targeted manner and deploy annual enrollment work, carry out inspections of the entire process of enrollment behavior, and establish a work ledger. To strengthen publicity and guidance, local education administrative departments should strengthen the publicity and interpretation of enrollment policies through a variety of channels and methods, and actively publicize and promote typical experiences in enrollment work. It is necessary to take the initiative to speak out about false enrollment information, promptly refute rumors, and clarify doubts. Strengthen supervision and accountability, and all local administrative departments for education are to strengthen guidance for areas and schools where problems occur frequently and public opinion is more frequent during the enrollment period, and investigate and deal with illegal enrollment behaviors together, and seriously pursue the responsibility of those responsible.
