The Hunan Provincial Commission for Discipline Inspection and Supervision released two news on April 14: Yin Yuying, Secretary of the Party Group and Chairman of the Huaihua CPPCC in Hunan Province, and Xie Shangcheng, Member of the Party Group and Vice Chairman of the Huaihua CPPCC, are suspected of serious violations of discipline and law, and are currently undergoing disciplinary review and supervision investigation by the Hunan Provincial Commission for Discipline Inspection and Supervision.

According to the public resume, Yin Yuying was born in November 1970 and has worked in Huaihua City for a long time, successively serving as the mayor of Hecheng District, Huaihua City, Secretary of the Passage County Party Committee, member of the Standing Committee of the Huaihua Municipal Party Committee, Secretary of the Passage County Party Committee, and Secretary of the Political and Legal Committee of the Municipal Party Committee.
In 2021, Yin Yuying served as the deputy secretary of the party group of the Huaihua CPPCC, and in January 2022, he served as the secretary and chairman of the party group of the Huaihua CPPCC.
Xie Shangcheng, who was investigated on the same day, was born in April 1964 and served as the county magistrate of Lipu County, Huaihua City, and the secretary of the Lipu County Party Committee in 2020.

In 2021, Xie Shangcheng served as a member and vice chairman of the party group of the Huaihua CPPCC, and has been investigated so far.
From March 9 to June 9, 2023, the 12th Inspection Team of the Hunan Provincial Party Committee inspected Huaihua City. On July 20, 2023, the inspection team gave feedback to the Huaihua Municipal Party Committee.
Recently, many people in Huaihua City have been investigated: on April 3, Chen Yong, member of the Party Working Committee and deputy director of the Management Committee of Huaihua High-tech Industrial Development Zone, was investigated; on March 23, Xiong Zhiyong, Secretary of the Party Group and Director of the Huaihua Municipal Bureau of Industry and Information Technology, was investigated; and on January 30, Yao Shuming, member of the Standing Committee of the Huaihua Municipal Party Committee and director of the United Front Work Department, was investigated.
The day before, on April 13, it was reported that Lei Shaoye, Secretary of the Party Group and Director of the Hunan Provincial Department of Industry and Information Technology, was investigated. He was the mayor of Huaihua City and the secretary of the Huaihua Municipal Party Committee from March 2021 to April 2022.
In addition, on January 10 this year, it was reported that Peng Guofu, a member of the party group and deputy director of the Standing Committee of the Hunan Provincial People's Congress, was investigated. He served as secretary of the Huaihua Municipal Party Committee from 2014 to 2021.
