According to the report of the People's Government of Lulong County, Qinhuangdao, Hebei Province: At about 14:30 on April 13, 2024, a boat overturned in Taolinkou Village, Liujiaying Township, Lulong County, Qinhuangdao City, causing people to fall into the water.

A reporter from China Emergency Management News learned from the rescue site that as of 7 a.m. on April 14, the search and rescue work had ended. After preliminary verification, 31 people fell into the water as a result of the accident, all of whom have been found, of which 19 are not in danger of life and 12 have no vital signs.

At about 14:30 on the 13th, in the downstream river of Taolin Reservoir, it overturned due to windy weather, and the people who fell into the water were tourists, most of whom were elderly and did not wear life jackets.

According to the Ministry of Emergency Management, after receiving the report, Wang Xiangxi, Minister of Emergency Management, immediately made arrangements, requiring all-out search and rescue of missing people, minimize casualties, and properly handle the aftermath and investigate the accident. Ministry leaders Song Yuanming and Peng Xiaoguo respectively dispatched to understand the situation, guided the rescue and disposal by video connection, and asked to verify the number of people as soon as possible, find out the cause, and ensure the safety of the rescue. Song Yuanming led the working group to rush to the scene of the accident and guide the rescue and disposal work at the scene.

After the accident, the local emergency, fire, water, health, public security and other departments immediately rushed to the scene to carry out search and rescue, medical treatment and other work. The fire rescue team dispatched 31 fire trucks, 144 commanders and fighters, 4 assault boats and 13 rubber boats to the scene.
