There was an accident in which a boat overturned and people fell overboard
As of 7 a.m. on April 14, the search and rescue work had ended. After preliminary verification, 31 people fell into the water as a result of the accident, all of whom have been found and sent to the hospital, of which 12 people died after rescue efforts, 10 people were treated in the hospital without life-threatening danger, and 9 people have returned home safely.

At about 14:30 on the 13th, in the downstream river of Taolinkou Reservoir, a boat suddenly overturned due to windy weather, and the people who fell into the water were tourists, most of whom were elderly and did not wear life jackets.
After the accident, the local emergency, fire, water, health, public security and other departments immediately rushed to the scene to carry out search and rescue, medical treatment and other work. The fire rescue team dispatched 31 fire trucks, 144 commanders and fighters, 4 assault boats and 13 rubber boats to the scene.
It is understood that the vessel involved in the incident was an illegally modified "black pleasure boat".
At about 11 o'clock in the evening on April 13, Jimu News contacted a tourist at the scene, who said that before taking the boat, he found that the tourists on the boat did not have life jackets, and asked why there were no life jackets, but later he still took the boat to play. The tourist said that when he thought about it now, he was afraid, "almost got on the boat that had an accident."
Many tourists posted videos of their visit to Taolinkou that day. One video showed nearly 20 people seated on one of the boats, with tourists all sitting on plastic benches and no one wearing life jackets. On the other small boat on the shore, a total of 8 people, including the boatman, were also not wearing life jackets.

In the video, a large number of tourists are taking pictures on the yellow rocks on the shore, and some tourists are standing on a high place to take pictures of the Taolinkou Reservoir. There are warning signs erected on the rocks, but there are no railings to block them. There is also a video taken by the tourists who boarded the boat showing that there was an "iron pot" on the boat and the tourists were eating.
The shipowner and the relevant responsible persons are controlled
After the accident, Hebei Province set up an accident investigation team to investigate and determine the cause, nature and responsibility of the accident. The Provincial Commission for Discipline Inspection and Supervision has launched relevant accountability work.
After a preliminary investigation, on April 13, 155 tourists from Tangshan City took three buses organized by a travel agency to have lunch near Taolinkou Village, and 31 of them went to the waters of the Qinglong River downstream of the Taolinkou Reservoir and overturned and fell into the water while taking an illegally operated sightseeing boat.
At present, the shipowner and relevant responsible personnel have been controlled by the public security organs.

The head looms in the water, and the arms are naturally vertical downwards. When you need to breathe, hold your breath for a few seconds, relax your body, hang your limbs naturally, press the water downwards and outwards with both hands, and push your legs hard at the same time, lift your head up and exhale and inhale, then lower your head and hold your breath, and return to the floating position.
Hold body temperature in the water
When a person is immersed in cold water, the body surface temperature is lost quickly, and he will die due to hypothermia. In order to maintain body temperature, you should shrink your body in the water and cross your feet to reduce the contact area with the water.
