Some Reflections on International Negotiations on Agriculture

There are several requirements for international negotiators in agriculture

Whether it is the World Trade Organization or the free trade area, agricultural negotiations are a demanding job that requires ability, intelligence and physical strength.

In general, the participants in the negotiation should have the following qualifications:

Expertise. It is necessary to have knowledge of agriculture, economics, trade, law, and the historical evolution of negotiation work.

Ability to negotiate. Experience in diplomatic and foreign affairs, strong language logic, and high level of foreign language proficiency.

Physical energy. It is necessary to have a good mental state and physical fitness, and be able to participate in negotiations continuously without making mistakes.

Mindset and mind. It is necessary to be firm and composed, psychologically stable, able to stick to the position, and respond scientifically.

Participating in the WTO and free trade area agricultural negotiations is a comprehensive training for the staff, although it is hard, but it is very rewarding, and the effort is well worth it.

Be prepared to negotiate and pay attention to the ways and means

The first is to do a good job in domestic coordination. Doing a good job in the communication, coordination, and consensus of various domestic departments and industries on the principles and plans of negotiation is a prerequisite for doing a good job in international negotiations, and its difficulty is no less than that of foreign negotiations. Every time the domestic coordination and communication is difficult, the process is even confused and angry, but every time I do my best to do the work.

The second is to take a firm stance and focus on me. Courageously and resolutely carry out work on behalf of the interests of the Chinese peasant masses. Whether in domestic coordination or foreign negotiations, we must lose no time in introducing and publicizing the mainland's national conditions and agricultural conditions, as well as introducing our basic stand and viewpoint. Speak with perseverance, introduce with emotion, and strive to let them get into their ears and brains, so as to grasp a certain right to speak.

The third is to be as prepared as possible. The work of the WTO and the free trade area in the agricultural negotiations should be thoroughly studied, carefully planned, organized, and prepared. Ensure the leading level of response research, be able to provide detailed arguments and data for negotiations, ensure the rationality and authority of our arguments, and formulate high, medium and low plans for our participation in negotiations. It will provide strong theoretical and technical support for the delegation of our government, strive for fair and reasonable negotiations, safeguard our interests, and win space for the continuous progress of agriculture on the mainland.

Fourth, pay attention to the art of negotiation. In the agricultural negotiations between the World Trade Organization and the free trade area, it is necessary to pay attention to working methods and pay attention to the art of negotiation. Learn to keep the light and keep the obscure, always adhere to the principles, and maintain the fight without breaking. Persist in striving for our interests until the last moment, and we must make a difference and make a contribution.

Fifth, upholding the rules is the basis for the establishment of negotiations. Again, "the freer the economy, the more important the rules." "The deep-seated reason for the financial crisis triggered by the subprime mortgage crisis in the United States is that in the process of believing in and implementing a completely liberal market economy, Americans challenged the rules, discriminated against the rules, abandoned the rules, or engaged in double rules. In the international community, it has violated the rules of the United Nations by unilaterally waging war and attacking Iraq, taking an irresponsible line of depreciation of the US dollar in the financial field, and excessively "innovating" and grabbing the wealth of all countries in the world for its own consumption in advance and excessive consumption, harming others and itself. As a result, the positive image of the United States in the international community has been greatly diminished. Thirty-seven days before President Bush left office, he made a surprise visit to Iraq, which aroused anger among Iraqi reporters who "hit" Bush twice with his sneakers, causing Bush to be very embarrassed.

We agree with and promote trade liberalization, but we must have the right to speak and formulate rules in the negotiations of the World Trade Organization and the free trade area. Without rules, a free economy can bring chaos and even disaster. Without the right to make rules, a free economy can only bring us discrimination and oppression, and the result can only be unfair.

In the course of my many years of participating in the World Trade Organization (WTO) and the free trade zone (FTA) agricultural talks, my thoughts and feelings have always been beating with the pulse of the mainland's social and economic development since the motherland's accession to the WTO. In every sacred and important process of the World Trade Organization and free trade area agricultural negotiations, I am nervous and excited, excited, facing challenges and stress. However, I have also gained more insight and improved my ability to participate in the WTO and the free trade area agricultural negotiations, and I have also shared with all the comrades of the mainland government delegation, especially with my colleagues in the Ministry of Agriculture, the joy of making progress and achieving results in the agricultural negotiations of the World Trade Organization and the free trade area. All these unforgettable experiences have long been my fond memories and will always inspire me to love a beautiful life and love the great motherland.
