Huicheng Building is located in the second section of Jiefang North Road, Jinniu District, Chengdu, and is a famous unfinished building. On October 31, 2023, Huicheng Building, which had been suspended for 24 years, officially resumed work and continued construction, and after more than 20 years of long waiting, this "unfinished building" at the north gate of Chengdu suddenly "resurrected".

The location of the Huicheng Building, whether it was placed more than 20 years ago or now, is quite advantageous: within the first ring road, next to the school, it attracted many buyers in the first place.
The construction of the Huicheng Building project started in December 1997 and was stopped in April 1999 due to lack of funds. After the suspension of the building, it caused people's livelihood pain. More than 90 houses had been sold before the project was suspended, and the buyers wanted to move into the new house as soon as possible, but it ended up unfinished for more than 20 years.
"The masses are anxious, and we are anxious, and over the years, we have not been without a way. According to Li Junxian, Secretary of the Party Committee of the Jinniu District Housing and Urban-Rural Development Bureau, Huicheng Building is a special situation and is jointly developed by two owner companies. After the shutdown, the accounts of the two companies were no longer clear, and many interested investors were discouraged, fearing that they would invest their money, and the result would be lost. The unclear creditor-debt relationship between the two owners has become an obstacle to the resumption of work in Huicheng Building.
"We tried to auction the building and then bring in new investors. Xu Xiao, vice president of the Jinniu District People's Court, said that this method did not work, mainly because the project was not completed, the amount of the auction was not high, and the original buyers could not get back much compensation.

Wen Qiang explained that in order to save the project and protect the interests of the masses, Jinniu District first reorganized the original developer, revived the project, and let the people get the house, and then declared bankruptcy. At this time, the government-hospital linkage mechanism played an important role. Jinniu District People's Court, Jinniu District Housing and Construction and Transportation Bureau, Market Supervision Bureau and other units jointly participated, linked up and down, and finally restored the company's status as a market entity.
The new construction party is ready to enter the site, and the problem is again. More than 20 years ago, Huicheng Building was suspended, and the construction party at that time did not take the full project payment, so they arranged two people to stay on the project, and these two people have been guarding for more than 20 years. They were resolute that if they wanted to carry out the construction, they had to pay for the project first. The team visited the site many times, but with little success. Seeing that the scheduled resumption date is getting closer and closer, Xu Xiao mentioned that they are even ready to be forced to vacate.
On the afternoon of October 28, 2023, when the working group communicated with the two for the first time, they finally got through the work of the two and they agreed to move out. "The reason is very simple, if they don't resume work, they won't be able to get the project money. Xu Xiao said.
On April 11, the work of the project construction was progressing in an orderly manner. According to Wang Jianjun, executive manager of Huicheng Building of China Railway Second Bureau Group Construction Co., Ltd., it is expected that the conditions for completion and delivery can be reached in October this year.
