Domestic computing power explores the "optimal solution" of resource allocation

author:Netinfo Tianjin

With the rapid development of artificial intelligence and other technologies, the demand for computing power has grown rapidly, and behind the rapid development of domestic computing power, the contradiction between supply and demand of computing power is still prominent. At present, the mainland has officially launched the construction of a national integrated computing power network. Industry insiders pointed out that this major move marks a solid step in the integration and optimal allocation of computing resources in mainland China, providing strong data support and intelligent services for all walks of life.

The development momentum of domestic computing power is strong

According to public information from the Ministry of Industry and Information Technology, the mainland has strong support for digital infrastructure, and the total scale of computing power is the second largest in the world.

Wang Peng, an associate researcher at the Beijing Academy of Social Sciences, believes that there are multiple factors behind the continuous rise of domestic computing power: first, independent and controllable demand, with the complex changes in the international situation, independent and controllable has become an important strategy for national development. With the in-depth development of intelligence, the demand for computing power in all walks of life continues to grow, and domestic computing power has natural advantages in meeting market demand; the third is technological innovation and progress, and domestic enterprises have made important breakthroughs in chip design, manufacturing process, system integration, etc., providing strong support for the development of domestic computing power.

Song Yu, vice president of CCID Consulting Co., Ltd., pointed out that domestic computing power is rising, in addition to the continuous development of the digital economy to generate increased demand, artificial intelligence for computing power requirements are also increasing, traditional computing power urgently needs to break through the limitations of artificial intelligence task processing capabilities, which is also an important factor. Market demand is the core driving force to promote the development of domestic computing power, and the trillion-scale pan-artificial intelligence industry drives the willingness of domestic artificial intelligence enterprises to pay for domestic computing chips, and promotes the rapid development of domestic computing power.

Fang Han, chairman and CEO of Kunlun Wanwei, said that artificial intelligence, as an important engine for the development of new quality productivity, is profoundly changing the mode of production, lifestyle and governance, and plays an important role in promoting the overall jump in the level of social productivity and promoting the optimization and upgrading of the economic structure. At present, the mainland artificial intelligence industry has reached the international advanced level, a large number of artificial intelligence technology innovation, technological innovation, and application innovation have emerged, and domestic computing power has continuously made breakthroughs. This is the result of policy support and market demand, the improvement of independent research and development capabilities, and the increasing improvement of the industrial ecosystem.

The contradiction between supply and demand of computing power is still prominent

It cannot be ignored that behind the rapid development of domestic computing power, the contradiction between supply and demand of computing power in mainland China is still prominent, which restricts the development of related industries to a certain extent.

In this regard, Dr. Wu Haisang, senior vice president of Zhixiang Technology, pointed out that the problem of tight supply of computing power and the failure of some computing power to be effectively utilized is due to the imbalance of computing power demand and supply in the geographical time domain on the one hand, such as the surge in computing power demand in the year-end shopping festival, and on the other hand, due to the imbalance in resource allocation and insufficient flexibility, resulting in idle local computing resources, even when the computing power is not enough, it cannot be deployed and efficiently utilized.

In Wu Haisang's view, domestic computing power enterprises are still facing many problems: first, there is a shortage of talents, and there is still a big gap in the field of computing power professionals with depth and breadth, which is very restrictive to technological innovation and development; second, technical barriers still exist, and in some high-end technology fields, there is a certain gap with the international leading level, and there is a need for innovation and breakthroughs; third, standards and norms need to be improved, due to the lack of unified industry standards and norms, resulting in obstacles to the compatibility and sharing of many products and services, affecting the overall development of the industry; fourth, data security and privacy risks, the development of computing power and algorithms, bringing continuous innovation in the application field, at the same timeFifth, the industry is facing challenges in terms of laws and regulations such as data security and privacy protection, and needs to strengthen capacity building and continuous improvement in technology and policies; fifth, the industry is fiercely competitive, and enterprises need to focus more on improving their core competitiveness and respond to fierce market competition with innovative products and services.

Gan Ge, general manager of Moment Network Technology Co., Ltd., attaches great importance to network security issues. He said that as a new engine of the digital economy, the security of computing power is directly related to the stability and development of the digital economy. Cybersecurity not only protects the computing power itself, but also ensures the security and integrity of the data processed through the computing power. At present, the security challenges faced by computing power networks include the expansion of the attack surface due to the increase of resource links, the risk of data tampering or leakage during transmission, the complexity of data information management of distributed resource nodes, and the increased complexity of management and control brought about by new architectures. In order to ensure the steady progress of the computing power industry, it is necessary to build a complete computing network security system, including research on infrastructure, orchestration management, operation services and other modules, and propose corresponding security measures.

Accelerate the construction of a national integrated computing power network

This year's government work report proposes to build digital infrastructure moderately ahead of schedule and accelerate the formation of a national integrated computing power system. Liu Liehong, Secretary of the Party Leadership Group and Director of the National Data Bureau, pointed out that in December 2023, the National Development and Reform Commission, the National Data Administration and other departments jointly issued the "Implementation Opinions on the In-depth Implementation of the "Eastern Data and Western Computing" Project and Accelerating the Construction of a National Integrated Computing Network", focusing on the integrated layout of general computing power, intelligent computing power, and super computing power, the integration and coordination of computing power in the eastern, central and western regions, the integrated application of computing power and data and algorithms, the integration of computing power and green power, and the integration of computing power development and security assurance. "Integration" aims to strategically accelerate the construction of a comprehensive computing infrastructure system and a national integrated computing network, which is of great significance for promoting the construction of digital China and realizing Chinese-style modernization.

He Kejia, vice chairman of the China Urban Development Research Association of the Chinese Academy of Social Sciences, said that the premise of building a unified national computing service market is to establish a unified computing service market access standards, regulatory mechanisms and norms to ensure fair competition and standardized operation of the market, and then build a unified computing service platform, integrate various computing resources, provide users with one-stop services, and reduce the cost of users to obtain computing resources. At the same time, strengthen the interconnection of computing power, realize resource sharing and collaboration, and promote the unified and large-scale development of the computing power service market. In addition, it should also actively participate in the cooperation and exchange of the international computing service market, and attract international high-quality computing service resources to interact with the mainland market.

Song Yu believes that the national unified computing service market needs not only the support of the hardware level, but also the adaptation of the software level. At the hardware level, it is necessary to coordinate the interface standards of computing nodes across the country, and promote the interoperability and compatibility between different computing platforms by formulating unified computing technology standards. At the same time, the construction level of computing infrastructure is the basis for realizing the national unified computing power service market, and it is necessary to accelerate the construction of data centers and network facilities, and need to be equipped with corresponding equipment to support the measurement, distribution, scheduling and other tasks of computing power. At the software level, it is necessary to build a unified computing service platform, through the way of software-defined computing power, so that users can no longer consider the impact of computing power location in the process of computing power use. At the same time, it is necessary to develop algorithms related to intelligent scheduling, and the platform needs to automatically match the most suitable computing resources according to user needs to achieve efficient utilization of computing power.

Industry insiders pointed out that the construction of the national integrated computing network is an important driving force for the digital transformation and economic development of the mainland, which will inject new vitality into the development of the mainland's digital economy, provide solid technical support for the transformation and upgrading of all walks of life, and promote the rapid rise of new quality productivity. With the continuous deepening of the construction of the computing power network, the digital economy of the mainland will usher in a broader space for development in the future.
