Historically, after the defeat of the Great Revolution in 1927, the focus of the Party's work shifted from the cities to the countryside. In the same year, the Autumn Harvest Uprising broke out, and after the rebel troops arrived at Jinggangshan, they launched an armed struggle for workers and peasants. In 1928, after the "Zhu Mao Division", the Jinggangshan Revolutionary Base Area was initially built, becoming a veritable "cradle of the revolution". And Wei Ruolai's hometown "Ji'an, Jiangxi" is where Jinggang Mountain is located.
Construction Treasury Bills Turmoil
In "The Wind Chaser", in order to call on the citizens to jointly build post-war Shanghai, the Ministry of Finance of the National Government decided to issue construction treasury bonds, and the huge increase triggered a frenzy of public subscriptions, but behind it was under the instruction of the senior management of the Ministry of Finance, Yu Shiqing (played by Lu Jianmin), Kang Shaojie (played by Jiang Tong) and others teamed up with wealthy businessmen in Shanghai to short the construction treasury bonds, resulting in the destruction of many retail households, and Wei Ruolai also resigned from the central bank because he witnessed the whole process.

Historically, after the establishment of the Nanjing Nationalist Government, in order to relieve the financial difficulties, it issued aftermath bonds guaranteed by tariff revenues to raise funds, such bonds were called "treasury bills". From 1929 to 1935, salt tax bonds, unified tax bonds, cigarette bills, etc. were issued. Treasury bills are coded with the year in which they were approved for issuance, for example, the salt tax treasury bills approved for issuance in the 19th year of the Republic of China are coded as "19 salts", and the customs treasury bills approved for issuance in the 23rd year of the Republic of China are coded as "23 customs".

On February 1, 1932, after arduous exploration, the State Bank of the Chinese Soviet Republic was established in Ruijin, Jiangxi, with Mao Zemin as the president. It was a national bank founded by the Chinese Communist Party during the Revolutionary War.
In October 1934, the staff of the State Bank of China was incorporated into the 15th Brigade of the column directly under the Central Military Commission and accompanied the Central Red Army on the Long March. This was a special Long March team, they had no guns, only abacus and ledgers, they had no war horses, only a pair of picks full of currency and coinage tools, during which they insisted on carrying out financial activities, such as currency issuance, circulation, and exchange in wartime, and were affectionately called "Biandan Bank."
