National Security Education Day is a holiday established to enhance the national security awareness of the whole people and safeguard national security. On July 1, 2015, the 15th Session of the Standing Committee of the 12th National People's Congress passed the National Security Law of the People's Republic of China, which stipulates that April 15 of each year is National Security Education Day.
The National Security Law of the People's Republic of China, which came into effect on 1 July 2015, clearly states that national security refers to the state of state power, sovereignty, unity and territorial integrity, people's well-being, sustainable economic and social development, and other major national interests in a state that is relatively free from danger and internal and external threats, as well as the ability to ensure a state of sustained security.
Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at the core has conformed to the general trend of development of the times, and from the strategic perspective of upholding and developing socialism with Chinese characteristics in the new era, combined Marxist national security theory with contemporary China's security practice and China's excellent traditional strategic culture, and creatively put forward the overall national security concept. The overall concept of national security is the first major strategic idea in the history of our party to be established as the guiding ideology for national security work, the crystallization of the practical experience and collective wisdom of the CPC and the Chinese people in defending national sovereignty, security and development interests over the past century, the latest achievement of the Sinicization of Marxist national security theory, an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the fundamental observance and action guide for national security work in the new era.
The key to the overall national security concept is "overall". Emphasizing the concept of great security, it covers many fields such as politics, military, territory, economy, finance, culture, society, science and technology, network, food, ecology, resources, nuclear, overseas interests, space, deep sea, polar regions, biology, artificial intelligence, data, etc., and will continue to be dynamically adjusted with social development.
The core essence of the overall national security concept is embodied in the "Ten Insistences:(1) Adhere to the Party's absolute leadership over national security work. (2) Adhere to the path of national security with Chinese characteristics. (3) Adhere to the purpose of people's security. (4) Adhere to the overall development and security. (5) Persist in putting political security in the first place. (6) Persist in coordinating and promoting security in all fields. (7) Persist in putting the prevention and resolution of national security risks in a prominent position. (8) Persist in promoting international common security. (9) Persist in modernizing the national security system and capabilities. (10) Persist in strengthening the construction of the national security cadre team.
The organic integration and unity of "one overall" and "ten adherences" condense the valuable experience of our party in upholding and developing national security with Chinese characteristics, reflect the deepening, expansion and sublimation of the party Central Committee with Comrade Xi Jinping as the core of the understanding of the regularity of national security work, and embody the distinctive characteristics of combining theory and practice and unifying epistemology and methodology.

The 16 key areas of national security include: political security, military security, homeland security, economic security, cultural security, biological security, cyber security, social security, scientific and technological security, ecological security, resource security, nuclear security, overseas interests security, space security, deep-sea security, polar security, etc.
Article 77 of the National Security Law of the People's Republic of China clearly stipulates that:
(1) Comply with the relevant provisions of the Constitution, laws and regulations on national security;
(2) Promptly report leads on activities endangering national security;
(3) Truthfully provide evidence of activities endangering national security that they are aware of;
(4) Providing facilitation or other assistance for national security efforts;
(5) Providing necessary support and assistance to state security organs, public security organs, and relevant military organs;
(6) Guarding state secrets that they are aware of;
(7) Other obligations provided for by laws and administrative regulations.
No individual or organization may engage in conduct endangering national security, and must not provide any funding or assistance to individuals or organizations endangering national security.
The Constitution states:
Article 51: In exercising their freedoms and rights, citizens of the People's Republic of China must not harm the interests of the State, society, or the collective, or the lawful freedoms and rights of other citizens.
Article 52: Citizens of the People's Republic of China have the obligation to preserve national unity and the unity of all ethnic groups throughout the country.
Article 53: Citizens of the People's Republic of China must abide by the Constitution and laws, keep State secrets, protect public property, abide by labor discipline, abide by public order, and respect social morality.
Article 54: Citizens of the People's Republic of China have the obligation to safeguard the security, honor, and interests of the motherland, and must not engage in conduct that endangers the security, honor, and interests of the motherland.
Article 55 Defending the motherland and resisting aggression is the sacred duty of every citizen of the People's Republic of China.
Military service and participation in militia organizations in accordance with the law are the honorable obligations of citizens of the People's Republic of China.
Article 56 Citizens of the People's Republic of China have the obligation to pay taxes in accordance with law.
(1) Citizens' and organizations' support for or assistance in national security efforts is protected by law. Where the personal safety of themselves or their close relatives is endangered as a result of supporting or assisting national security efforts, they may request protection from the public security organs or state security organs. Public security organs and state security organs, in conjunction with relevant departments, shall employ protective measures in accordance with law.
(2) Where citizens and organizations cause property losses as a result of supporting or assisting national security efforts, compensation is to be given in accordance with relevant state provisions;
(3) Citizens and organizations have the right to submit criticisms and suggestions to state organs on national security efforts, and have the right to submit appeals, accusations, and reports on violations and dereliction of duty by state organs and their staffs in national security efforts.
