In the evening, located on the bank of the Jinsha River, Zhaotong City, Shuifu City, Wanli Yangtze River First Port Square upstream is full of people, the endless riverside avenue is verdant, clean and tidy, accompanied by the river breeze, the egrets hovering on the river surface and the masses watching the scenery by the river constitute a beautiful picture of harmonious coexistence between man and nature.
In recent years, in order to optimize the ecological safety barrier system in the upper reaches of the Jinsha River, the Shuifu Municipal Public Security Bureau has firmly established the development concept of "lucid waters and lush mountains are invaluable assets", deeply cultivated ecological policing, and built a new pattern of "police linkage, departmental coordination, full police participation, and joint management" for the protection and management of ecological and environmental resources, so as to protect the ecological security of the Jinsha River.
In order to implement the measures of the ten-year fishing ban on the Yangtze River and further consolidate the effectiveness of the ten-year fishing ban on the Yangtze River in Shuifu, the Shuifu Municipal Public Security Bureau led the Municipal Agriculture and Rural Bureau and other departments to explore and improve the fishing ban mechanism, integrate the water law enforcement functions of public security, agriculture, maritime affairs, transportation, environmental protection, natural resources, water affairs, housing and construction and other departments, set up a professional law enforcement team, carry out all-weather, no dead ends, and intelligent inspections of the waters under its jurisdiction, and explore the formation of a three-dimensional and all-round comprehensive prevention and control system of "water and land patrol, air flying, and intelligent investigation".
In addition, the Shuifu Municipal Public Security Bureau and the five neighboring counties (urban areas) regularly hold cooperation meetings on the Yangtze River fishing ban to realize the normalization of information interconnection, complementarity and sharing, the normalization of public security joint management and mutual assistance and coexistence, the normalization of regional joint control and mutual consultation and research, the normalization of police joint logistics and mutual investigation and joint cracking, and the normalization of overall joint defense and mutual help and assistance. Since the beginning of this year, it has carried out 23 joint inspections of special operations such as large-scale water inspections and "Fishery Administration Bright Sword", and a total of more than 3,500 law enforcement personnel have been dispatched.
In order to standardize law enforcement behaviors, the Shuifu Municipal Public Security Bureau and relevant functional departments issued the "Notice on Regulating the Management of Fishing Behaviors" to standardize the fishing behavior in the city's natural waters and focus on cracking down on illegal fishing behavior. Since the beginning of this year, a total of 108 cases of illegal fishing and illegal hunting have been investigated and dealt with, and 256 cases (sets) of illegal fishing (hunting) equipment have been confiscated.
"Please note that the fishing ban period from March 1 to June 30 is a period during which fishing and illegal fishing in natural waters are not allowed. If someone violates the law and goes to the river to electrocute fish during the fishing ban period, they will be dealt with in accordance with the law...... "Every market day, the Shuifu City Public Security Bureau organizes the people's police auxiliary police to preach the knowledge of the fishing ban. Through policy interpretation, case explanation, and law discussion, the public's understanding of the ten-year fishing ban policy on the Yangtze River was further enhanced.
Since the beginning of this year, the Shuifu Municipal Public Security Bureau and relevant departments have carried out 11 publicity sessions of the "Yangtze River Fishing Ban" and distributed more than 32,000 copies of publicity materials. At the same time, more than 600 fishing ban notices and more than 500 publicity posters were posted in various towns, villages, groups, wharves, traffic arteries, and bazaars along the river (river), more than 90 on-site publicity sessions were carried out on the reservoir bank, and more than 20,000 copies of fishing ban publicity materials were distributed.
