Gather new quality productivity in the field of safety and emergency response, strengthen the characteristics of diversified participation, and expand the coverage of the expo

Q

China Central Radio and Television Network: This year's expo has been held for the third time, what are the new considerations and practices in the process of holding the expo this year?

A

Zhou Minhao: The Yangtze River Delta International Emergency Expo has been held for three consecutive sessions this year, with a cumulative exhibition area of 190,000 square meters, more than 1,900 exhibitors, and about 230,000 visitors. This year, we will continue to provide services for emergency disaster mitigation and relief work in three areas.

The first is to focus on new quality productivity and gather innovative elements. Holding the Yangtze River Delta International Emergency Expo is an important measure to gather new quality productivity in the field of safety and emergency response, integrate high-quality resources in the industry, and display the advantages and characteristics of the Yangtze River Delta industrial cluster. Many of our exhibitors come from all aspects of the industry, the more prominent are "low-altitude economy", artificial intelligence, intelligent manufacturing, big data, cloud computing and other emerging industries and future industries, up to now, about 90% of the exhibitors are science and technology enterprises and high-tech enterprises, but also reflects the use of science and technology to promote safety, with science and technology to ensure safety. The expo is also a window that allows the industry to directly understand the market trend, grasp the dynamics of the industry, and foresee the future development, which is of great significance to promote the innovation ability and competitiveness of the entire industry.

Second, from the perspective of the expo itself, it also covers the entire industrial chain in the field of security, opening up production, circulation and application. Just mentioned the safety emergency industry, the safety emergency industry is large-scale, there are many categories, but also has the characteristics of multi-industry intersection and multi-disciplinary intersection, the emergency expo exhibitors and exhibitors are very strong correlation and stickiness. On the one hand, the expo strengthens the characteristics of diversified participation and actively invites upstream and downstream enterprises in the industrial chain to participate in the exhibition. On the other hand, this year, we have paid special attention to giving full play to third-party institutions such as scientific research institutes, business associations, industrial parks, and emergency bases for safe production in the process of attracting exhibitions and investment to expand the coverage of the Expo. We understand and envision that the expo is to actively build a larger and more professional stage, attract more domestic and foreign exhibitors and professional audiences, exchange ideas, popularize science and safety, and promote cooperation.

The third is to strengthen multi-party participation and promote trade and investment. This year, we have carefully planned nearly 20 concurrent exchange activities and seminars, which have attracted the active participation of government departments, universities, scientific research institutions, financial investment institutions and industry leaders. This not only demonstrates the leading role of the Yangtze River Delta region in terms of innovation ability, collaborative development ability and scientific research level, but more importantly, provides an open platform for participating exhibitors to share information, discuss cooperation and seek development. By building bridges between government and business, academia and industry, we will strengthen information sharing, generate cooperation opportunities, and effectively promote trade and investment in new technologies and products. In the future, the fair will continue to play its unique role in serving emergency response, disaster mitigation and rescue.

To further promote the coordinated development of integrated management in the Yangtze River Delta, 14 tasks to be done in three provinces and one municipality have been identified this year, and Shanghai has taken the lead in 4 projects

Q

Caijing Magazine: As a megacity, what will Shanghai do next to accelerate the construction of a resilient and safe city? At the same time, how will Shanghai further promote the coordinated development of the emergency management system in the Yangtze River Delta and improve its rapid response capacity?

A

Ma Jianhong: In order for the Yangtze River Delta region to become a growth pole of China's economic development, it is particularly important to play a leading role and coordinate security and development. Today, we are working with the emergency departments of the three provinces to study how to further play a leading role and their respective strengths in safety production and emergency management on the basis of giving full play to their respective strengths. While the development of regional emergency management, we must first do our own work, which is fundamental and fundamental. As a megacity in the Yangtze River Delta region, Shanghai is a megacity with world influence, and how to do a good job in all aspects of Shanghai's emergency management is also the direction that we are working hard and actively doing. I would like to report to you mainly from four aspects.

1. Actively explore and innovate the social governance model of megacities. Shanghai is not only a window for the world to see China or a vane of China's economic development, but also a demonstration and leading role in Chinese-style modernization. The development of Shanghai should focus on or benchmark the world's most developed and advanced cities, and for the safety of megacities, since it wants to build an international metropolis with world influence, it must benchmark the world's safest or highest level of security megacities. We must not only curb major accidents, but also prevent all accidents that may have an impact, which requires us to continue to innovate in the governance model.

First, we must strengthen the implementation of responsibilities. In 2023, we will carry out a nationwide investigation and rectification of major accident hazards, and on this basis, we must solve the hidden dangers of major accidents in view of the characteristics of the city and Shanghai's unique major accidents, and further implement them from the responsibility to fundamentally improve urban safety.

Second, we must continue to innovate the regulatory model. In the next step, it is necessary to better concentrate limited and effective resources in new areas, areas where traditional fields are not at ease, or where security elements are not complete, so as to fundamentally prevent hidden dangers.

Third, we must vigorously promote social co-governance. We deeply realize that as a megacity or the Yangtze River Delta region, while developing with high quality, it is an effective way to truly improve the intrinsic safety, safety culture, safety literacy or the awareness of the people's ability to help themselves and each other in the face of disasters. We are actively exploring how to increase coverage in the construction of safety culture and the upward and downward extension of safety concept cultivation.

2. Strive to improve the system of monitoring, early warning, response and disposal of urban security risks. In terms of comprehensive monitoring and early warning, 18 regions across the country have been used as pilot projects for comprehensive monitoring of urban safety risks, and 4 districts in Shanghai have been used as pilots to truly enhance urban safety resilience by improving their comprehensive monitoring capabilities for safety risks, especially in some important areas including hazardous chemical industries, industry and trade, and natural disaster prevention. In terms of response and disposal, Shanghai is an influential megacity, and any security incident will bring about a magnifying effect, which requires us to have more efficient means and more effective methods in the process of responding to such emergencies to solve emergencies at the lowest level and minimize losses. This also requires us to formulate various plans for Shanghai's response to emergencies, which is also one of our key tasks this year. The city's emergency plans for all kinds of disasters and accidents are written, and how to make it more effective requires us to increase the drill and test of the plan in order to improve the effectiveness of facing emergencies.

3. Carry out a three-year action to tackle the root cause of production safety. On the basis of last year's rectification action, we have made every effort to carry out a three-year action to tackle the root cause of safe production, and strive to improve the level of intrinsic safety. The "root" of tackling the root cause is to carefully investigate how many hidden dangers there are every year, and how many safety accidents are solved or dealt with. Behind accidents and hidden dangers, what is often exposed is the problem of responsibility implementation, if through a series of rectification after the responsibility is pursued, which department, which field or which unit, these are clarified, you can solve or reduce this kind of risk from the source, in essence, reduce this kind of hidden dangers.

It is necessary to improve the accuracy of security governance. In Shanghai's efforts to tackle the root causes, the "root" is for the implementation of responsibilities, and the "firm" is for the characteristics of the city, and the areas where the greatest risks we face are concentrated. Now we are carrying out special rectification of electric bicycles, special rectification of factories and warehouses, and comprehensive rectification of multi-format places at the junction of urban and rural areas, districts and districts, which have always existed in Shanghai.

It is necessary to enhance the penetration of safety supervision and law enforcement. In terms of improving safety production supervision and law enforcement, it is necessary to continuously improve the pertinence and effectiveness, and more importantly, to create an atmosphere of "everyone talks about safety, everyone will be able to respond to emergencies", and truly promote the safety culture to be deeply rooted in the hearts of the people, which is the most important content to improve safety.

Fourth, further promote the coordinated development of integrated management in the Yangtze River Delta. From 2018 to the present, the integrated emergency management work of the Yangtze River Delta, from cooperation to projectization, to the establishment of relevant systems, to the annual clarification of the important tasks of the integrated emergency management work of the Yangtze River Delta, has been deepening step by step, with the purpose of providing a more effective and powerful guarantee for the overall promotion of regional security development and high-quality development through system construction. This year, we have identified 14 tasks to be done in three provinces and one municipality, and Shanghai has taken the lead in four projects.

First, it involves how to strengthen joint incentives and punishments for regional production safety credit. It is necessary to formulate standards and procedures for joint incentives and punishments for production safety credit in the Yangtze River Delta region, so as to encourage trustworthy enterprises in the region and punish untrustworthy enterprises.

The second is to deepen the digital coordination of regional emergency management. Relying on the "emergency cloud" of the Ministry of Emergency Management, we will promote the better, more effective and normalized operation of the emergency management information sharing and interaction platform in the Yangtze River Delta region.

The third is to promote the construction of Shanghai base for emergency rescue of hazardous chemicals. Among the three provinces and one city, the three provinces have already had a national hazardous chemicals rescue base, and Shanghai will build a national rescue base for hazardous chemicals in Shanghai this year. While building the base, we should simultaneously consider how to give full play to the linkage mechanism of the national hazardous chemical rescue bases existing and under construction in the three provinces and one city in the Yangtze River Delta, so as to provide a better guarantee for regional development. The number of hazardous chemicals or chemical enterprises in the three provinces and one city is very large, and to maintain the safety of this region, we need more rescue capabilities.

Fourth, strengthen the application of the results of the comprehensive risk survey of regional natural disasters. The Yangtze River Delta region is prone to disasters, and the characteristics of the natural environment in the coastal areas determine that we must do a good job in preventing natural disasters and ensuring the safe development of this region. We need to make use of the results of the natural disaster census conducted in the previous three years and apply them to our daily work. By establishing a carrier model and improving the relevant database, we can provide more digital or more accurate prevention for safety assurance. Our goal is to take more precise measures to minimize the loss of life and property in the event of an emergency.

Focus on the Yangtze River Delta to promote the emergency management system and capacity building, and promote the Yangtze River Delta emergency management theory research and policy practice to take the lead and demonstrate

Q

Jiangsu Radio and Television Financial Media News Center: Can you introduce the situation related to the Yangtze River Delta Safety Development and Emergency Management Research Alliance, and what are your plans for the next step?

A

Wang Chunjiang: The Yangtze River Delta Safety Development and Emergency Management Research Alliance was established in Nanjing in late May 2023 by Nanjing University, Shanghai Jiao Tong University, Fudan University, Zhejiang University, and University of Science and Technology of China under the guidance of the Yangtze River Delta Emergency Management Special Cooperation Group.

The first is to establish the organizational structure of the alliance and formulate the corresponding work plan. At the beginning of its establishment, the research alliance was clearly positioned as a cooperative network between research forces related to safety development and emergency management in the Yangtze River Delta. This alliance is an open network. The secretariat is located at the Institute of National Security Development of Nanjing University. In November 2023, the work plan of the Yangtze River Delta Safety Development and Emergency Management Research Alliance was released to promote the sustainable development of the alliance according to the work plan.

The second is to play an important supporting role. In May 2023, the first forum of the Yangtze River Delta Safety Development and Emergency Management Research Alliance was co-hosted by our department and Nanjing University, and a total of more than 200 guests participated in the discussion and achieved good social response.

The third is to promote the training of emergency management personnel. In addition to the first forum, the alliance also held a number of academic seminars with Zhejiang University, Nanjing Normal University, Nanjing University of Technology and other universities to promote the construction of emergency management disciplines. At the same time, the first Graduate Safety and Resilient City Research and Innovation Practice Competition in Jiangsu Province was also held, with a total of 15 research teams participating in the competition, promoting the cultivation of high-level talents in emergency management.

In the next step, the alliance will continue to organize relevant research forces in the Yangtze River Delta emergency management discipline, focus on the Yangtze River Delta to promote the emergency management system and capacity building, improve the platform network, innovate the working mechanism, strengthen collaborative research, promote talent training, and promote the Yangtze River Delta emergency management theory research and policy practice to take the lead and demonstrate. We also look forward to more research forces joining the alliance and making our due contribution to the integrated development of the Yangtze River Delta.

Focus on the grassroots emergency fire management system to take the lead and try it out, and form an operable, replicable and iterative governance model

Q

Zhejiang Daily: At present, Zhejiang is exploring the construction of grassroots emergency fire management system, can you give us a specific introduction to the development of this work?

A

Ye Jianxun: The grassroots level is the forefront of emergency management and fire safety work, and the work responsibilities such as prevention and early warning of emergencies are mainly at the grassroots level, and the response and disposal of emergencies at the first time are also mainly at the grassroots level. Judging from the operation in recent years, there are some problems such as the lack of smooth institutional mechanisms in the grassroots response work. For example, the supervision responsibilities are not clear, the hidden danger investigation and rectification are not in place, and the supervision and rescue force is weak.

In the previous stage, the meeting of the Central Deep Reform Commission deliberated and adopted the "Opinions on Further Improving the Grassroots Emergency Management Capacity", which requires further rationalization of the management mechanism, strengthening the party's leadership over the grassroots emergency management work, and improving the framework of safety and emergency response. The Zhejiang Provincial Party Committee and the Provincial Government have always attached great importance to the construction of the grassroots emergency fire management system, especially last year, in the name of the Provincial Party Committee Office and the Provincial Government Office, the "Guiding Opinions on Further Strengthening the Construction of the Grassroots Emergency Fire Protection Governance System" was issued, and the "full coverage of township (street) emergency fire management stations" was included in the 2024 provincial people's livelihood practical projects, and efforts were made to truly form an operable, replicable, accumulative, and iterative governance system through systematic top-level design and standardized implementation. The governance model, with Zhejiang's pioneering exploration and breakthrough, provides experience for the whole country. Specifically, it is necessary to do a good job in the "three constructions" and strive to improve the level of the three aspects.

The first is to grasp the construction of institutions and improve the level of grassroots governance. At the township (street) level, establish an efficient working mechanism for the main leaders of the party and government to personally grasp the work, the deputy secretary in charge of the construction of safety or the deputy government who is also a member of the party committee, and the relevant leaders in charge to directly grasp the work, and effectively transform the political advantages, organizational advantages, and advantages of connecting with the masses of grass-roots party organizations into the governance efficiency of emergency management and fire safety. At the same time, the grassroots emergency fire protection work will be fully integrated into the "141" grassroots governance system of the county and rural social comprehensive management work system, widely mobilize the grassroots supervision forces, social workers, grid personnel and other teams, and rely on the information integration and linkage command function of the digital system to promote the normalization of safety hazard investigation and closed-loop governance, and truly realize the comprehensive mobilization and full participation of emergency fire protection work at the grassroots level.

The second is to pay attention to team building and improve the level of grassroots level. Focusing on the annual work goal of "achieving 100% coverage of township (street) emergency fire management stations in the province and comprehensively building and strengthening township (street) full-time fire brigades", we will make every effort to build and upgrade the quality and quality of stations and teams, and ensure that the construction compliance rate of emergency fire management stations is not less than 85%, and the construction compliance rate of government full-time fire brigades is not less than 70%. Focus on the core business of emergency fire protection such as production safety, fire safety, and emergency rescue, carry out pre-job assessment and capacity improvement training at different levels, effectively improve the standardization and professionalism of grassroots cadres and employees engaged in emergency fire protection work, and ensure the efficient operation of the grassroots emergency fire management system.

Third, it is necessary to grasp the building of quality and improve the level of mass prevention and treatment. Focusing on the improvement of the safety literacy of the whole people, the whole society is widely mobilized to carry out self-examination and self-correction of potential safety hazards into enterprises, units, schools, communities, and families, and establish a governance network in which all people are soldiers. Since the beginning of this year, we have highlighted the content of self-rescue and escape, personal protection and other things that should be known, and carried out multi-form and multi-channel publicity activities on the themes of the first lesson of school, the first lesson of starting work, and the grassroots level of emergency science popularization, which have achieved good social repercussions. At the same time, the emergency fire publicity, education and training will be regarded as the main daily work responsibilities of the township (street) emergency fire management station and the full-time fire brigade, and the normalization will be promoted to enter the village and enter the enterprise to carry out the "should know and should know" propaganda and education, guide the emergency escape actual combat drill, etc., and further strengthen the social atmosphere of "everyone stresses safety, everyone will be able to respond to emergencies", "everyone can save themselves, and everyone can escape".

Promote the establishment of mechanisms such as regular consultations, notification of the quantity of emergency materials, sharing of technical parameters and production capacity of material procurement, and promote the construction of an emergency material reserve system in an integrated manner

Q

Anhui Radio and Television Station: Since the establishment of the Yangtze River Delta emergency management special cooperation, a number of emergency coordination mechanisms have been established, and a series of activities such as regional drills and competitions have been carried out. What kind of work has Anhui carried out in this regard, and how will it continue to deepen cooperation in the next step?

A

Bai Zhonghua: Since the establishment of the Yangtze River Delta Emergency Management Special Cooperation Group, Anhui Province has adhered to the leading role of Shanghai, joined hands with Jiangsu, Zhejiang and Yangwan to take the lead in formulating the "Yangtze River Delta Regional Forest Fire Prevention and Extinguishing Emergency Linkage Mechanism", "Three Provinces and One Municipal Emergency Material Collaborative Guarantee Mechanism Agreement", "Yangtze River Delta Emergency Management Expert Management and Cross-regional Use Measures", last year, as a rotating province, we also took the lead in organizing and carrying out the Yangtze River Delta regional flood prevention and typhoon prevention joint drill, Yangtze River Delta regional forest fire prevention and extinguishing joint supervision, The Yangtze River Delta Hazardous Chemical Rescue Technology Competition, etc., comprehensively improves the level of emergency management. To continue to deepen cooperation, Anhui will strengthen cooperation at all levels and in all fields in an all-round way, mainly to stretch the board and make up for the shortcomings. We will focus on the following three areas.

The first is to strengthen the joint support of emergency supplies. Implement the "Yangtze River Delta Emergency Materials Collaborative Security Agreement" that has been formulated, and plan to take the lead in holding a work symposium in the second half of the year to analyze the distribution of existing emergency material reserves and the types of material storage in the Yangtze River Delta region for flood control and forest fire prevention in the Yangtze River Delta region, and promote the establishment of mechanisms such as regular consultations, notification of the quantity of emergency materials, sharing of technical parameters and production capacity of material procurement, and promote the construction of emergency material reserve system in an integrated manner.

The second is to strengthen the joint training of talents. The focus is to strengthen the joint training and training of the cadres of the Yangtze River Delta emergency management system, carry out joint training and joint exercises, exchanges and cooperation of emergency rescue teams in the region, improve the emergency literacy and response ability of commanders and fighters, and enhance cross-regional coordination capabilities. Give full play to the role of the Yangtze River Delta University Alliance, carry out scientific research cooperation for specific disasters and hidden dangers, and cooperate with the State Key Laboratory of Fire Science in our province to further improve the scientificity and pertinence of cross-regional collaboration.

The third is to continue to deepen the construction of emergency rescue forces. Focus on strengthening the construction of grassroots emergency rescue forces, equipping them with equipment and equipment, and enhancing their ability to prevent risks, deal with them in advance, and help themselves and each other. Combined with the distribution of regional forces and the characteristics of tasks, we will study and promote the construction of Anhui provincial regional emergency rescue centers, radiate the Yangtze River Delta region, carry out territorial and cross-regional emergency rescue tasks, and further strengthen regional disaster emergency rescue forces.

According to preliminary statistics, there are nearly 100 debuts and debut exhibitions at this expo

Q:

Shanghai TV: Many of the exhibitors this year are technology-based enterprises and high-tech enterprises. Can you reveal which special enterprises will appear at the exhibition site this year? Especially in view of the disaster characteristics of the Yangtze River Delta, what are the more targeted exhibits in this expo?

A

Zhou Minhao: An important feature of the emergency expo is the "big show" of new technologies, new products and new solutions of safety emergency enterprises. It is also a platform to promote new technologies as the core of better solutions, and this year there are many "specialized, special and new" enterprises, science and technology enterprises to participate, from the current point of view, especially the low-altitude economy, For example, the United Aircraft Group, which has confirmed to participate in this expo, will launch the first vertical fixed-wing UAV at the exhibition, with a take-off weight of up to 150kg and a maximum task load of more than 50kg.

How to solve the problem of the characteristics of disasters in the Yangtze River Delta, for example, the cloud deep technology X30 emergency fire solution will make its debut at the expo, the program allows the robot dog to replace humans into toxic, hypoxia, easy to collapse and other high-risk environments for reconnaissance, search and rescue and emergency material transportation, and this product can also operate in heavy rain, low temperature, hail and other harsh environments around the clock, which can well adapt to the needs of accident investigation and search and rescue in the Yangtze River Delta region.

In addition, there are three exhibitors of Diwo technology, this time will bring four-wheel drive off-road water supply and drainage vehicle in the exhibition debut, this car uses four-wheel drive high throughput chassis, set drainage, water supply, power generation, lighting and other multi-functional drainage and rescue vehicles, is a flexible, multi-functional water supply and drainage rescue weapon, at the same time, from the perspective of the Yangtze River Delta, it is also a professional equipment for flood control and Taiwan work. Another example is the "Guangdong Top 500 Enterprises" Baolun Electronics, this time it will also bring a "geological disaster monitoring and early warning system" of the first exhibition, the system can collect and analyze data in real time, improve the timeliness and accuracy of early warning, the monitoring range is wider, the early warning accuracy is higher, and the operation is simple and easy to use.

According to preliminary statistics, there are nearly 100 debuts and debut exhibitions at this expo. Shanghai Council for the Promotion of International Trade and our subordinate Huamao International Exhibition (Shanghai) Co., Ltd. will play the role of a bridge and link for foreign economic and trade exchanges and cooperation, actively "bring in" the world's top resources, and promote the improvement of new industrial productivity.
