At the beginning of 1994, when the responsible persons of the Association for Relations Across the Taiwan Strait (ARATS) and the Strait Exchange Foundation (SEF) were promoting the second "Wang-Koo talks." The "Qiandao Lake Incident," a vicious public order incident that shocked both sides of the Taiwan Strait, was caused by some personages taking advantage of this incidental incident to insult and attack the mainland of the motherland, thus casting a shadow over the talks between the two associations and seriously affecting the development of cross-strait relations.

The fermentation of the incident began with the "sea and land war" that began in Taiwan's political arena in mid-1993.

1. The continuous fermentation of the "sea and land war".

In June 1993, when Qiu Jinyi and Huang Kunhui were engaged in a war through the media, Gu Zhenfu, chairman of the Straits Exchange Foundation, quietly left Taiwan and did not join the sea and land war, thus leaving room for the settlement of the matter. On June 24, Koo returned to Taiwan. The next day, Gu Zhenfu met with Huang Kunhui, who came to see him, at Taiwan Cement Company.

On June 26, Qiu Jinyi ended his fishing vacation and went to work. At this time, he still told the media that the SEF is a phased structure that will not exist forever, and that the competent departments of the authorities should encourage and nurture it, so that the SEF can give full play to its due role and function, and not dwarf it.

On the 30th, Gu Zhenfu spoke to the outside world. He said that the operation of the two associations on land and sea is like a new engine, and the gears may not be able to bite accurately, and it is inevitable that it will make noise, and both sides should bear the burden of humiliation and humiliation, and humbly review it so that it will not make noise again.

On 15 July, Zhang Liangren, the new director of the "Mainland Affairs Council's" Department of Culture and Education, led the department's supervisors at all levels to the SEF to ask for benefits from Li Qingping, deputy secretary general of the SEF.

Soon after, the Taiwan authorities changed the Mainland Work Guidance Group, which was originally planned to be set up at the Central Party Headquarters, to be set up under the "Executive Yuan," and its convener was "Vice President of the Executive Yuan" Hsu Li-de, instead of Huang Kunhui, who had been originally designated.

With the "Mainland Affairs Council" making a peaceful move and Lien Chan also coming forward to coordinate, Qiu Jinyi agreed to stay in office for the time being, but only in November.

In late August 1993, the 14th National Congress of the Kuomintang was convened, and Qiu Jinyi and Huang Kunhui continued to stage a sequel to the sea and land war in the competition for the Central Committee and the Central Standing Committee.

With the convening of the congress, Qiu Jinyi was very unhappy that his nomination as a member of the Central Committee was far behind Huang Kunhui, and it was clear that Huang Kunhui was not affected by the sea and land war. Qiu Jinyi held back his strength in his heart, put down his body and shuttled among the party representatives to canvass for votes, and finally was elected with 794 votes, ranking 37th, leaving Huang Kunhui far behind with 664 votes and ranking 57th.

After winning the first battle, Qiu Jinyi decided to go to the next level and run for the Central Standing Committee, because Huang Kunhui was one of the 15 members of the Central Standing Committee designated by the party chairman.

Qiu Jinyi's move made the KMT's top brass very worried about disrupting the original deployment plan. As a result, Su Zhicheng, director of the Secretariat Office of the "Presidential Office," came forward to coordinate with Qiu Jinyi, hoping that Qiu would withdraw from the election of the Central Standing Committee, and said that the SEF already had Gu Zhenfu as a representative.

Qiu Jinyi replied that Koo Zhenfu had entered the Standing Committee of the CPC Central Committee as a representative of the industrial and commercial circles at the 13th Plenary Session, and that the current session was not necessarily a representative of the SEF, and rejected Su Zhicheng's persuasion on the grounds that the Central Committee had clearly stated that any member of the CPC Central Committee who wished to run for election could freely run for election.

After the convening of the 14th Plenary Session of the 14th Central Committee, Qiu Jinyi held a billboard with his name written on it and appealed all over the audience to "please vote for Qiu Jinyi on the 37th", and even stood at the ticket collection office to make a final greeting to every member of the Central Committee who came to collect the vote. Qiu Jinyi's persistence touched many members of the Kuomintang Central Committee and took the initiative to canvass for him. Regarding the result of losing the election with a high vote, Qiu Jinyi believes that it is "losing at an unfair starting point".

On September 5, Qiu Jinyi expressed his resignation to Gu Zhenfu for the second time, because there was no personal space to wield. Koo Zhenfu agreed to his resignation after the SEF's personnel reshuffle in November.

Qiu Jinyi began to actively look for a replacement. He believes that Guan Chung, the current "legislator" who was the director of the Kuomintang trade union, is a suitable candidate, because Guan Chung has always been known for his ability to compromise and reconcile within the Kuomintang. However, Guan Zhong thought that this matter was impossible, and politely rejected Qiu Jinyi's kindness, and soon Guan Zhong became the "Minister of the Examination Yuan", and in 1996, he was promoted to the "Vice President of the Examination Yuan". Interestingly, at this time, it was Qiu Jinyi who took over the post of "Minister of Quanxu" in Guanzhong.

On November 30, Qiu Jinyi hosted a banquet for more than 20 reporters at a restaurant on Xinsheng South Road in Taipei City. This was Qiu Jinyi's last dinner with reporters. Present at the dinner were Jiao Renhe, vice chairman of the "Mainland Affairs Council," who was scheduled to succeed Qiu Jinyi.

On December 2, Qiu Jinyi handed over the post of secretary general of the SEF to Jiao Renhe, the new vice chairman and secretary general of the SEF, and officially stepped down from the post of secretary general of the SEF. From taking office to his disgraceful departure, Qiu Jinyi became the shortest-lived secretary general of the SEF.

2. Jiao Renhe took office

There are constant conflicts between the two countries on land and sea, and the authorities cannot but seriously consider the question of the candidate for the next secretary general of the SEF. Huang Kunhui has already said that the secretary general of the SEF will be taken over by the vice chairman of the "Mainland Affairs Council."

He explained to Gu Zhenfu that this was the only way to untie the knot between the two associations. This time, Koo Chen-fu did not express any objections, because he also wanted to use the people of the "Mainland Affairs Council" to resolve the constant conflicts between the two associations and avoid the recurrence of major naval and land wars.

However, the "Mainland Affairs Council" has three vice chairmen: Gao Konglian, Ye Jinfeng, and Jiao Renhe.

Huang Kunhui recommended Ye Jinfeng, the second vice chairman, because Ye Jinfeng cooperated with him seamlessly. Officials at all levels of the "Mainland Affairs Council" also enthusiastically publicized Ye Jinfeng to the press.

But the SEF is unwilling to accept Ye Jinfeng. People including Koo Chen-fu believe that Ye Jinfeng has been vice chairman of the "Mainland Affairs Council" for too long, and that there have been too many bumps and bumps between her and the SEF, and that the strong style and clear-cut official stance she has displayed are unacceptable.

Chen Rongjie, the second secretary general of the SEF, said in a rather interesting manner at a forum on "When is the War on Sea and Land -- Looking at the Operation of the Two Sessions from the Perspective of the Candidates for the Secretary General of the SEF" that Ye Jinfeng is a woman, and it is inconvenient for her to take a boat from Kinmen to Xiamen, so she is not fit to serve as secretary general of the SEF.

The SEF unanimously believes that Jiao Renhe, the third vice chairman, is a suitable candidate, because he has been in office for a short time, has not had many ties with the SEF, and is not as shrewd and outgoing as Ye Jinfeng, which is easy to accept.

After repeated coordination between the two associations on land and sea, and finally under Lee Teng-hui's decision, Jiao Renhe became the fourth secretary general of the SEF.

Jiao Renhe, a native of Hebei Province, was director of the confidential office of the "Presidential Office" before taking up the post of vice chairman of the "Mainland Affairs Council." He was Lee Teng-hui's literary courage. Jiao Renhe won Lee Teng-hui's appreciation because of Chiang Ching-kuo's death.

On January 13, 1988, Chiang Ching-kuo died suddenly, and the Kuomintang authorities were in a hurry. Lee Teng-hui, who succeeded as "president" at that time, needed a proclamation, but the writer was too nervous to complete it because of the proclamation's extreme importance. Jiao Renhe was urgently instructed to complete the writing of the proclamation in a very short time.

Lee Teng-hui was greatly pleased, and made an announcement to the public almost without changing a word. Since then, Lee Teng-hui has been deeply impressed by Jiao Renhe and promoted Jiao Renhe to be director of the confidential office of the "Presidential Office." It is said that many of Lee Teng-hui's manuscripts were written by Jiao Renhe.

With regard to Jiao Renhe's assumption of his new post, Huang Kunhui not only sent the largest number of members ever to the SEF to congratulate him, but also deliberately left the "Mainland Affairs Council's" letter of authorization for the SEF to hold talks with the responsible persons of the two associations in Beijing until Jiao Renhe took office.

Huang Kunhui knew very well in his heart that if there was another sea and land war after the personnel of the "Mainland Affairs Council" were transferred to the post of secretary general of the SEF, it was probably himself and not the SEF that would have to leave.

Jiao Renhe also set his posture very low, and he must ask the "Mainland Affairs Council" for instructions on everything, and has repeatedly stated that there will be no major war on land and sea during his term of office, and that he will achieve cross-strait reunification in his post of secretary general of the SEF.

On 31 January 1994, Jiao Renhe led SEF members to Beijing for the first time and held the first meeting with Tang Shubei, executive vice president of the Association for Relations Across the Taiwan Strait (ARATS).

3. The course of the Qiandao Lake incident

Just after 8 a.m. on April 1, 1994, the Chun'an County Public Security Bureau in Zhejiang Province received a report that a cruise ship had caught fire in Qiandao Lake, a tourist resort.

The party and government organs of Chun'an County immediately mobilized the fire brigade and medical personnel to rush to the scene of the accident, and the fire was brought under control in only 10 minutes. While removing the water from the boat, firefighters towed the cruise ship named "Hai Rui" to a nearby pier.

Liu Yongjian, head of the criminal investigation detachment of the county public security bureau, braved the smoke that had not completely dissipated to go down to the bottom of the ship to investigate, and found the bodies of 32 people, of whom it was later verified that 24 of them were Taiwan tourists who had come to the mainland for tourism, and the other eight were mainland compatriots.

The incident has aroused great attention from leaders at all levels on the mainland. The leaders of the CPC Central Committee and the State Council immediately instructed the Zhejiang Provincial Party Committee and the Provincial Government to promptly and properly handle the case, step up the investigation of the case, and severely punish anyone according to law if it is discovered that external forces are involved, and instruct nearby provinces and municipalities to actively cooperate with all aspects of Zhejiang Province's work.

The Taiwan Affairs Office of the State Council, the Ministry of Public Security, the Ministry of Communications, the Tourism Bureau and other departments also immediately dispatched personnel to the scene.

Li Zemin, secretary of the Zhejiang Provincial Party Committee, and Wan Xueyuan, governor of Zhejiang Province, instructed the relevant departments of the provincial government to do their best to do a good job in dealing with the aftermath of the rescue. Vice Governor Liu Xirong personally went to the scene to command, and the provincial public security director, the mayor of Hangzhou, and leaders of various departments of the provincial government rushed to the scene one after another to set up a team to deal with the accident scene.

The workshop of the Chun'an County Shipyard became a temporary storage place for the body, and two large trucks kept bringing in ice to preserve the body. The county construction company invited more than 40 carpenters to make 32 coffins overnight with the best wood.

On April 4, more than 50 family members of the victims came to Chun'an County and received condolences from the Zhejiang Provincial Government and Liu Gangqi, deputy secretary general of the Association for Relations Across the Taiwan Strait.

After careful verification and identification by the family, the victim's body was identified. In order to respect the customs of Taiwan compatriots, Zhejiang Province invited the abbot of Lingyin Temple to do rituals for the victims and pay tribute to the dead.

Due to the warmer weather, the body has been stored for a long time, and after patient and meticulous communication, the remains of the Taiwan compatriots who died were cremated on April 6.

4. Lee Teng-hui's use of the topic to play

At a time when the mainland's public security departments were making all-out efforts to crack the case and the facts of the case were not yet clear, the Taiwan authorities made an overreaction, and the Democratic Progressive Party (DPP) and other "Taiwan independence" elements also took advantage of the issue.

Before the incident, the Kuomintang had just experienced a "sea and land war" with the aftermath still lingering, and the mysterious death of Navy Colonel Yin Qingfeng was in a mess, and it was attacked by the opposition parties because of bribery in the election of county mayors and county and city councilors.

The "Qiandao Lake Incident" gave the Kuomintang an opportunity to extricate itself from its predicament, and they immediately turned the focus of contradictions on the island to the mainland.

Regardless of his identity, Lee Teng-hui used the "Qiandao Lake incident" to attack the mainland "like a bandit." Some politicians have also accused the mainland of "carelessly disregarding human life."

On 12 April, the "Mainland Affairs Council" announced that it would "temporarily suspend cross-strait cultural and educational exchange activities" and "stop people from traveling to the mainland from 1 May."

The Democratic Progressive Party (DPP) has seized the opportunity to raise the decibel level of "Taiwan independence" on the island.

On April 6, the Standing Committee of the Democratic Progressive Party (DPP) issued a statement saying that the "Qiandao Lake incident" fully exposed the Chinese Communists' dwarfing of the personality of the Taiwan people, and that this incident was not only the sacrifice of the lives of 24 Taiwan tourists, but also related to the safety of all Taiwan people in China in the future.

The party's "National Congress" caucus also issued a statement demanding that the Taiwan authorities abandon the "one-China" policy and declare to the international community that Taiwan is a "sovereign state" independent of China. Some "legislators" of the party have even openly demanded that Lee Teng-hui "resolutely declare Taiwan independence and seek support from the international community."

The Taiwan authorities' policy of suspending cross-strait cultural and educational exchanges and people's travel to the mainland has reduced the turnover of several organizations on the island that specialize in acting as agents for the mainland's Chinese civil aviation ticketing to 3 to 40 percent of their original amounts, and they have strongly protested against the authorities' boycott policy.

They believe that the Taiwan authorities and travel associations should not use the livelihood of travel operators as their bargaining chips, as such behavior may cause a social storm and a crisis in the travel industry. They said that if the traveling guild does not change its attitude, they will take strong protest against the traveling guild and the "Mainland Affairs Council."

As a matter of fact, the accusations and boycotts of the Taiwan authorities are really groundless.

4. The aftermath of the Qiandao Lake incident

As soon as the "Hai Jui" cruise ship was discovered, the mainland public security organs immediately threw themselves into the investigation of the case.

Cai Yangmeng, the deputy director of the Zhejiang Provincial Public Security Department, who is nearly 60 years old and is in charge of the investigation, accidentally slipped and broke two ribs, and insisted on working for seven days after only doing a simple bandage. The more than 300 cadres and policemen who took part in the investigation fought for 17 days and nights in a row with the determination to catch the murderer and take responsibility for the compatriots on both sides of the strait.

In the spirit of assisting the departments concerned in handling the problems arising from the exchanges between the compatriots on both sides of the strait and safeguarding the legitimate rights and interests of the compatriots on both sides of the strait, the Association for Relations Across the Taiwan Strait (ARATS) has actively cooperated with the departments concerned in handling the accident in a timely manner, and has promptly informed the SEF of the handling of the accident and the investigation of the case.

On the morning of 2 April, when the Association for Relations Across the Taiwan Strait (ARATS) received a report from the departments concerned that a boat carrying Taiwan tourists in Zhejiang had been killed, it immediately set up a special duty room at 8:30 a.m. At 10 o'clock, the SEF sent a letter inquiring about the distress of the "Hai Jui" pleasure boat, and the ARATS informed it that a cruise ship had indeed caught fire, and that the details were unknown, and that the SEF would be notified as soon as further results were available.

That night, Zhang Quansheng, director of the Tourism Service Department of the Straits Exchange Foundation (SEF), called and said that he would organize his family members to go to the accident site in two batches and request the ARATS to assist in applying for entry visas. Only 20 minutes later, the Association for Relations Across the Taiwan Strait (ARATS) immediately replied that the relevant departments of Zhejiang Province had notified the customs and entry-exit administration departments to facilitate the arrival of the families of the Taiwan compatriots.

Since 8 a.m. on 3 April, the Association for Relations Across the Taiwan Strait (ARATS) has set up a 24-hour duty and has set up hotlines with Hong Kong, Shanghai, Zhejiang, and other places to keep abreast of the situation. In the evening, the Association for Relations Across the Taiwan Strait formally informed the SEF of the on-site investigation it had learned from Zhejiang, and expressed condolences to the Taiwan compatriots who had died.

On 6 April, Tang Shubei, executive vice president of the Association for Relations Across the Taiwan Strait (ARATS), had a telephone conversation with Jiao Renhe, vice chairman and secretary general of the Strait Exchange Foundation (SEF).

Tang Shubei said that what the ARATS, as an authorized nongovernmental organization, can do now is, first, to communicate the situation in a timely manner so that the SEF can obtain accurate information as soon as possible, second, to keep in touch with the families of the victims and reflect their views, and third, to convey the views of the SEF to the relevant departments.

During the phone call, Jiao Renhe proposed to send SEF members to the scene, and hoped that the ARATS would facilitate the Taiwan news media to cover the scene. Tang Shubei politely declined the SEF's request to send personnel, but agreed to provide assistance to Taiwan reporters for their interviews.

In a letter dated 7 April, the SEF accused the Association for Relations Across the Taiwan Strait (ARATS) of "ignoring the needs of the facts and the strong demands of the victims' families, and repeatedly refusing to allow the Association to send personnel to provide humanitarian assistance to the victims' families." It claimed that "the actions, communications, and media interviews of the families who went to the mainland have also been repeatedly disrupted, and the handling process has not been frankly announced to the public" and "has had an extremely adverse impact on the development of cross-strait relations."

The Association for Relations Across the Taiwan Strait (ARATS) immediately expressed the hope that the Taiwan side "proceeds from the overall situation of jointly safeguarding the legitimate rights and interests of compatriots on both sides of the strait and developing cross-strait relations, handles relevant issues rationally and calmly, and does not affect the cooperation between the two associations and the development of cross-strait relations."

On 11 April, the Association for Relations Across the Taiwan Strait (ARATS) agreed that Shi Qiping, deputy secretary general of the Straits Exchange Foundation (SEF), who was attending an academic forum in Shanghai, would go to Hangzhou to express his condolences to the families of Taiwan compatriots.

On the 12th, Shi Qiping came to Beijing to meet Tang Shubei.

Tang Shubei said: The "Qiandao Lake incident" is only an accident between compatriots on both sides of the strait in the course of exchanges, and it cannot and should not affect the development of cross-strait relations. The mainland can understand some of Taiwan's rather extreme remarks, but it should not politicize the incident, and a very small number of remarks wantonly attack or even slander the mainland, which will only increase the sense of distrust between compatriots on both sides of the strait and worsen cross-strait relations.

The mainland is willing to listen to the positive suggestions and opinions of all quarters, including the Taiwan compatriots, and the Association for Relations Across the Taiwan Strait (ARATS) has always advocated that incidents that harm the legitimate rights and interests of the compatriots on both sides of the strait should be resolved in a timely manner through consultations between the two associations.

In the end, Tang Shubei and Shi Qiping reached the following consensus on the resolution of the incident:

First, we will make every effort to quickly find out the cause of the Qiandao Lake incident and make it public as soon as possible.

Second, the two associations agreed in principle to exchange views on the issue of the loss of the lives and property of compatriots on both sides of the strait under the existing circumstances.

Third, the two associations, in accordance with their respective mandates, will take possible measures to eliminate the negative impact caused by the incident.

5. The truth of several twists and turns was revealed

On 17 July, the Zhejiang Provincial Public Security Bureau revealed the results of the case, holding that the wreck of the "Hai Rui" cruise ship was a planned case of robbery and arson, and that the three criminals involved in the case, Wu Lihong, Yu Aijun, and Hu Zhihan, had been arrested by the public security organs, and they had already confessed their crimes in front of a large amount of human and material evidence.

On the same day, Liu Gangqi reported the case to Shi Qiping. In the evening, the Association for Relations Across the Taiwan Strait (ARATS) again informed the SEF of the above situation by telephone.

On 18 July, Li Peng, then premier of the State Council, issued a statement pointing out that the case of robbery and murder in Qiandao Lake had been cracked, and the culprits had been arrested and would be seriously dealt with in accordance with judicial procedures.

On the 20th, the Association for Relations Across the Taiwan Strait (ARATS) sent a letter to the Strait Exchange Foundation (SEF):

"The Zhejiang Qiandao Lake 'Hai Rui' cruise ship case has now been solved. We will invite you to send personnel as soon as possible at the time agreed upon by both sides, and you may invite relevant experts to come to Hangzhou, and we will invite relevant experts to introduce the specific situation of this case. ”

On 22 July, the Association for Relations Across the Taiwan Strait (ARATS) telegraphed the detailed information on the "Qiandao Lake case" to the SEF.

The next day, the Association for Relations Across the Taiwan Strait (ARATS) informed the SEF that the "Qiandao Lake case" had entered the stage of judicial trial, and hoped that the two associations would hold meetings as soon as possible to exchange views on cross-strait tourism exchanges and safety issues during travel, the rights and interests of Taiwan businessmen in investing in the mainland and related issues, and the fact that the Taiwan military had killed and injured fishermen along the mainland's coast in recent years, causing serious losses of life and property.

However, in its reply letter, the SEF set out the preconditions for going to the mainland, that is, only after receiving the criminal history, autopsy report, scene conditions, and relevant evidence of the case provided by the mainland side, as well as the Taiwan side's reply to the doubts raised in the case, can it decide on the time of coming to Hangzhou and the list of experts who will come with it.

On 26 and 29 July, the Association for Relations Across the Taiwan Strait (ARATS) sent two letters to the SEF, inviting the SEF and relevant experts to Hangzhou to learn about the case.

At the repeated invitation of the Association for Relations Across the Taiwan Strait (ARATS), on 8 May, Xu Huiyou, deputy secretary general of the Strait Exchange Foundation (SEF), led its personnel, relevant experts, and representatives of the victims' families to Hangzhou.

However, without listening to a briefing on the case or watching the scene of the crime, individual members of the SEF went so far as to threaten that "there are endless murderous motives hidden in the scenery of Suzhou and Hangzhou."

When the families of the victims on both sides of the strait paid their respects in Chun'an County, SEF members vied with each other to ignore the fact that the truth of the case had been revealed, and said with ulterior motives that "a thousand grievances are sinking at the bottom of the lake" in an attempt to negate the mainland's achievements in solving the case.

On 13 July, the Association for Relations Across the Taiwan Strait (ARATS) hired experts to answer in detail questions raised by experts hired by the Strait Exchange Foundation (SEF) on the "Qiandao Lake incident."

He Ting, an expert representative of the Association for Relations Across the Taiwan Strait, said that after the "Qiandao Lake incident" occurred, during the secret investigation stage and before the case was concluded, the procuratorate would not brief the outside world about the case, and this is true in any country or region. The reason why the Association for Relations Across the Taiwan Strait (ARATS) gave a detailed briefing to the SEF is a special case, and more consideration is given to letting the Taiwan compatriots know the truth of the facts and the development of cross-strait relations.

With regard to the mainland's detailed briefing on the case, the forensic experts invited by the SEF could not but say that after visiting the Hai Jui cruise ship at the scene, the situation of the burning in the bilge at the time of the incident introduced by the mainland's case-handling experts could be explained theoretically, and frankly admitted that "from the standpoint of experts and experts, we cannot deny their examination results."

On 18 July, Wang Daohan, chairman of the Association for Relations Across the Taiwan Strait (ARATS), also made a statement on the "Qiandao Lake case" during his inspection tour in Zhejiang, expressing condolences to the compatriots on both sides of the Taiwan Strait who unfortunately died in the "Qiandao Lake case," and expressing concern over the phenomenon of a small number of people on the island with ulterior motives using the "Qiandao Lake case" to incite opposition to the mainland, obstruct cross-strait exchanges, and advocate Taiwan independence.

On June 10, the Hangzhou Intermediate People's Court held an open trial of the three criminals in the "Qiandao Lake case". Prior to this, the Association for Relations Across the Taiwan Strait (ARATS) had repeatedly sent letters to the SEF and asked the other side to convey to the families of the victims, saying that if the families wanted to observe the public trial, they could apply to the Hangzhou Intermediate People's Court.

However, the SEF did not reply for a long time, and it was not until 8 June that the SEF replied to a letter saying that it would recommend the arrival of five family representatives, including Zhuang Shufang, to the mainland, and at the same time proposed that seven people, including "legislator" Annette Lu, attend the hearing.

The Association for Relations Across the Taiwan Strait (ARATS) said that the relevant mainland authorities have already told China Travel Service in Hong Kong to issue permits to the five family representatives, but as for the other personnel proposed by the SEF, it is difficult to reply because they have not been entrusted by the Zhejiang side.

That evening, the SEF sent another letter saying that it would send Xu Huiyou and four others to observe the hearing. Due to the lateness, ARATS said it would reply at 10 a.m. tomorrow. On the morning of the next day, although Taiwan Radio had already broadcast the news that the SEF would not come, the Association for Relations Across the Taiwan Strait (ARATS) sent a letter to the SEF at 10 o'clock on time, agreeing that Hsu Hui-you and others would come to Hangzhou in their personal capacity to observe the hearing. However, the SEF has not heard back.

On June 19, the Zhejiang Provincial High People's Court ruled that robbers and intentional murderers Wu Lihong, Hu Zhihan, and Yu Aijun should be sentenced to death and deprived of political rights for life. Subsequently, the three criminals were immediately taken to the execution ground and executed.
