Between midnight and early morning, Russia launched 17 drones from Russian-occupied Crimea, and air defense forces shot down all drones from Kharkiv, Dnipropetrovsk and Poltava oblasts, the Ukrainian Air Force said. [113] The governor of Ukraine's Kharkiv region said that Russian forces used drones to attack Kharkiv between midnight and early morning, damaging a private home, injuring at least three civilians. [114] Separately, the governor of Kharkiv Oblast said that Russian forces launched two missile strikes on central Kharkiv during the day, injuring at least five civilians. [115] The governor of Ukraine's Zaporizhzhia region said that Russian forces fired BM-21 rocket launchers at Hopolia in southeastern Zaporizhzhia Oblast, killing at least three civilians and wounding one. [116] Ukraine's State Emergency Service said at least one civilian was killed by Russia in the bombing of a four-story apartment building in the city of Kupyansk in northeastern Kharkiv Oblast. [117]

Rosatom issued a statement accusing the Ukrainian army of attacking the nuclear power plant several times, the first hit near the canteen, injuring at least three employees, without specifying what kind of weapon, about half an hour later, a drone hit the cargo loading and unloading area, and the other hit the dome of the sixth reactor. Russian media quoted sources from the nuclear power plant as saying that about 20 minutes before the incident, IAEA experts were inspecting the area around the canteen and said that the radiation level in the area was normal after the attack. The Russian Foreign Ministry described the incident as nuclear terrorism. IAEA Director General Grossi said agency employees confirmed that the sealed structure of the main reactor, which had been hit by drones at least three times, warned that it would increase the risk of a major nuclear accident. The Main Intelligence Directorate of the Ministry of Defense of Ukraine denied that the Ukrainian side was involved, and instead pointed out that it was directed and acted by the Russian side. [120] [121] [122]

The governor of Russia's Belgorod region said air defense forces shot down four Ukrainian drones over Belgorod Oblast, killing one person and injuring four others as a result of the wreckage. [123]
