He held "reading clubs" and developed a large number of party members, all of whom later became the backbone of the revolution. There are Zhao Yusen, who was the secretary of the Cheng'an County Party Committee, Chen Ying, who was the secretary of the Cheng'an County Party Committee, and Liu Xiaofeng, who was the instructor of the county brigade.

He led the establishment of the progressive organization "Cheng'an County Primary School Teachers Research Association".

He took the initiative and sent people to contact the Eighth Route Army many times, asking for the opening up of an anti-Japanese base area.

He served as the head of the organization department of the Cheng'an County Working Committee of the Communist Party of China, and did a lot of work for organizing the county's party and government mass organizations.

He served as the anti-Japanese county magistrate of Linzhang County, established and improved the county anti-Japanese government, and enriched the strength of the county brigade.

Qiao Ruisheng (1910-1938.9), formerly known as Shulin, was born in Dahuo Village, Cheng'an County. At the age of 8, he began to attend elementary school in the village, and at the age of 15, he was admitted to the 16th class of Cheng'an County High School. In 1927, he joined the revolutionary organization of the Anti-Imperialist Grand Alliance led by the Party in Daimyo, and joined the Party in the second half of the year, and with his efforts, the first party branch in Cheng'an County, the Dahuo Village Branch of the Communist Party of China, was established in early 1928. On September 28, 1938, at the joint meeting of the army and the government held in Xiyanglang Village, Qiao Ruisheng and others were unfortunately shot and died, which is known as the "Xiyangyang Incident" at the age of 29. After the liberation, Comrade Qiao Ruisheng was posthumously recognized as a revolutionary martyr in Cheng'an County.

After joining the party, Qiao Ruisheng devoted himself to the party's cause with passion and vigor. First of all, he secretly carried out activities in his hometown of Dahuo Village, recruited party members, and prepared for the establishment of the party's organization. With the approval of the superiors, the first party branch in Cheng'an County in early 1928, the Dahuo Village Branch of the Communist Party of China was born, and Qiao Ruisheng served as the branch secretary and organization member.

He was extremely cautious in recruiting party members and expanding the organization. Liu Zhenhua and Qiao Ruisheng of Xiaohuo Village were classmates in Class 16 of the county high school, and they were members of the propaganda committee when the Dahuo Village branch was established. In the autumn of 1928, Liu Zhenhua established the second party branch of Cheng'an County, the Xiaohuo Village Branch of the Communist Party of China, and then established the first party branch in Linzhang County under his auspices. After the establishment of the two party branches in Xiaohuo Village, Qiao Ruisheng led the party members to take advantage of every opportunity to carry out ideological education activities among the poor peasants, write slogans, distribute leaflets, propagate Marxism-Leninism, expand the party's influence, and awaken the masses to make a revolution.

As Qiao Ruisheng propagated the revolutionary truth everywhere, he was finally discovered by the reactionary government, and because of the harsh surrounding environment, it was inconvenient for him to continue his activities. In 1932, Qiao Ruisheng went to Jiangxi alone to find the Red Army, and went through many hardships on the way, but he never found it. Although it was a futile, this experience enriched his social knowledge and further strengthened his revolutionary resolve. In the winter of 1932, he returned to his hometown. In 1933, under the leadership of Wang Ziqing, secretary of the Zhinan Special Committee of the Communist Party of China, and Wang Congwu, head of the Organization Department, Qiao Ruisheng returned to the village to continue to carry out the party's work in the name of teaching. He set up a night school for peasants in the village, taught them to read and read books, and learned culture, took the opportunity to spread revolutionary principles, trained a group of progressive young peasants, and joined the party organization one after another. In 1934, he founded the "Reading Club" to recruit intellectuals into the party, and its members quickly improved their ideological understanding, and later developed into party members one after another, and became the backbone of the party, and successively took up leading positions.

Participated in leading the struggle for a capital increase strike

In 1936, the Cheng'an County Education Bureau was corrupt, nepotism, and teachers' salaries were meagre, and the majority of teachers were very dissatisfied. During the summer vacation, the county's teachers were trained, Qiao Ruisheng, who was a primary school teacher at the time, and other party members launched and led the county's teachers' capital increase strike, and more than 130 teachers under their leadership went straight to the compound of the Education Bureau to demand an increase in wages. The Education Bureau was under pressure to accede to the conditions. The county education bureau promised teachers a monthly increase of 2 yuan, and the struggle was victorious, expanding the party's influence among the intellectuals. In order to consolidate its achievements and facilitate future activities and strengthen the connection and unity among teachers, Qiao Ruisheng proposed that an open organization - Cheng'an County Primary School Teachers Research Association was established. Party members propagate Marxism-Leninism and inculcate revolutionary ideas through their participation in educational and research activities, making the Primary School Teachers' Research Society a peripheral organization of the Party.

In 1937, after the outbreak of the War of Resistance Against Japanese Aggression, Qiao Ruisheng and Zhang Guoliang, a Communist Party member of the South Street of the county, mobilized the Kuomintang county magistrate Li Xizhang to resist the Japanese, and also prompted the Kuomintang 29th Army to help defend the city, which led to the "Cheng'an Defense Battle" in the annals of history. More than 5,200 people were killed in urban and rural areas of the county. When the Japanese army invaded Cheng'an, they wantonly burned, killed, looted, and plundered the people of Cheng'an, and every Communist Party member in Cheng'an County felt a heavy heart and was extremely resentful of the enemy. Especially Qiao Ruisheng, it is even more difficult to sleep. In view of the fact that the party's forces were still relatively scattered and inconvenient for leadership at that time, he deeply felt the need to set up a unified organization. At that time, the Eighth Route Army advanced into southern Hebei and carried out anti-Japanese guerrilla warfare, and Qiao Ruisheng was deeply encouraged.

In April 1938, under the chairmanship of Qiao Ruisheng, the Cheng'an Youth Anti-Japanese Salvation Association was established, and Qiao Ruisheng served as the secretary. In mid-June, the Cheng'an County Working Committee of the Communist Party of China was established, and Qiao Ruisheng served as the head of the organization. At the same time, the "Cheng'an County Field Mobilization Committee" was established on the basis of the "Cheng'an Youth Anti-Japanese Salvation Association".

Untimely death

At the end of August 1938, Qiao Ruisheng was ordered to be transferred to Linzhang to serve as the county magistrate of the anti-Japanese government. With his astonishing perseverance and rich experience in struggle, Comrade Qiao Ruisheng quickly opened up the situation in Linzhang. On September 29, in a joint meeting of the army and the government held in Xiyang Village, Qiao Ruisheng and others were unfortunately shot and died, which is known as the "West Lamb Incident" at the age of 29.

Although Qiao Rui lived for 29 years, his revolutionary deeds will forever be recorded in the annals of An'an history and admired by future generations.

After the liberation, Comrade Qiao Ruisheng was posthumously recognized as a revolutionary martyr in Cheng'an County.

Linzhang "West Lamb Incident" during the Anti-Japanese War

In 1938, the 129th Division's eastward column marched into southern Hebei, established local armed forces, improved local party organizations, and created an anti-Japanese base area in southern Hebei. There were many bandits on both sides of the Zhanghe River, and some of the bandit armed forces colluded with the Japanese puppets to sabotage the anti-Japanese resistance, and the eastward column launched the Zhangnan Campaign, striking at the bandit forces and expanding the base area. During this period, the guerrilla brigade in Linzhang County was also established. One day, the leaders of the Seventh Detachment of the Eastward Column summoned Li Ting, secretary of the Linzhang County Working Committee, Qiao Ruisheng, head of the anti-Japanese government, and Liu Songnian, director of the War Committee, to claim that the organization of the county brigade was impure and demanded that the guns of the county brigade be confiscated. Li Ting, Qiao Ruisheng, and Liu Songnian also thought that some personnel in the county brigade had problems, but they did not agree to accept the guns.

On September 28, 1938 (the fifth day of the eighth month of the lunar calendar), the Third Regiment of the Eastward Column of the 129th Division notified more than 100 party, government and military cadres of Linzhang County to hold a meeting in Xiyanglang Village. According to the circular, the chief should convey important instructions from the Southern Hebei Military Region.

The meeting was held in a landlord's compound. As soon as the meeting began, a scout ran in and reported that the enemy in Cixian had been dispatched to attack Linzhang. The regimental commander demanded that the county brigade be transferred to West Lamb immediately. Qiao Ruisheng, the county magistrate, immediately wrote a notice and sent someone to Linzhang City as soon as possible. After the notice is sent, the meeting continues. As he was talking, a group of soldiers rushed into the venue with guns in hand, and at the same time found that there were also many people on the roof with guns pointing downward. Suddenly, this happened, and the head of the education section, Lee Kwang-hee, involuntarily touched the 38 box of guns he was carrying, and a soldier who came in immediately killed him. Then he asked the county magistrate Qiao Ruisheng to hand over the gun, but before Qiao Ruisheng could take off the gun, he was hit by a bullet in the head and fell to the ground and died. In addition, several people were injured. In this case, the rest of the people handed in their guns. The three ministers of the War Committee, Zhang Luohua of the county brigade, and several section chiefs were all tied up.

At this time, more than 300 people of the county brigade were gathered in the square at the edge of the village, and the three regiments of literary and artistic soldiers taught to sing songs and shout slogans. Then he asked the county brigade to set up the guns, started to walk, and gave the order to surrender all the guns.

After the "West Lamb Incident," the Third Regiment beat many good cadres, including Qi Zeshan, director of the Organization Department of the Linzhang County War Committee, and Jia Chunyu, a cadre of the Youth Salvation Association, into traitors and executed them in the name of rape; Liu Yaoling, director of the War Committee's Rape Department, Qin Zhenwu, director of the Propaganda Department, and Wu Fangfei, vice ministers, as well as Ren Xueshi and Feng Haoxue, were beaten as traitors and then fined and released. Many good comrades have suffered unjustified injustices.

After the "West Lamb Incident," Liu Yaoling left the party organization, Liu Songnian, director of the War Committee, did not return home or mobilize, and Wu Fangfei also became angry with the Communist Party. Feng Haoxue was a small bandit leader under Du Guang's former subordinates, and Ren Xueshi was the head of the local feudal forces. They weren't traitors at the time. In the "West Lamb Incident", the two of them were put on the hat of traitors and fined again, mistakenly believing that Liu Songnian, the director of the War Committee, had spoken ill of them behind his back. In March 1939, Ren Xueshi and Feng Haoxue led an armed attack on Liu Songnian's house at night, killing Liu Songnian's family of four. After the liberation, Ren Xueshi and Feng Haoxue were shot by the government.

The "West Lamb Incident" had a bad impact on the locality, many people misunderstood the Communist Party and the Eighth Route Army, some people broke away from the revolutionary ranks, and the anti-Japanese situation that had been opened up in Linzhang County fell into a low ebb for a time.

In 1984, the Linzhang County Party Committee of the Communist Party of China made a "decision on the rehabilitation of comrades who were wronged in the Xilamb Incident", and Comrade Qiao Ruisheng was posthumously recognized as a revolutionary martyr in Cheng'an County.
