Focusing on the development of new quality productive forces, the layout of the industrial chain

When presiding over the 11th collective study of the Political Bureau of the CPC Central Committee, General Secretary Xi Jinping emphasized that "it is necessary to lay out the industrial chain around the development of new quality productive forces and improve the resilience and safety of the industrial chain and supply chain". This year's "Government Work Report" will "vigorously promote the construction of a modern industrial system and accelerate the development of new quality productivity" as the first of the ten tasks in 2024, and make further arrangements for "promoting the optimization and upgrading of industrial and supply chains". At present, the mainland economy is in a critical period of high-quality development, and the layout of the industrial chain around the development of new quality productivity and the improvement of the resilience and safety level of the industrial chain and supply chain are not only an important guarantee for strengthening national economic security, but also an inherent requirement and inevitable choice for accelerating the development of new quality productivity. In view of the relevant requirements for accelerating the development of new quality productivity, the layout of the industrial chain should be accelerated in the following aspects.

Promote technological innovation and application in key areas, and realize the independent and controllable key core technologies of the industrial chain. This is highly consistent with the core driving force of new quality productivity - scientific and technological innovation. Promoting the independence and controllability of key core technologies in the industrial chain through scientific and technological innovation is the key to improving the resilience and security of the industrial chain and supply chain. As the world's second largest economy, the mainland urgently needs to increase R&D investment in cutting-edge fields such as chip manufacturing, artificial intelligence, quantum information, and biotechnology. It is of great significance to promote the development of new quality productivity to realize the effective transformation and wide application of innovative technological achievements, reduce the external dependence of key raw materials and technologies, enhance the resilience and security of the industrial chain and supply chain, and enable the mainland to occupy a more favorable competitive position in the global industrial chain and supply chain.

Promote digital and intelligent transformation and promote efficient collaboration of industrial and supply chains. The collaborative efficiency of the industrial chain and supply chain is a key indicator to measure the resilience of the industrial chain and supply chain, and it is also an important embodiment of the modernization level of the industrial chain and supply chain. In the process of digital and intelligent transformation, it is first necessary to build a unified data platform to ensure data accuracy and real-time through standardized and digitized information collection and processing processes, and provide support for data-driven intelligent decision-making. Secondly, strengthen the information exchange and resource sharing between the upstream and downstream of the industrial chain and supply chain, use cloud platforms and big data technology to create an open and collaborative ecosystem, promote efficient cooperation within the industrial chain and supply chain, and flexibly respond to market changes. Finally, through the integrated application of digital and intelligent technologies such as the Internet of Things, cloud computing, and artificial intelligence, an intelligent industrial chain and supply chain is built, which significantly improves the collaborative efficiency of the industrial chain and supply chain and helps to achieve efficient optimization of resource allocation. For example, the use of Internet of Things technology to monitor the status of goods in real time can greatly improve logistics transparency and tracking capabilities, relying on the powerful data processing capabilities of cloud computing to realize real-time sharing of information and decision-making collaboration in all links of the industrial chain and supply chain, the use of machine learning to optimize transportation routes, predict risks, and improve the flexibility and response speed of the supply chain, and the use of intelligent robot technology to automatically pick and load goods, which can reduce labor costs, error rates and improve efficiency. Improving the collaborative efficiency of the industrial chain and supply chain through digital and intelligent transformation can not only reduce the risks and costs in production and operation, but also promote the intelligent upgrading of the industry, enhance the competitiveness of the industrial chain, improve the resilience and safety of the industrial chain and supply chain, and lay a solid foundation for cultivating new quality productivity.

Promote green and sustainable development, and improve the environmental adaptability and resource utilization efficiency of industrial and supply chains. New quality productivity is itself green productivity. Through the development and promotion of green technologies, such as renewable energy, energy-saving and environmentally friendly materials, cleaner production technologies, etc., the development of circular economy, reduce dependence on traditional fossil energy, reduce greenhouse gas emissions, and promote the efficient use and recycling of resources. By promoting the green transformation of the industrial structure, such as the development of green manufacturing, green buildings and green transportation, we will optimize the industrial layout, reduce environmental pollution from the source, and improve the stability and sustainability of economic development. In addition, green development is not only reflected in the greening of the production process and the product itself, but also includes the green operation mode of enterprise management and logistics of the entire supply chain, such as the adoption of environmentally friendly logistics and packaging, the implementation of green procurement policies, and the encouragement of consumers to choose green products. By promoting green and sustainable development and building a green industrial and supply chain, we can enhance the resilience of the industrial and supply chain in the face of environmental changes, promote green and low-carbon economic and social development, and help achieve the goal of carbon peak and carbon neutrality.

Accelerate industrial integration and the cultivation of new business formats, and enhance the flexibility and adaptability of the industrial chain. Promoting cross-integration of industries, integrating information, resources and technologies from different industrial chains, cultivating strategic emerging industries such as new materials, new energy, and advanced manufacturing, and giving birth to new formats and models such as the sharing economy and platform economy are important components of improving the resilience of the industrial chain. For example, the new concept of intelligent manufacturing comes from the deep integration of a new generation of information technology such as artificial intelligence, 5G, and big data with the manufacturing industry, which promotes the transformation of the manufacturing industry to digitalization, intelligence, and service-oriented, promotes the improvement of production efficiency and product quality, and reduces operating costs. Not only that, industrial integration and the development of new business formats can also provide technical support for the transformation and upgrading of traditional industries, create new market opportunities, and enable them to find growth points in innovation, thereby enhancing the competitiveness and anti-risk ability of the entire industrial chain. By accelerating industrial integration and cultivating new business formats, the growth of emerging industries and the transformation of traditional industries will form a synergy, jointly strengthen the resilience of the industrial chain, and enrich the connotation and extension of new quality productivity.

Establish an effective emergency management and post-disaster recovery mechanism to improve the resilience and resilience of industrial and supply chains to external risks. In recent years, external conflicts such as trade protection and geopolitics have posed a great threat to the stability of the mainland's industrial and supply chains, and natural disasters and public health incidents have also exposed the shortcomings of the mainland's existing industrial and supply chains. To this end, it is necessary to improve the emergency management system, strengthen the allocation of emergency resources, improve the speed of emergency response, and promote the rapid circulation and sharing of key information. At the same time, we should strengthen the post-disaster recovery mechanism and improve the post-disaster recovery capacity of the industrial and supply chains, such as quickly repairing production facilities, ensuring the continuity and stability of key industrial and supply chains, and implementing flexible supply chain management strategies. By establishing an effective emergency management and post-disaster recovery mechanism and improving the resilience of industrial and supply chains, we can provide a solid guarantee for the steady and healthy development of the national economy, the orderly operation of production and life, and the accelerated cultivation of new quality productivity.
