The modernization of the industrial chain is an important part of the construction of a modern industrial system and an important foundation for building a new development pattern. This year's "Government Work Report" proposes to vigorously promote the construction of a modern industrial system, promote the optimization and upgrading of the industrial chain and supply chain, and clarify the key tasks of industrial chain modernization.

1. New stage: The mainland industrial chain is facing higher development requirements

The mainland is the world's largest manufacturing country, with an independent and complete industrial system and all industrial categories, and has established a relatively complete industrial technology support system, with obvious advantages in industrial scale and supporting facilities. In particular, after joining the World Trade Organization, the mainland has given full play to its comparative advantages, deepened its cooperative relations with developed countries and enterprises, successfully embedded itself in the global industrial chain, occupied an important position in the global industrial division of labor system and supply chain system, and further consolidated the material foundation for realizing Chinese-style modernization.

In recent years, economic globalization has encountered headwinds, the international economic pattern has undergone profound adjustments and changes, and the trend of introversion has increased, especially under the impact of the epidemic, the phenomenon of local rupture in the global industrial and supply chains has had a certain impact on the domestic economic cycle of the mainland. Based on the significant resource advantages accumulated by the mainland in the reform and opening up, the mainland timely proposed to build a new development pattern with the domestic cycle as the main body and the domestic and international cycles reinforcing each other, which is a major measure to grasp the initiative of future development and implement the new development concept. Whether it is based on the domestic cycle or the domestic and international dual cycles promote each other, the key direction is to build new advantages in industrial development, and strive to enhance the position and influence of mainland industries in the global value chain. At present, the mainland's manufacturing industry is still at the middle and low end of the value chain, the mainland's industrial chain and supply chain are "large but not strong", "complete but not refined", "tough and brittle", the development of industrial basic capabilities is relatively lacking, the key core technologies need to be broken through, the risk of "broken chain" in the industrial chain and supply chain still exists, the homogeneous competition in the industrial chain is still prominent, and the supply capacity of high-quality, high-complexity and high-value-added products is insufficient. We need to take a long-term view on how to explore the balance between ensuring safety and improving efficiency, focus on improving the stability of the industrial chain and the ability to cope with shocks, and create a stable, safe, efficient, resilient and sustainable industrial chain, innovation chain, value chain and supply chain, so as to promote the mainland industry to climb to a higher position in the global value chain.

Second, the new proposition: new quality productivity is the fundamental driving force to promote the modernization of the industrial chain

At present, how to develop new quality productive forces and effectively support modern industries and a new pattern of high quality has become the proposition of the times for the economic and social development of the mainland. Through the integration and use of high-quality and new production factors, and the development of the industrial chain jointly empowered by multiple mechanisms such as innovation-driven, structural optimization, collaboration, openness and win-win, the new quality productivity will not only reshape the industrial chain pattern, but also lead the industrial system to a higher level and wider fields.

From the perspective of innovation-driven and structural optimization, the key to promoting industrial innovation with scientific and technological innovation and forming a new quality productivity with leading and leading characteristics is to promote the modernization and development of the industrial chain. The new quality productivity is the quality of advanced productivity in which innovation plays a leading role, which is not only the innovation at the technical level, but also covers the all-round innovation practice such as business model and organization management. These innovative elements not only significantly improve the total factor productivity of the industry, but also lead the optimization and upgrading of the industrial structure. In the face of the complex and changeable external environment, the new quality productivity through technological innovation and industrial chain optimization, to solve the outstanding shortcomings and contradictions that restrict development, enhance the resilience and anti-risk ability of the industrial chain, and provide strong support for the steady development of the industrial system. In an open market environment, enterprises can make full use of global resources, participate in international competition and cooperation, and enterprises can better integrate into the global value chain system, so as to have high-end link capabilities, independent and controllable capabilities and a competitive level ahead of the global market.

3. New leap: accelerate the modernization of the industrial chain with "new quality" and "high quality".

Promote strategy-oriented systematic basic research, frontier-oriented exploratory basic research, and market-oriented applied basic research in an organized manner. Aiming at the key core areas of the industrial chain blocking points and difficulties, accelerate the application of original and disruptive scientific and technological innovation achievements to strengthen the chain and supplement the chain, and concentrate scientific and technological resources to focus on key research in the missing links in the field of advantageous industries. Build a horizontal collaborative and vertically connected industrial innovation system, make efforts at both ends of R&D, manufacturing, promotion and application, and form a new model of scenario-driven scientific research, achievement transformation and industrial cultivation.

Digital intelligence integration, two-way empowerment, and strengthening the "key increment" of industrial chain modernization and upgrading

The role of new quality productivity with the digital economy as the core carrier in promoting the modernization of the industrial chain is mainly focused on the following three aspects: First, actively promote the "chain" of the traditional industrial chain driven by digital and intelligent empowerment Transformation, strengthen the basic R&D and integration capabilities of digital technology, improve the quality and efficiency of digital technology and industrial supply, develop targeted common digital solutions for the industrial chain and inclusive digital transformation products, guide large and medium-sized enterprises on the chain to carry out digital and intelligent transformation in a coordinated manner, and build a number of world-class smart factories and typical smart industrial chains. Driven by point-chain synergy and aggregation, the overall competitiveness of the industrial chain is cultivated

The main chain enterprise is the main body of industrial innovation, and it is the main force to promote the development of new quality productivity. Focus on giving full play to the leading force of ecology, accelerate the cultivation of "chain master" enterprises in the industrial chain, focus on the key industrial chain of strategic pillar industries, improve the identification, selection, evaluation and service mechanism of chain master enterprises, and cultivate "chain master" enterprises with market or technical control capabilities from the aspects of technological innovation capabilities, industry standard formulation, brand effect and market control. Support chain owners to participate in major strategies and projects, and strengthen the main position of chain owners in key common technologies and cutting-edge technological innovations. Adhere to the expansion of quantity, improve quality, and cultivate specialized and special new enterprises at a higher level. Implement the gradient cultivation plan to cultivate a number of "single champions" and "specialized, special and new" enterprises in the industrial chain as high-quality micro subjects. Promote the integration and consolidation of large and medium-sized enterprises, guide large enterprises to open their brands, design and research and development capabilities, instruments and equipment, test sites and other resource elements to small and medium-sized enterprises, and share production capacity resources. Through equity investment, resource sharing, channel sharing, and co-construction of standards, small and medium-sized enterprises will be driven to connect in an orderly manner and enter the chain in depth.

Regional interaction, integrated development, and optimization of the industrial space chain ecology

From the "14th Five-Year Plan" to "optimize the layout of the regional industrial chain" to the promulgation of the "Guiding Opinions on Promoting the Orderly Transfer of Manufacturing Industry", optimizing the layout of the industrial chain has always been one of the focuses of the Party and the central government. "Developing new quality productivity according to local conditions" needs to stimulate the industrial advantages of various regions and amplify the strategic depth advantages of the development of the industrial chain according to local endowments. Through the construction of a unified domestic market, we will further break down regional segmentation and market barriers, realize the optimal allocation and sharing of resources through cross-regional industrial transfer, joint research and development, market expansion, etc., and take the construction of cross-regional industrial chain groups as an important means to promote industrial development at the national level. At the same time, we will continue to promote high-level opening-up, establish high-standard and high-quality rules, standards and systems in the competition of opening up to the outside world, coordinate the relationship between resource allocation and global industrial layout, and strengthen the controllability of industrial and supply chain elements.
