EAC Certification or CU-TR Certification, also known as the EAEU/Customs Union Certificate of Conformity, is a mandatory certification certificate for which products that have obtained an EAC Certificate can circulate freely within the unified territory of the EAEU Member States of the Eurasian Economic Union.

CU-TR Certificate of Conformity and EAC Certificate of Conformity, EAEU Certificate of Conformity, TR CU Certificate of Conformity all refer to the same mandatory Customs Union Certificate of Conformity. It's just called differently.

The different names of the Customs Union Certificate of Conformity (CU-TR Certification or EAC Certification) reflect the current international organization of regional economic integration of the Eurasian Economic Union (EAEU) Unified Product Technical Regulation Certification.

The idea of post-CIS rapprochement was born in 1995. Already then, Russia and Belarus adopted the Agreement on the Establishment of a Customs Union and the Construction of a Common Market. In 1999, Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan signed a preliminary agreement on the harmony and reunification of their countries in the economic and humanitarian spheres. The desire for productive cooperation among the neighboring countries of the Commonwealth of Independent States led to the creation of the Eurasian Economic Community in 2001. After 2007, within the framework of the Eurasian Economic Community, Russia, Belarus and Kazakhstan concluded the Treaty on the Establishment of a Common Customs Area, re-establishing the Customs Union (CU) and later the Common Economic Space (EAEU).

What are the EAC Certificate of Conformity and EAC Declaration of Conformity Certification Models for the Eurasian Union?

EAC Certification is generally divided into:

EAC Certificate of Conformity: Carried out for high-risk products.

EAC Declaration of Conformity: For Low Risk Product Adoption.

Each Technical Regulations specify a list of mandatory EAC Certificates of Conformity and EAC Declaration of Conformity, depending on the degree of risk to the product. Specifically, the annex to the Technical Regulations of each Customs Union (TR CU/EAEU) can be checked. You can also consult our experts.

According to the Annex to the TR CU Regulation, a mandatory EAC Declaration of Conformity (AC Declaration) is required for all other equipment not included in the list of equipment that is not included in the mandatory EAC Certificate of Conformity.

EAC Certification and EAC Declaration of Conformity Process

The EAC Certificate is valid for all Member States within the EAEU of the Eurasian Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan)

EAC Conformity and EAC Declaration of Conformity issued by any Member State of the Customs Union have exactly the same legal effect, and the EAC Certificate/Certificate is valid for a maximum of 5 years.

EAC Certificates issued by any authority are registered and regulated by the EAEU Government Unified Server of the Eurasian Union with the same authority.

Different products are certified by means of EAC certificates and EAC declaration to confirm whether the product complies with the Technical Regulations of the Eurasian Union CU TR / Customs Union EAEU TR due to different regulatory regulations and different degree of risk of the product. The certification process for the general standard is as follows:

1 Step: Submit the application to the designated Eurasian Union Authorized Accreditation Certification Body

2 Step: Appoint a certification body to check the technical documentation

3 Step: Product Classification and Sampling

4 Step: Sample test, complete test report

5 Step: Manufacturer's factory audit (if specified in the Technical Regulations)

6 Step: Enter the Rosakkreditation Registration Server and issue the EAC Certificate/EAC Declaration of Conformity.

7 Step: Monitoring of certified products

EAC Certificates of Conformity/EAC certificates : Sample tests and factory audits are mandatory, with annual audits.

EAC Declaration of Conformity/EAC declaration: Model 1D can be evaluated on the basis of the test report provided by the enterprise, without the need to send samples for testing. Sample testing is also required if other modes are used. Factory audits are only required for the first time in 6D mode.  There is no annual surveillance audit.
