The indiscriminate parking of battery cars is a major governance problem. A few days ago, Jinping Residential Area of Beixinjing Street actively played the role of party building leadership and "four-in-one" efficiency, comprehensively investigated the potential safety hazards of battery cars in the jurisdiction, relied on intelligent hardware to build and multi-channel publicity and persuasion, implemented rectification measures, and received strong cooperation from residents and tenants, and finally gnawed down this difficult "hard bone".
Jinping residential area is located in the northwest corner of Beixinjing Street, east to Pingtang Road, south to Jinzhong Road, west to Songhong Road, north to Beidi Road. The housing type of the community is a high-rise elevator building, mostly for farmers to move the house and public rental housing, in addition to cars, battery cars are the main means of transportation for everyone.
"We have been 'gnawing' this 'bone' for 10 years, and this period of time has been quite effective, and it is really a long time. Nowadays, residents' battery cars and bicycles are consciously parked in special parking areas. Hou Weizhong, secretary of the Party branch of Jinping residential area, introduced that since 2013, the residential area has focused on the parking and charging of battery cars, and has focused on exploring the governance model of "combination of dredging and blocking". From the communication and dialogue with emotion and reason, to the introduction of intelligent and convenient hardware facilities, to the publicity and guidance of online and offline omni-channels, residential areas have explored the formation of a normal and long-term operation and management mechanism.
The reporter came to the No. 1 building of Jinsong Homes and saw that there is a barrier-free passage and a walking staircase under the building, and a red sign for vehicle parking and charging is posted in a conspicuous position at the entrance.
"There are elevators in the buildings in our residential areas, which leads to a certain amount of spare space in the lobby on the first floor, which brings opportunities for battery cars to park and charge upstairs. Hou Weizhong told reporters that at first, it was mainly based on publicity and guidance, and then in order to effectively solve the problem, the residential area introduced an intelligent elevator control system in 2019, as long as there is a battery car pushed into the elevator, the intelligent elevator control will automatically identify and send a reminder, "This system has achieved full coverage in Jinping residential area, the car does not push out, and the elevator door will not close." The use of intelligent hardware technical defense facilities avoids uncivilized behaviors and reduces neighborhood disputes. ”
The reporter saw that there are many parking areas on the ground of the community, and the underground garage is reasonably arranged with coin-operated and code-scanning battery car self-service charging piles. "It's important for residents to have a place to park and a place to recharge. For example, we consider the needs of different residents, the elderly in the community prefer the coin type, and the young people prefer to use the code scanning type. Hou Weizhong led the reporter to the underground garage to demonstrate the use of self-service charging piles for battery cars. Both devices have safety and intelligent functions such as no-load power failure, overload protection, and power failure recharge. Among them, the scanning method needs to download the corresponding mobile APP when you first use it, log in to the account information, and select scan the code to charge.
It is understood that the underground garage of the community has also had the problem of poor signal, which has led to the inability of residents to use mobile phones to scan the code for charging. To this end, the party branch, neighborhood committee, business committee and property management of Jinping residential area, as well as the three major operators of China Mobile, China Telecom and China Unicom, jointly discussed the issue of signal coverage. After multi-party communication and coordination, the plan was finally finalized, and the pain of "no signal" was completely solved by installing transmitting antennas on the roofs of some buildings and installing signal transmitters in underground garages.
Since the beginning of this year, Jinping residential area has set up a patrol team composed of party member volunteers, Xincheng Property, and Ruichuang Property employees to regularly carry out potential safety hazard investigations. Relying on the electronic screens, propaganda columns, corridor groups and other publicity positions in the community, fire safety publicity and education are widely carried out.
"Before the Spring Festival, we went to each building to post safety and fire regulations. In addition, the property and security guards are responsible for shift inspections and the posting of parking notices to ensure that the battery cars are parked in a standardized manner. Hou Weizhong said that after the fire accident in Nanjing, the residential area further increased publicity and guidance, "last week, the last illegally parked battery car in Beiping Home, the owner also took the initiative to park in the garage, and my hanging heart finally 'put down'!"
