1. Applicants
Persons who hold the "Employment and Unemployment Registration Certificate" or "Employment and Entrepreneurship Certificate" and are identified as persons with employment difficulties in our county, and the unemployment registration and employment difficulties are still valid.
The criteria for identifying persons with employment difficulties in our county are as follows:
The following workers who have household registration in the county, are of working age, have the ability to work and the desire to work, and have registered as unemployed, and who find it difficult to achieve employment due to physical condition, family factors, economic status, skill level, loss of land, etc., may apply for recognition as persons with employment difficulties:
1. Elderly urban unemployed: refers to urban unemployed persons who are at least 40 years old for women and 50 years old for men at the time of application;
2. Persons from urban zero-employment families: refers to those who have the ability and desire to work in accordance with the Measures for Employment Assistance for "Zero-Employment Families" in Liuzhou City" (Liu Zhengban [2014] No. 166) and who are issued by the social security department as holders of the "Zero-employment Family Assistance Card".
3. Persons from subsistence allowance families: refers to persons from families enjoying the minimum subsistence allowance in the city;
4. Persons with disabilities: refers to urban personnel who hold the Certificate of Disabled Persons of the People's Republic of China or the Certificate of Disabled Veterans of the People's Republic of China;
5. Long-term unemployed: refers to urban personnel who have been unemployed for more than 12 consecutive months after the latest unemployment registration;
6. Landless persons: refers to farmers who have completely lost their original contracted cultivated land after being requisitioned by the people's government at or above the county level in accordance with the law;
7. Relocated people from relocation and resettlement areas who meet any of the above conditions from 1 to 5;
8. Other employment assistance recipients determined by the people's government at or above the county level or the municipal human resources and social security department.
Where there is a change in the circumstances of the designation after the designation of a person with employment difficulties has passed the designation (e.g., no longer enjoying subsistence allowance benefits, interruption of continuous unemployment, etc.), it should be promptly reported to the designating body and the designation should be made anew.

2. Time, place and method of registration
