Proposal

Dear Caring People,

The "5.8 Humanitarian Charity Day" crowdfunding activity was initiated and established by the Red Cross Society of China, and jointly participated by Tencent Charity and other Internet public fundraising information release platforms, as well as the national Red Cross system. With the theme of "Protecting Life and Health, Red Cross Rescue", the event aims to gather strength and convey love through crowdfunding of Internet public welfare projects.

In 2023, the Chengdu Red Cross Society and the Chengdu Municipal Medical Insurance Bureau will tailor the "Care and Assistance Project for Children with Serious Illnesses from Difficult Families" for these families. Since the project was launched in June last year, 106 children with serious illnesses have received 1.17 million yuan in care assistance. Up to now, Dayi County has helped 11 people apply for project funding and received 80,000 yuan in project funding.

With the 2024 "May 8 Humanitarian Charity Day" approaching, we will continue to launch the "Care and Assistance for Children with Serious Illnesses" project on Tencent's charity platform, and continue to raise funds for the care and assistance projects for children from families with serious illnesses, so that more children with serious illnesses and their families can get out of the predicament and regain hope for life. Care and assistance project for children from difficult families with serious illnesses

1. Project Introduction

The Chengdu Red Cross Care and Assistance Project for Children from Difficult Families with Serious Illnesses is a humanitarian public welfare project jointly initiated by the Chengdu Red Cross Society and the Chengdu Municipal Medical Security Bureau in June 2023, and in collaboration with the Red Cross Societies of various districts (cities) and counties, and the medical insurance departments to provide medical assistance for children aged 0~18 with serious illnesses from difficult families in our city. The project aims to guide social forces to participate in the multi-level medical assistance system, alleviate the burden of medical expenses on families of children with serious diseases, and better serve and protect people's livelihood.

2. Recipients of assistance

Children with serious and rare diseases who have a household registration in Chengdu (or hold a residence permit in Chengdu) aged 0~18 (including 18 years old) and participate in the basic medical insurance for urban and rural residents in Chengdu can apply for assistance. These include:

(1) Children with serious illnesses who are eligible for subsistence allowance or from families on the verge of subsistence allowance;

(2) Children with serious illnesses among rural populations who are prone to return to poverty and become impoverished included in the scope of monitoring;

(3) Children with serious illnesses among children in difficult circumstances;

(4) Children with serious illnesses who are impoverished due to illness;

(5) Other children with serious illnesses who meet the requirements for assistance.

3. Scope of diseases

(1) Pediatric blood diseases (leukemia, hemophilia, severe aplastic anemia);

(2) Congenital heart disease;

(3) Uremia;

(4) Malignant tumors;

(5) Rare diseases (Gaucher disease, Pompe disease);

(6) Other diseases with high medical expenses and recognized by the review committee.

Fourth, the funding criteria

The standard of care assistance is the medical expenses for inpatient and outpatient special diseases incurred in designated medical institutions and special drug pharmacies for medical security, as well as the expenses for drugs and high-value drugs paid by the individual in a natural quarter, and the part of the medical expenses actually borne by the individual that exceeds a certain amount after deducting the reimbursement of basic medical insurance, serious illness insurance for urban and rural residents and various supplementary insurances, as well as the medical assistance expenses of relevant government departments. The specific criteria are:

(1) Individuals pay medical expenses of 10,000 yuan (inclusive) ~ 30,000 yuan (exclusive), and the subsidy is 5,000 yuan;

(2) Individuals pay 30,000 yuan (inclusive) ~ 50,000 yuan (exclusive) for medical expenses, and subsidize 10,000 yuan;

(3) Individual medical expenses of 50,000 yuan (inclusive) ~ 100,000 yuan (exclusive), subsidy of 20,000 yuan;

(4) If the individual pays more than 100,000 yuan (inclusive) for medical expenses, the subsidy is 30,000 yuan. In a natural year, the cumulative amount of care assistance for each eligible child shall not exceed 30,000 yuan.

5. Acceptance Agency

The legal guardian of the child shall apply to the Red Cross Society of the district (city) or county of the child's household registration (or place of residence) with the application materials.
