Since February 1949, the 1st Garrison Brigade of the 4th Column of the Northwest Field Army and the 1st Regiment of the 6th Cavalry Division have been combined into the 10th Division of the 4th Army of the Chinese People's Liberation Army, marking the beginning of a new historical journey for this heroic unit. The 28th, 29th, and 30th regiments under its jurisdiction brought together many brave and combative soldiers, who, under the leadership of division commander Gao Jinchun and political commissar Zuo Ai, jointly shouldered the heavy task of defending the motherland and building a new China. Looking back on its history, the predecessor of the 10th Division of the 4th Army was the 1st Brigade of the Garrison Corps of the Eighth Route Army, which was formed in December 1939. During the War of Resistance Against Japanese Aggression, this unit carried out the task of defending the Shaanxi-Gansu-Ningbo border region for a long time, and made great achievements for the cause of the liberation of the Chinese nation. In the arduous years of the Anti-Japanese War, they showed firm belief and tenacious fighting spirit, and became an indispensable force in the War of Resistance against Japan.

In the period of the Liberation War, the 10th Division of the 4th Army and its predecessor units continued to carry forward the glorious tradition and participated in important battles such as the Yan'an Defense Campaign, Yichuan, Xifu Longdong, Libei, Shaanzhong, Fumei, and Lanzhou. In these battles, they were brave and fearless, forgetting their lives and deaths, and made tremendous contributions to the liberation of the Chinese people. In particular, in the Battle of Fumei and the Battle of Lanzhou, the 30th Regiment was successively awarded the honorary titles of "Heroic Regiment of Able to Attack and Defend" of the 2nd Corps and "Heroic Regiment of Long Attack and Good Defense" of the 1st Field Army, fully demonstrating the heroic and tenacious spirit of this unit.
With the country's peaceful construction and development, the 4th Division of the 10th Army has also ushered in a new mission. In July 1952, the division headquarters was reorganized into the headquarters of the 10th Artillery Division (later continued to be the Artillery Brigade of the 16th Group Army of the Shenyang Military Region), the 28th Regiment was changed to the engineering unit, the 29th Regiment and the 30th Regiment (Red Army) were incorporated into the 11th Division, and its 30th Regiment was changed to the 30th Regiment of the 11th Division (changed to the 31st Regiment in April 1953). These reorganizations and transfers signify that the 10th Division of the 4th Army continues to play an important role in the country's peace building. In 2017, the artillery brigade of the 16th Army was reorganized into the artillery brigade of the 78th Army again, which is an important adjustment in the new era.
