Some thoughts on improving the quality and effectiveness of discipline and law education for young cadres

The report of the 20th National Congress of the Communist Party of China put forward that "contemporary Chinese young people are born at the right time, the stage for displaying their talents is incomparably broad, and the prospects for realizing their dreams are incomparably bright." "Young cadres shoulder the hope of the development of the cause of the party and the country, are an important force in the construction of a strong country and national rejuvenation, and are a new force in promoting China's modernization.

In the new era, the vast number of young cadres are good at learning, diligent in thinking, daring to take responsibility, brave in innovation, and willing to contribute, but at the same time, there are also a very small number of people who have just started their careers and made mistakes and forbidden areas, and in the golden period of life growth, they have fallen into the abyss, and embarked on the "road of no return" of breaking the law and committing crimes. This is not only a personal and family tragedy, but also a loss to the cause of the party and the country.

1. Fully understand the great significance of strengthening discipline and law education for young cadres

On January 18, 2022, General Secretary Xi Jinping pointed out at the Sixth Plenary Session of the 19th Central Commission for Discipline Inspection that it is necessary to strengthen the education, management and supervision of young cadres, and educate and guide young cadres to become loyal and reliable cadres of the Party and the people. It is necessary to strengthen education, management, and supervision in a strict and down-to-earth manner, guide young cadres to be loyal and honest to the party, strengthen their ideals and beliefs, keep in mind their original aspirations and missions, treat power correctly, always respect themselves and examine themselves, strictly abide by discipline and laws and regulations, and buckle the "first button" of honest and honest administration. These important instructions are not only cordial care, but also sincere entrustment.

On the new road to the examination, the author believes that strengthening the discipline and law education of young cadres, enhancing their awareness of rules, red lines, and awe, and helping them to walk steadily, well, and practically at the initial stage of their careers is of great significance to the long-term development of the cause of the party and the country, and to the growth and progress of cadres.

The healthy growth and success of cadres is inseparable from discipline and law education. Attaching importance to the training of young cadres is the fine tradition and valuable experience of the Communist Party of China, and is also an inherent requirement for the party's cause to carry forward the past and forge ahead into the future. On the journey of young cadres growing up and becoming talents, it is inevitable that there will sometimes be problems such as a weak sense of discipline and law, insufficient knowledge of discipline and law, and a weak sense of discipline and law. To this end, it is necessary to start with discipline and law education, continuously enhance the awareness of discipline and law among young cadres, and resolutely prevent the "golden period" of growth from turning into a "dangerous period" of corruption.

The implementation of party discipline and state laws is inseparable from discipline and law education. The authority of discipline and law lies in its enforcement. Without effective education in discipline and law, it will be difficult to truly implement party discipline and state laws. It is necessary to intensify the propaganda and interpretation of discipline and law and the intensity of study and training, so that the vast number of young cadres can "know what is true" and "know why it is true" about discipline and law norms, consciously respect the rule of law, revere discipline and law, and firmly guard the power pass, so as to effectively give play to the basic and leading role of discipline and law education in young cadres' practice and practice in accordance with laws and regulations.

The high-quality development of geological survey is inseparable from discipline and law education. Young cadres are the fresh blood of all units, and most of them are in the front line of business. Whether or not they can perform their duties in accordance with laws and regulations has a major impact on the modernization of the geological survey undertaking. In recent years, some young cadres have "stepped on their official careers with their front feet and gone astray with their back feet." This is really a sigh of relief. Only by strengthening discipline and law education and cultivating the awareness of the rule of law and discipline can we effectively promote young cadres to abide by discipline and law in their daily work and life, perform their duties in strict accordance with policies and regulations, and provide a strong guarantee for the high-quality development of geological survey.

2. Methods and paths for improving the quality and effectiveness of discipline and law education for young cadres

Young cadres are in their prime, and most of them are from professional classes, with good foundations, full of enthusiasm and great potential, which is the best stage for exercising their skills and striving to make a difference. In order to strengthen the discipline and law education of young party members and cadres, and ensure that they respect discipline and law, work hard, and do not slack off, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on the Rule of Law.

(2) Flexible ways and methods, make good use of modern "multi-prism"

The key to testing the effectiveness of discipline and law education is to see whether it is in the heart and mind, whether there is a sense of awe, whether it is consistent with words and deeds, and whether knowledge and action are combined. At present, the young cadre team presents the characteristics of high academic qualifications, active thinking, and strong personality, and the development of discipline and law education must highlight the key points, flexible methods, menu-based and precise content, hierarchical classification, and targeted treatment. Especially in the Internet era, how to embody the requirements of the new era in discipline and law education, how to use scientific and technological means and new online media, and how to explore new models of discipline and law education that young cadres like to see have become important issues facing the current discipline and law education work.

To this end, it is necessary to constantly explore new forms and new paths for discipline and law education. For example, through the construction of a normalized education mechanism, the adoption of the party style and clean government warning education conference and other forms, to promote the integration of discipline education and warning education into daily life, grasp the regular; Knowing and respecting; combining positive guidance with negative warnings, we should not only increase the publicity and guidance of positive advanced models, but also do a good job in reporting and exposing the problems of violations of discipline and law, so as to encourage young cadres to "see the virtuous and think together", and more importantly, they should "see the unvirtuous and introspect themselves" in the "three provinces every day", and guard the ideological floodgates, be loyal, pragmatic, and willing to work. At the same time, we can also explore immersive education, interactive education, mentoring education and other modes to help them understand the requirements of discipline and law, be familiar with discipline and law regulations, build a solid foundation of discipline and law, so that young cadres can not only refresh and quench their thirst, but also enter their ears and hearts, and promote the continuous improvement of the effectiveness of discipline and law education. Another example is to innovate and build an online platform for discipline and law education, cooperate with relevant departments to carry out educational activities in various forms and rich contents, and comprehensively use new media platforms to create an online and offline integrated education chain.

(3) Grasp the characteristics and laws, and recite the daily "mantra"

Each stage has the characteristics of each stage, and each field has the laws of each field. In practice, it is necessary to actively promote the effective practice of "full-cycle management", focusing on the key nodes and different characteristics of the growth cycle of young cadres, scientifically customizing the package of clean government education, solidly carrying out special discipline and law education, and setting up "entry courses" for young cadres, "responsibility courses" for promotion and promotion, "rules courses" for discipline and law education, "situation courses" for strictly governing the party, "inspirational courses" for advanced role models, and "warning courses" for typical cases. The "seven accounts" of freedom, family affection, and health are well calculated and settled. Reciting the "mantra of tightening" well, the construction of family style is particularly important. As the old saying goes, "If you accumulate goodness, you will have afterglow, and if you accumulate bad things, you will have aftermath." "In the new era, to strengthen the construction of party members and cadres' family style, we must pay attention to absorbing wisdom from the excellent traditional virtues of China, starting from me, starting from now, starting from the small things around us, cultivating a good family style, and contributing to the continuous improvement of the party's style, political style, and social atmosphere.

(4) Highlight precise supervision and fasten the "seat belt" of integrity

Supervision is the best protection. Young cadres are in the initial stage of their careers, and their party spirit experience, social experience, and grassroots training are relatively insufficient; if supervision and management are not in place, they are prone to go down the wrong path and go astray. To this end, it is necessary to establish internal control mechanisms such as reminder talks, investigation of integrity risks and hidden dangers, and when party organizations at all levels, especially the main responsible persons of party organizations, discover emerging and tendentious problems, they must be good at grasping small problems as early as possible, dare to expose the short and ugly, and remind them to correct them in a timely manner. It is necessary to strengthen digital empowerment, promote the establishment of a database of cadre integrity files, transform the growth trajectory of young cadres into dynamic integrity files, and promote more accurate, standardized and efficient supervision. Party organizations at all levels, personnel education, and other functional departments should strengthen the education, management, and supervision of their young cadres, urge young cadres to strengthen their awareness of discipline and rules, abide by the system of commuting to and from work, correctly exercise the power in their hands, and strictly enforce their work and life styles, so as to effectively ensure that young cadres' thinking and behavior do not deviate.

Strengthening discipline and law education for young cadres is a systematic project, which needs to be promoted in an all-round way, in all aspects, and in all areas. In practical work, we not only urge young cadres to always maintain the sobriety and firmness of "rushing for the examination", and have no delusional thoughts inside or outside the country, but also encourage young cadres to work hard, do not slack off, dare to think and act, and be good at doing good work, so that young people can bloom brilliantly in the fiery practice of promoting Chinese-style modernization.
