China National Building Materials Kaisheng Junheng Co., Ltd. is the first "Zhongzitou" enterprise settled in Wei County, and the story of the "marriage" of the central government is passed down as a good story. After several years of development, the company has occupied a pivotal position in the industry, not only becoming a business card of Wei County, but also a new national business card of China's pharmaceutical glass.
This is a story of achieving a "win-win" with "charm points". A few years ago, the relevant leaders of the State-owned Assets Supervision and Administration Commission of the State Council went to Wei County to investigate, and learned that Junheng Hebei Pharmaceutical Glass Company is a private enterprise, mastering the production process of 5.0 neutral borosilicate pharmaceutical glass, but due to insufficient funds and bleak development prospects, it strongly recommended the company to China Building Materials, and finally the two sides successfully joined hands. Since then, Continental's 5.0 neutral borosilicate pharmaceutical glass has opened a new road.
5.0 What is neutral borosilicate pharmaceutical glass?In the pharmacopoeia, glass is divided into class I., class II, and class III. Only Class I high-quality borosilicate glass can be used for parenteral drug packaging. Neutral borosilicate pharmaceutical glass, commonly known as Class I glass, also known as 5.0 glass, has excellent chemical and thermal stability. However, mainland high-grade pharmaceutical glass has long relied on foreign imports.
In Wei County, the compounds of neutral borosilicate pharmaceutical glass are melted, flowed in the kiln, and stretched to achieve new life again and again.
The following are several key time points in the development of Kaisheng Junheng pharmaceutical glass——
In June 2017, Junheng Pharmaceutical Glass No. 1 Furnace was officially ignited, marking the start of production of the first domestic enterprise to master the 5.0 pharmaceutical glass production technology.
In September 2020, Junheng neutral borosilicate pharmaceutical glass tube No. 2 kiln was ignited, and the company achieved stable mass production. So far, after hundreds of large and small tests, the company has broken the technical bottleneck of the production of neutral borosilicate pharmaceutical glass, successfully developed a new domestic production process, and designed the first electric coupling kiln in China, so that the "production room" of pharmaceutical glass has been upgraded.
In September 2022, Junheng Neutral Borosilicate Pharmaceutical Glass Tube No. 3 Kiln was ignited, and the brown neutral borosilicate glass tube was officially mass-produced. From colorless to brown, this is by no means just a change in color, but a leap forward in pharmaceutical glass technology. Brown neutral borosilicate pharmaceutical glass tubes can be used to package photosensitive drugs, ensuring the stability and effectiveness of specific drugs. Affected by this, the international monopoly pattern of global brown neutral borosilicate pharmaceutical glass prices has been broken.
In the research and development and production of pharmaceutical glass, Kaisheng Junheng not only broke the monopoly of foreign companies, but also made domestic vaccines truly localized. At present, Kaisheng Junheng (Weixian) Co., Ltd. has 6 production lines of borosilicate glass tubes for pharmaceutical use, with an annual production capacity of 15,000 tons, and has built 18 production lines of neutral borosilicate pharmaceutical glass packaging bottles, with a total design capacity of 400 million pieces, and the products are sold to many countries.

In just a few years, China National Building Materials, CRRC, Sinochem Group and other central enterprises have successively reached cooperation with Wei County, and a number of strategic industrial support projects have developed rapidly in Wei County.
In promoting the cooperation of central enterprises, Wei County seized the opportunity of the coordinated development of Beijing-Tianjin-Hebei, grasped the advantages of the State-owned Assets Supervision and Administration Commission of the State Council in the management of central enterprises, and drew an "investment map" according to the relevant policies of the reform and development of central enterprises and the industrial layout, development focus and investment direction of central enterprises, so as to seek the "meeting point" of central and local cooperation.
In February 2023, the unveiling ceremony of the establishment of Hebei New Direction Intelligent Equipment Co., Ltd. and the launch ceremony of the first rotary drilling rig were held, marking the overall transfer of the construction machinery industry of Beijing CRRC Heavy Industry Co., Ltd., a subsidiary of CRRC, to Wei County, and unveiling the prelude to the development of Wei County in the field of construction machinery industry.
This is the second cooperation between Weixian and CRRC Group.
The spark of cooperation was sparked at the unveiling ceremony of Hebei CRRC Luxing Anti-Loosening Technology Co., Ltd., the first achievement of the cooperation between Wei County and CRRC.
Hebei Luxing Group is a strong representative growth enterprise in Wei County, recommended by the State-owned Assets Supervision and Administration Commission, in 2019 with CRRC reached a cooperation, with Beijing CRRC Heavy Industry Railway special anti-loosening technology as the carrier, combined with the advantages of local industrial development, to create an anti-loosening fastening industry highland, Hebei CRRC Luxing Anti-loosening Technology Co., Ltd. came into being.
During the unveiling period, the house was full of friends, and there was a lot of information. When they learned the news that Beijing CRRC Heavy Industry Co., Ltd. had transferred its industry to the outside world, the main leaders of Wei County said on the spot: "We need this industry!"
In the end, a pair of brother enterprises of CRRC settled in Wei County.
The industrial development model of Hebei New Direction Intelligent Equipment Co., Ltd. is two-wheel drive of construction machinery and new energy heat pump. At present, the main product of construction machinery is rotary drilling rig. Rotary drilling rigs are widely used and play a significant role in municipal construction, highway bridges, high-rise buildings and other projects. "The construction of the Hong Kong-Zhuhai-Macao Bridge and the Nimu Bridge of the Tibet Lari Expressway have used the same series of rotary drilling rigs produced by us. Han Jianlong, executive deputy general manager of the company, introduced.
The advanced equipment manufacturing industry often uses hundreds or thousands of parts, which plays a strong role in extending and supplementing the chain, and has played a leading role in driving the basic processing industries such as casting, forging, welding, large-scale machining and heat treatment in Wei County.
At present, the company's new industrial park is under construction, and more intelligent and electric models will be rolled off the assembly line in the future.
Another pillar of the company's development industry is the new energy heat pump, which is a highly specialized energy-saving refrigeration/heating equipment. The industry is also a successful example of attracting investment by business - after CRRC Heavy Industry settled in, it introduced a technical team led by the former chief heat pump engineer of Tsinghua Tongfang to develop intelligent air source heat pump units. At present, 5 new models have been developed, the products have the advantages of low energy consumption, convenient construction, combined cooling and heating, etc., which can be used in rural gas-to-electricity, coal-to-electricity projects, and can also play a role in municipal heating, school and hospital heating and hot water supply, building energy conservation and constant temperature, etc., and have made great achievements in the fields of drying and processing of agricultural products.

In recent years, Wei County has built public cultural service facilities such as the Weizhou Grand Theater, library, and cultural center with high standards, which will be put into use in early 2022. In order to give full play to the due economic and social benefits of the high-quality resources of "one theater and two museums", Wei County reached a strategic cooperation with Poly Group, the management team of the National Centre for the Performing Arts, and signed a cooperation contract in June 2022 to operate the Weizhou Grand Theater by Beijing Poly Theater Management Co., Ltd. and establish a branch in Wei County. Weizhou Grand Theatre is the first and only one operated by Poly Group to a county-level theater.
The county theater has become a temple of elegant art. The country's first-class symphony, concert, Peking Opera, Huangmei Opera and other performance groups have taken the stage one after another, bringing elegant and high-end art to the masses. Last summer, Poly Theater brought the old brand that has been in operation for decades - "Open the Door to Art" to Wei County, and the China Children's Art Theater, China Puppet Art Theater and other "Guozitou" performance groups came to help, and a total of 11 performances were performed, and the venue was full, and tens of thousands of people watched the performance. Before the construction of the new library, the original library area was only 1,000 square meters, and there were only 3 staff members, so it was difficult to complete even the most basic borrowing service functions. After the completion of the new library, the library was outsourced to Beijing Guotu Culture Co., Ltd., a subsidiary of the National Library, and operated under a socialized operation model. The size of the library has increased more than tenfold and the number of staff has increased to more than 40. The new museum is very popular, and in the summer of 2023, the average number of visitors per day will reach 2,500, and the maximum number of visitors will reach 3,000. The new hall has more functions and can hold a variety of cultural activities, from last year's Wei County Pear Blossom Festival to the present, a total of hundreds of cultural activities have been held, which has greatly enriched the cultural life of the masses.
