The report of the 20th National Congress of the Communist Party of China emphasized that we should accelerate the development of the digital economy, insist that talent is the primary resource, and strengthen the support of talents for modernization. Decision-making and Research in China Think Tank: Dialogue on Economic and Information Research, China's Economy and Informatization-National Research and Political Situation, Decision-making and Discussion-Economic Information Think Tank. Based on this, in order to strengthen the construction of the digital talent team, the On-Chain Digital Industry Research Institute, Liepin Big Data, and Guangzhou Panyu Vocational and Technical College jointly compiled the "2023 China Digital Talent Development Report" (hereinafter referred to as the "Report").

The interpretation of data experts from the National Research Institute Political Information and Economic Information Think Tank - National Research Political Information Strategy (Third Prize) Economic Information Co., Ltd. shows that the report focuses on the current situation of digital talents from multiple perspectives such as industry distribution, city distribution, functional distribution, talent portrait, salary, and shortage. This paper analyzes the current situation of digital talent training from three dimensions, and puts forward suggestions for talent development in the era of digital economy, in order to output valuable research results and provide reference significance for the development of digital talents.

1. Analysis of digital talent by industry

▌Supply side-In recent years, there has been no significant increase in digital talents in various industries, and talents are mainly concentrated in the Internet industry

Judging from the data of the past four years, digital talents are mainly concentrated in the IT/Internet/game industry, with the proportion of talents accounting for more than 40% in the past four years.

In the past four years, Beijing's digital talents have been mainly concentrated in the IT/Internet/game industry, with the proportion of talents accounting for more than 50% in the past four years.

▌Supply side - The proportion of digital talents in Shanghai's Internet industry and financial industry is declining

Judging from the data of the past four years, Shanghai's digital talents are mainly concentrated in the IT/Internet/game industry, followed by finance, electronics/communications/semiconductors. However, judging from the proportion of talents in the past four years, the proportion of digital talents in the Internet industry and the financial industry has shown a downward trend. The proportion of talents in electronics/communications/semiconductors, automobiles, consumer goods, medical and health industries is on the rise

▌Demand side - the Internet industry has the strongest demand for recruitment, and the demand for talents in emerging industries has increased significantly

However, with the downturn in the IT/Internet/game industry in recent years, the demand for digital talents in the industry has decreased year by year, from 55.12% in 2019 to 43.79%. The demand for talents in the emerging industries of national strategy electronics/communications/semiconductors, machinery/manufacturing, medical and health, energy/chemical/environmental protection is increasing year by year.

Judging from the data of newly released positions by enterprises in Shanghai in the past four years, the IT/Internet/game industry has the strongest recruitment demand, accounting for more than 40% of the entire industry. The demand for talents in emerging industries such as electronics/communications/semiconductors, and automobiles has increased significantly in the past four years. Electronics/communications/semiconductors increased by 7.15% year-on-year in 2019, and the automotive industry increased by 4.78%.

Judging from the data of newly released positions by Beijing enterprises, the IT/Internet/game industry has recruited the most digital talents, accounting for about 60% in the past four years, followed by the electronics/communication/semiconductor industry, accounting for 10.81% in 2022, and the demand for digital talents has increased the most in the whole industry, an increase of 5.38% over 2019. Secondly, there are emerging industries such as scientific research and technology/business services, automobiles, and machinery/manufacturing.

2. Analysis of digital talent by region

▌Supply-side - East China has a significant agglomeration effect, and talents are increasing year by year

Digital talents are mainly concentrated in East China, and the number of talents is increasing year by year, with an increase of 7.03% in 2022 compared with 2019.

From the perspective of city data, digital talents are mainly concentrated in Shanghai and Beijing, accounting for 21.29% of talents in 2019 and only 15.50% in 2022. Guangzhou, Hangzhou, Nanjing, Suzhou, Wuhan and Xi'an have seen an increase in talent in the past four years.

▌Demand side - East China has the strongest demand for talents, and Shanghai's demand will surpass Beijing's in 2022

East China's talent demand has gradually increased since 2019, accounting for more than 40% in 2021, North China's talent demand has been declining year by year, from 28.07% in 2019 to 17.36% in 2022, and South China's talent demand has accounted for about 24% every year.

From 2019 to 2021, Beijing's talent demand ranked first in the country, and after 2022, it was surpassed by Shanghai. This is closely related to factors such as the increasingly sound digital construction of Shanghai's industry, the acceleration of the construction of an international talent highland, and the opening up of the industry to the forefront of the country. New first-tier cities such as Chengdu, Suzhou, Wuhan, and Xi'an are accelerating their development, and digital talent is increasing year by year.

▌Supply side - domestic talent functions are mainly technical positions, and overseas talent products and operations are the majority

In terms of the distribution of digital talents in China in the past four years, in 2019, operation managers/supervisors had the most talents, accounting for 8.06%, followed by product managers, accounting for 7.71%. In 2022, there will be a significant increase in technical talents, with Java talents accounting for the highest proportion. Positions such as electrical engineers and web front-end developers are in increasing demand.

Due to the rapid development of self-media, the demand for front-line functional talents such as product operation, e-commerce operation, new media operation, and content operation has increased.

▌On the demand side, the demand for technical positions has increased significantly

Judging from the new digital economy positions released by enterprises in the past four years, product managers and Java are the most in demand, accounting for more than 4% in the past four years. The demand for embedded software development, hardware new engineers, electrical engineers, and C++ functions has increased significantly in recent years.

IV. Image analysis of numerical talents

▌Supply side - the concentration of young talents is high, and the ability to absorb mature talents is gradually enhanced

The age of digital talents is mainly concentrated in 25 to 35 years old, and the proportion of talents in the past four years is more than 60%, and the talents who have flowed into the digital economy in the past four years are also mainly 25-35 years old. With the development of the industry, enterprises have higher and higher requirements for talents, and the industry's ability to absorb mature talents has gradually increased.

▌Supply side - the length of service of talents is relatively scattered, and the number of years of service of talents who have been in the industry for more than 10 years is increasing year by year

The length of service of talents is relatively scattered, among which 5-8 years of service talents are the most, followed by 10-15 years of service talents. In 2019, the inflow of talents was mainly less than three years of service, accounting for 31.63%. The number of talents with more than 10 years of working experience has gradually increased in recent years.

▌On the demand side, the vitality of 100-499 scale enterprises is gradually highlighted, and the demand for enterprise recruitment is strong

The enterprises that post digital economy jobs are the largest number of enterprises with 100-499 people, and the vitality of enterprises is gradually highlighted, followed by enterprises with more than 10,000 people.

▌Demand side - the demand for seniority at both ends has risen, and bachelor's degree or above is more popular

On the whole, the demand for 1 to 3 years of service has been the first in the past, but the proportion is declining; the proportion of demand below 1 year is on the rise, and the demand for talents with 8 to 10 years of service is gradually increasing.

Whether it is the length of service or the educational requirements, there is a downward trend in the dimension of "unlimited", which also reflects that enterprises pay more attention to the background of talents and the demand is more accurate.

As the industry pays more and more attention to the comprehensive quality of the talent team, the demand for talents with bachelor's degree or above is increasing year by year, and the proportion of demand for college degree and below is decreasing year by year.

5. Analysis of the salary situation of digital talents

▌Salary analysis - the annual salary of talents is mainly 10-200,000 yuan, and the annual salary increase returns to rationality

From the perspective of the distribution of talents in each annual salary segment, the proportion of talents in the annual salary segment of 10-200,000 yuan has gradually decreased, and the proportion of talents in the annual salary segment of more than 300,000 has increased slightly.

In the past four years, the average annual salary of digital talents has been much higher than that of the whole industry, and the salary has increased year by year, with an increase of 11.5% in 2022 compared with 2019, and from the perspective of the difference between the actual annual salary and the expected annual salary, talents have gradually become more rational about the annual salary increase, from 28.84% in 2019 to 24.77%.

From 2019 to 2022, the annual salary of the top 10 cities with average annual salary has increased year by year, and from the perspective of salary increase in 2022 compared with 2019, Ningde has the highest increase of 20.03%, followed by Suzhou with 17.78%, Beijing with 17.27%, and Shanghai with 17.08%.

In the past year, the average annual salary in Shanghai and Beijing has been 290,800 yuan, Shenzhen's 264,700 yuan, and Hangzhou, Guangzhou, Nanjing, Suzhou and Ningde cities have exceeded 200,000 yuan in 2022.
