On October 27 last year, the Ministry of Finance issued the "Notice on Issuing the 2023 Medical Service and Security Capacity Improvement (Medical and Health Institution Capacity Building) Subsidy Fund (Second Batch) Budget", in order to strengthen the service capacity of township health centers, the subsidy amount of 456 million yuan was issued, mainly for 13 western provinces (including the Corps), involving 228 township health centers supported, each with a subsidy amount of 2 million yuan.
There are three main areas of funding
The first is to improve the basic diagnosis and treatment capacity: support the allocation and upgrading of medical equipment in township health centers, including CT (electronic computed tomography), DR (direct digital X-ray photography), color ultrasound, automatic biochemical analyzers and other medical equipment.
The second is to improve emergency first aid capabilities: support township health centers to equip pre-hospital and in-hospital first-aid equipment, including defibrillators, ECG monitors, cardiopulmonary resuscitation devices, etc.
The third is to improve telemedicine capabilities: support township health centers to allocate telemedicine related equipment, and promote remote consultation, remote examination, Internet follow-up and other service projects with higher-level hospitals.
In addition, the National Health Commission pointed out in the "Reply to Recommendation No. 6152 of the Fifth Session of the 13th National People's Congress" that a number of central health centers should be selected to make their medical service capacity on par with county-level hospitals, and gradually build county-level medical and health sub-centers. After preliminary screening, more than 1,800 health centers have been submitted to various localities. This year, many places, including Shanxi Province, Sichuan Province, Guizhou Province, Chongqing Municipality and other places, have increased financial investment to support the upgrading and transformation of township health centers.
