At the beginning of 1939, the Qinghe Special Committee of the Communist Party of China in Shandong Province decided to send Commander Ma Yaonan to lead the three detachments of the Shandong Eighth Route Army to the west to expand the Eighth Route Army's anti-Japanese base to Zhangqiu and Qidong.

At that time, the Qinghe Special Committee of the Communist Party of China also led a little-known special anti-Japanese team, which was the engineer battalion of the Kuomintang Mengzhaojin unit in Zhangqiu, Shandong Province, which was specially responsible for safeguarding the security of the headquarters, and the battalion commanders Wang Lezhi and Lu Xichen were the instructors of the engineer battalion, and they were all underground CCP members.

In 1938, in accordance with the instructions of the Central Military Commission of the Kuomintang, Meng Zhaojin called on the whole army to launch a full-scale attack on the city occupied by the Japanese in order to cooperate with the defense of Wuhan. This military operation effectively contained the Japanese forces and cooperated with the defense of Wuhan Han. The Kuomintang Central Military Commission issued an order to commend the troops, and the troops were reorganized.

In September 1938, Shi Yousan led his troops to Zhangqiu County and was ordered to reorganize Meng Zhaojin's troops into the 1st Provisional Division of the 69th Army of the 10th Army of the National Revolutionary Army, with Meng Zhaojin as the division commander.

Soon after, according to the deployment of the Kuomintang Central Military Commission, Shi Yousan led the troops to be secretly transferred to Hebei in advance, and requested that after Meng Zhaojin had reorganized the troops, he would immediately lead the troops to garrison in the areas of Nangong and Ji County in Hebei Province.

In mid-November, when Meng Zhaojin led his troops to cross the Jinpu line from the north of the Four Girls Temple, they were repeatedly intercepted by the Japanese. In the end, in order to narrow down the target, Meng Zhaojin and Wang Cifang, the director of the Political Department, rode bicycles and disguised themselves as Jesu missionaries before passing through the Japanese blockade. He actually asked his subordinates who stayed behind, in order to preserve their strength, to be willing to be traitors.

Faced with the complicated situation and environment of the anti-Japanese struggle at that time. After learning of the situation, Huo Shiyan, secretary of the Qinghe Special Committee of the Communist Party of China, and Commander Ma Yaonan discussed with Gao Zhangyuan and Lu Xichen, who had come to report on their work, but in the end they did not agree to their request that the engineer battalion be reorganized into the Eighth Route Army and that the radio and other military supplies hidden by Meng Zhaojin's troops should be sent to the headquarters of the Eighth Route Army.

After studying with the Political Department, Commander Ma Yaonan said to them: "You are an anti-Japanese force under the leadership of the Communist Party, and for the sake of the united front policy, we cannot openly reorganize you into the Eighth Route Army at present, otherwise it will become our Eighth Route Army sabotaging the united front. The next step of the radio station will be decided, and you will still be called the engineer battalion, so that you can carry out activities in that area, and you can also work with Meng Zhaojin's other troops. ”

After they broke up with Commander Ma Yaonan, Gao Zhangyuan introduced them to Comrade Zhao Mingxin, who, on behalf of the Qinghe Special Committee of the Communist Party of China, demanded that after they go back, they should first do a good job in the work of Tian Chunting, the magistrate of Qidong County of the Nationalist Government, and strive to win him over to the side of our Communist Party, and unite him and our Eighth Route Army to fight together in the war of resistance.
