The city's 2023 postdoctoral research workstation new station application has begun!

In order to implement the spirit of the central and municipal talent work conferences, promote the deep integration of industry, university and research, and strengthen the construction of postdoctoral work platforms, the application for the new postdoctoral research workstation in Shanghai in 2023 has begun! From now until January 17, 2024, relevant units and human resources and social security departments in various districts can carry out the declaration work according to the following conditions and procedures

Station conditions

Enterprises with all kinds of registration and actual operation in Shanghai, scientific research institutes, new research and development institutions and other institutions engaged in scientific research and technology development shall meet the following basic conditions and meet at least one recommended condition:

Basic conditions

1. Have the status of an independent legal person, and be in good business or operating condition.

2. It has a certain scale and has a special research and development institution.

3. Have a high-level research team, and have a certain number of full-time scientific researchers with senior professional titles or corresponding levels who can serve as postdoctoral cooperative supervisors.

4. Be able to provide better scientific research conditions and necessary living conditions for postdoctoral researchers, and ensure that postdoctoral researchers enjoy the same treatment as employees of the station unit, and the salary is not lower than that of employees with the same qualifications and the C-level funding standard of the state-funded postdoctoral researcher plan (120,000 yuan/year).

5. Have a clear postdoctoral recruitment plan and innovative postdoctoral research projects, and have the intention of cooperating with the postdoctoral research mobile station to jointly recruit postdoctoral researchers.

6. Be able to formulate practical and feasible management measures for postdoctoral work in the unit, and equip full-time management service personnel who are familiar with postdoctoral policies.

Recommended conditions:

1. There are national scientific research and innovation platforms such as national laboratories, national key laboratories, national engineering laboratories, national engineering research centers, national engineering technology research centers, national enterprise technology centers, national clinical medical research centers, national science and technology resource sharing service platforms, national defense science and technology industry innovation centers, and national high-end think tanks.

2. It belongs to the strategic, basic and leading industries that support the national economic and social development and ensure the national strategic security, and is in the leading position in the industry or has outstanding performance in the key core technology field of "stuck neck" and has been recognized by relevant national departments (such as winning national science and technology awards in the past 5 years, recognized by the Ministry of Industry and Information Technology as a single champion demonstration enterprise in the manufacturing industry, a national technological innovation demonstration enterprise, etc.).

3. In the past three years, it has been selected as one of the top 500 listed companies in China by market capitalization, and the "Top 500 Private Enterprises in China" by the All-China Federation of Industry and Commerce.

4. A national-level specialized and new "little giant" enterprise with an operating income of more than 400 million yuan in the previous year.

5. Set up a sub-station of a postdoctoral research station and a postdoctoral innovation practice base for more than 2 years, and recruit more than 2 non-in-service and non-over-age (under 36 years old) postdoctoral researchers.

For the three leading industries of integrated circuits, biomedicine, and artificial intelligence in the city's "3+6" industrial system, as well as key industrial fields such as electronic information, life and health, automobiles, high-end equipment, and advanced materials, units will be given priority recommendation.

Site Procedure

Eligible enterprises and institutions applying for the establishment of new postdoctoral research workstations shall be subject to the procedures of the Shanghai Postdoctoral Work Office (located in the Shanghai Municipal Human Resources and Social Security Bureau, hereinafter referred to as the "Municipal Postdoctoral Management Office") according to the national and municipal strategic development needs, and the Office of the National Postdoctoral Management Committee (hereinafter referred to as the "National Postdoctoral Management Office") shall verify and set up the station.

The applicant shall fill in the "Application Form for the Filing of the New Postdoctoral Research Workstation" (please click "Read the original text" for details, view Annex 1), sign by the person in charge of the unit and affix the official seal, and submit it according to the category of the unit.

Among them, the central, subordinate and municipal enterprises and institutions registered in the city, and the units that have not yet settled in the postdoctoral innovation practice base (except those registered in Pudong New Area), the materials shall be directly submitted to the Municipal Talent Service Center; Enterprises and institutions outside the city shall be verified and recommended by the human resources and social security department of Pudong New Area and reported to the Municipal Talent Service Center.

Relevant units and human resources and social security departments of all districts are requested to complete the submission of materials before January 17, 2024, and they will not be accepted after the deadline.

The Municipal Talent Service Center shall verify the qualifications of the applicants. The Municipal Bo Management Office selects the best to determine the recommended list and puts forward recommendations.

The recommended applicant should log on to the homepage of the China Postdoctoral Website (www.chinapostdoctor.org.cn), enter the column of "Application for the Establishment of a New Postdoctoral Research Station", and complete the online application as required. The online application materials must be consistent with the content of the paper application materials.

The Municipal Bo Management Office will review the consistency of the online application materials and the paper materials, and submit them to the National Bo Management Office for verification.

The Office of the National Postdoctoral Management Committee shall verify the application materials of relevant units according to the recommended list, register the application units that meet the conditions for the establishment of the new station online, and inform and return the application materials that do not meet the conditions for the establishment of the new station or have problems with the authenticity and accuracy of the application materials.

Adjust dynamically

If the postdoctoral research workstation has one of the following circumstances, it will be cancelled from the qualification to set up the station, and the cancelled postdoctoral research workstation can re-apply for the establishment of the station after 3 years:

1. Evaluated as unqualified in the national postdoctoral comprehensive evaluation. No postdoctoral researchers have been recruited within two years of the establishment of the new station.

2. No postdoctoral researchers have been recruited for three consecutive years.

3. Serious violation of relevant regulations on postdoctoral work or major academic misconduct.

4. Unable to provide necessary scientific research and living conditions for postdoctoral researchers, or unable to continue postdoctoral work due to business adjustment, reorganization, bankruptcy and other reasons.

Units that do have a need for postdoctoral recruitment but have not yet met the conditions for setting up a station can apply to the human resources and social security bureau of the district where the registration is located to settle in the postdoctoral innovation practice base, and carry out postdoctoral recruitment and training after being assessed to meet the requirements.
