On October 8, 2023, the HUAWEI CLOUD and Lingel data center projects with an investment of 75 billion yuan were officially settled in Helinger New District. After the completion of the project, it will become Huawei's largest cloud data center in northern China, helping Inner Mongolia build a national benchmark for integrated big data center clusters.
The successful settlement of the HUAWEI CLOUD and Lingel data center projects in the new area is inseparable from the hard work put in by the new area in the early stage of the project.
Since the launch of the theme education, Helinger New Area has worked "integration", "dryness" and "efficiency" to promote the theme education to be deeper and more practical. The Party Working Committee of the New District focuses on the problem orientation and lists the land problem that restricts the construction progress of the project as the primary solution to the problem.
In order to ensure the smooth implementation of the HUAWEI CLOUD and Lingel data center projects, the new district set up a leading group for land acquisition and demolition approval of the project, and completed the acquisition of 945 mu of land and the approval of 467 mu of construction land in the first phase of the project in only five months, solving the most difficult problem before the start of the data center.
Up to now, the new area has successfully completed the land acquisition of 5,028 mu, completed the approval of 10 batches and 3 separate site selection projects with a total of 2,911 mu of land, and promoted the smooth start of construction of a number of key projects such as Huawei Cloud and Lingel Data Center, Ketuo Bio Microecological Preparation Production Base Project, Municipal Vocational Education Park, and Yungang Street.

Helinger New Area promotes the "one-network service" of government services, and strives to achieve "online office", "handheld office", "one-time office" and "help you do it". Efforts have been made to build a business environment service brand of "harmony and symbiosis" in the new area, and remarkable achievements have been made in attracting investment. Up to now, the new area has docked more than 400 enterprise projects, signed 78 new industrial projects, with a total investment of more than 50 billion yuan, and 51 projects have been implemented. At the same time, the construction of the project is also speeding up and increasing efficiency. The Fintech Center of the Head Office of the Bank of China was completed and put into use, the Fintech Center of the Head Office of the Agricultural Bank of China and the Parallel Science and Technology Computing Base were capped, the Hohhot Data Center of Huawei Cloud, China Mobile and China Telecom Intelligent Computing Center and other projects started construction, the preliminary procedures of the Bank of Communications Data Center and the CCB Data Center were progressing smoothly, and the projects of Ali Intelligent Computing, Huazhu Intelligent Computing, and Sinnet Intelligent Computing were signed and implemented.
The new district has continuously improved the level of public service support, promoted the completion of the first phase of the experimental middle school in the new district and the main body of the Yungu campus of the city's first hospital, and accelerated the preliminary procedures for projects such as the Municipal Vocational Education Park and the Yungu Campus of the Affiliated School of Inner Mongolia Normal University. The urban infrastructure system has been improved, and three "dead-end roads" have been opened up, including Shengguo Road, Yunzhan Street, and Data Street in the Yungu area, and 53 municipal roads such as Zhiyuan Road and Xuefu Road have been newly built. Consolidate the way of serving enterprises and the people, and continuously optimize the five-in-one investment service system of "zero errands for enterprises", "start construction when land is acquired", "regional assessment first", "packaging standard land" and "joint examination and joint office system", and so far, a total of 51 projects have been issued with "commitment system construction notice" It has promoted the construction of projects to start construction 4 months ahead of schedule on average, used the results of various regional assessments 282 times, saving a total of about 1.9 million yuan in costs for enterprises, and provided zero errand services for nearly 70 projects and assisted in handling 191 preliminary procedures.
Next, the new area will focus on the construction of the national "Eastern Data and Western Computing" green computing center, the autonomous region's talent science and technology innovation center, and the sub-center of the capital city, accelerate the application of the "financial data industrial park" and "national human resource service industrial park", and comprehensively build a new pattern of high-quality economic development in the new area.
