On March 19, the Office of the Leading Group for Optimizing the Business Environment of Henan Province issued the "Guidelines for Filling in the Business Environment Assessment of Henan Province in 2020", which marked the official launch of the 2020 Business Environment Assessment of Henan Province.
In previous years, only 17 provincial-level municipalities and Jiyuan Demonstration Zone participated, but this year, county-level districts (53 municipal districts, 21 county-level cities, and 83 counties) and national-level functional zones (22 state-level free trade zones, economic and technological development zones, and high-tech industrial development zones) will also participate in the business environment assessment. To this end, Henan Province also held a business environment assessment training meeting.
"This year, we have paid special attention to the assessment of the business environment. Within two months, many business environment construction promotion meetings and training meetings have been held. A person attending the training meeting in Jinshui District, Zhengzhou City, said.
The Leading Group for Optimizing the Business Environment Construction in Jinshui District has issued detailed business environment rectification opinions to various departments, requiring benchmarking "World Bank standards" and sister counties and districts.
In the face of the "urgent task" of improving the business environment, from Jinshui District to Zhengzhou City, it is proposed to resolutely implement the "three links of assessment results" - the evaluation results and the annual target assessment performance bonus, the evaluation of excellence, and the assessment of leadership teams and cadres. Ma Miao mentioned that many institutional innovations, including cluster registration, are gradually brewed and landed in the process of "making up for shortcomings".
Zhengzhou is catching up with the first echelon of the business environment
Grassroots units regard optimizing the business environment as the top priority, and the deep logic behind this is that the business environment has become an important embodiment of economic soft power, comprehensive competitiveness and regional influence. And Henan, there is still a lot of room for improvement.
In December 2020, the Guangdong-Hong Kong-Macao Greater Bay Area Research Institute and the 21st Century Economic Research Institute jointly released the "2020 China 296 Prefecture-level and Above Cities Business Environment Report", and Zhengzhou ranked 17th, which is basically equivalent to Zhengzhou's GDP ranking of 16th in the country in 2020. Beijing, Shanghai, Guangzhou, and Shenzhen are still the first echelon of the business environment. Cities such as Xi'an, Xiamen, and Zhuhai, although their GDP rankings are not as high as Zhengzhou's, their business environment rankings are before Zhengzhou.
If the scope is expanded to the mainland cities of Henan Province, Luoyang, Nanyang, Xuchang, Zhoukou, Shangqiu, Zhumadian, Xinyang and other cities, the GDP ranking can enter the national city hundred, but the business environment ranking, in addition to Zhengzhou, only Luoyang entered the above list, ranking 118th.
