The S28 Lingtai-Huating Expressway project is one of the 18 liaison lines in the "6 rings, 6 verticals, 2 horizontal and 18 links" plan in the "Gansu Provincial Highway Network Plan (2013-2030)", and is also an important east-west liaison line in Longdong, Gansu Province. The first phase of the project is 71.448 kilometers long, with an estimated investment of 10.484 billion yuan.
In 2023, the Provincial Party Committee and the Provincial Government will identify the first phase of the Linghua Project as one of the key projects to achieve the goal of connecting 8 counties and counties including Dongxiang and Jishishan.
