Strive to exceed 100 billion yuan in GDP by 2024
As one of the few cities in the country directly under the management of the town, the high-quality development of the town economy is the key to Dongguan's economy. Among the top 1000 towns in China in 2022, 15 towns in Dongguan are among the top 100, ranking first in the province in terms of the number of towns on the list.
As the strongest town in Dongguan, Chang'an Town has ranked among the top 10 of the top 1000 towns in terms of comprehensive strength in China for many years, ranking first in the city in a number of economic indicators, forming a 100-billion-level electronic information industry cluster, showing a solid foundation, great potential and strong potential energy to promote high-quality development.
According to the data, with less than 3.3% of the city's land, Chang'an has formed about 9% of the gross domestic product and 9% of the total assets of the community and the two levels of collective assets, cultivated 10% of the main business force and 7% of the number of talents, and completed about 10% of the total industrial output value and 20% of the total import and export value.
At present, the economy of Dongguan town is opening a new round of change. Although the economy of Dongguan towns and villages is relatively developed, from the perspective of development scale, Dongguan still lacks the national "100 billion towns" sequence, and there are no 10 billion villages. From the perspective of development space, the fragmentation and superposition of construction land in various towns and villages is insufficient, which restricts the implementation of good projects and large projects.

On September 4 this year, Dongguan held a conference to promote the "Millions of Projects", and selected Chang'an as the first typical town of Dongguan's "Millions of Projects", and strive to exceed 100 billion yuan in GDP in 2024 and become the third 100 billion town in the province.
To this end, Chang'an Town proposed to focus on the decision-making and deployment of provinces and cities to build a "12359" Chang'an characteristics of the "Millions of Projects" work pattern.
Among them, "1" refers to an overall goal, that is, to make every effort to sprint to the goal of GDP exceeding 100 billion yuan in 2024, and to build a typical town of Dongguan "Millions of Projects" and "Pioneers". "2" refers to the collaborative creation of two pilot areas: the headquarters economic and ecological area in the north and the high-end intelligent manufacturing area in the south. "3" refers to the collaborative creation of three typical belts: the comprehensive leading belt of innovative elements, the integrated development belt of industry and city, and the belt of urban and rural style improvement. "5" refers to five strategic positioning: to create a benchmark for high-quality industrial development, a demonstration of high-level talent introduction, a model of high-quality spatial planning, a model for the modernization of social governance, and a model of a high-standard comprehensive environment, and "9" refers to the nine major action plans as the key starting point to promote the high-quality development of Chang'an Town.
Beads form a chain to rise "industrial forest"

With the development of Chang'an's 100 billion electronic information industry cluster, there have also been many spillover effects, a large number of small and medium-sized enterprises from the past scattered small workshops, transformed into large-scale, clustered modern enterprises, a number of "star" enterprises tempered into "little giants", become the "invisible champions" in various subdivisions.
Ye Kongxin, Secretary of the Party Committee of Chang'an Town, introduced that in addition to the electronic information and hardware mold industry, in recent years, Chang'an Town has focused on cultivating three 10-billion-level emerging industrial clusters of new energy vehicles, intelligent vision, and electronic health, cultivating more new kinetic energy and building a "moat" for industrial development.

"The strong industrial foundation and industrial cluster energy level is Chang'an's confidence in sprinting to '100 billion towns', and by strengthening the cluster drive, we will strive to reach a new level of 300 billion yuan in total industrial output value this year. Ye Kongxin said.
"To the south" opens up new space for urban development
Industrial clusters are inseparable from space bearing. In recent years, Chang'an's pace of "expanding space" has not stopped.
Chang'an has a land area of about 80 square kilometers, after years of development, the land development intensity has exceeded 60%, more than 100 acres of available contiguous land resources are tight, and the carrying capacity and space of large-scale industrial projects are limited, and the land has become a bottleneck restricting the further development of Chang'an Town.
In June this year, Chang'an Town issued the "Chang'an "Millions of Projects" Implementation Plan, which proposed to take Chang'an's Western Modern Industrial Park and Maozhouhe Modern Industrial Park as the carrier, and comprehensively use urban renewal, land preparation, idle revitalization and other means to complete the transformation of 2,000 acres within three years and 4,500 acres of contiguous industrial space within five years.
By further revitalizing the land stock, Chang'an Town will increase the stock, expand the space with the stock, effectively alleviate the shortage of industrial space, break the bottleneck of space resource elements as soon as possible, and win greater initiative for high-quality development.
After more than 40 years of development, the overall development of Chang'an tends to be saturated, and the south has the only contiguous area to be developed in Chang'an. At present, Chang'an is building a sub-center with the strength of the whole town, opening up new space for urban development "to the south", striving to become a new engine for Dongguan's integration into the "Golden Inner Bay", in-depth docking with the Guangdong-Hong Kong-Macao Greater Bay Area, and promoting Chang'an's high-quality development.
In the action plan for building a "pioneer" typical town, Chang'an has a precise layout of the sub-center of the southern city with the goal and task of "12359", and proposes to build a high-end intelligent manufacturing area and an industry-city integration development belt.
In terms of industrial layout, Chang'an sub-center has begun to take shape. For example, the vivo global headquarters and manufacturing center, Xiaotiancai intelligent manufacturing center, Longhui R&D and production project center, and Opta Technology Co., Ltd., which have been completed and put into production, are all within the scope of the sub-center. In the adjacent Marina Bay New Area, industrial projects such as vivo smart terminal headquarters, OPPO intelligent manufacturing center, and Genzon Science Park are making efforts, and are expected to be put into operation in the next 2-3 years.
