Faced with this embarrassing situation, what should Mr. Gong do?
Personally, I think that the lack of construction funds in the transportation bureau can be understood. After all, in places like counties, interpersonal relationships are very narrow, and the construction funds are generally understood before undertaking the project, so they should be prepared.
However, when the individual's situation has changed drastically, especially if he has cancer and may die at any time, he should promptly fix the information such as the capital situation and the debtor's situation through legal documents, in case he did not wait for the project payment when he was alive, the subsequent heirs could also successfully obtain it through legal documents.
Generally, if Mr. Gong goes to the court to file a lawsuit, he can arrange the acceptance of the project, the amount of the project payment, the subject of the arrears, the interest on overdue payment, and the subsequent payee... and other information, can be fixed in legal documents.
In this way, in the event that Mr. Gong is no longer there, his successors or those appointed in the court proceedings can take the legal documents to the Transport Bureau and its development center to demand payment for the project.
On the contrary, if there is no legal procedure, but only relevant engineering information, in case Mr. Gong is no longer there, and the personnel of Party A who handled it that year are changed, if there are "deficiencies" in some procedures, Mr. Gong's heirs or their designated persons may find it difficult to obtain the project money because of these "deficiencies".
Therefore, although the media has reported this matter, if Mr. Gong or his heirs want to finally get the money, my personal advice is that it is better to go through the legal process and be more secure.
