The reporter learned that the establishment of the "Chaocai Bay Area Standard Demonstration Store" is an activity led by the Shantou Institute of Quality and Technical Supervision Standards and Coding (hereinafter referred to as the "Shantou Municipal Marking Institute") in April this year, aiming to promote the implementation and promotion of the "Bay Area Standard" of Chaocai by establishing a number of representative Chaocai "Bay Area Standard" benchmarking demonstration enterprises. ■12% of the "Bay Area Standard" standard of chaotic cuisine

Standards are an important carrier for rule docking. In April 2023, the Guangdong Provincial Administration for Market Regulation, the Trade and Industry Department of the HKSAR Government and the Economic and Technological Development Bureau of the Macao SAR Government jointly announced 110 "Bay Area Standards" in Shenzhen, namely the common implementation standards for the Guangdong-Hong Kong-Macao Greater Bay Area.

Among the 110 "Bay Area Standards", 13 are Teochew cuisine standards organized by the four eastern Guangdong cities and nearly 30 institutions, catering industry associations, technical institutions and other public welfare units such as Hong Kong, Macao, Guangzhou and Shenzhen, led by the Shantou Municipal Marking Institute.

Since 2021, Shantou Marking Institute has led nearly 30 public welfare units such as universities, catering industry associations, technical institutions and more than 50 industry experts in Guangdong, Hong Kong and Macao to formulate the "Bay Area Standards" of Chaojia, and has successively released two batches of 13 Chaojia "Bay Area Standards". In August this year, the third batch of 13 Teochew cuisine standards passed the review, which will be released by the Guangdong Cuisine Association and declared to the Guangdong-Hong Kong-Macao Greater Bay Area Standards Management Agency for confirmation as "Bay Area Standards", helping the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area and promoting the high-quality development of the Teochew cuisine industry.

At present, the first two batches of "Bay Area Standards" have been gradually popularized and applied, and some vocational and technical colleges in the four eastern cities of Guangdong have used the standards as teaching materials in their teaching and training.

■ Selection of demonstration stores to promote the promotion and application of standards

After the standard is formulated and released, vigorously promote the application in order to play the role that needs to be passed on and carried forward. To this end, Shantou Municipal Marking Institute led the construction of the "Chaocai Bay Area Standard Demonstration Store" in April, intending to promote the promotion and application of the "Bay Area Standard" by establishing a group of representative Chaocai "Bay Area Standard" application pole demonstration enterprises, so that the public can have a more intuitive and clear understanding and understanding of the convergence of rules and mechanisms in the Greater Bay Area. At the same time, the catering enterprises selected for the title of demonstration store independently publicly declared their experience and cases in using the "Bay Area Standard" of Chao Cai to improve service quality, create a good social atmosphere for the implementation of the standard, and play a demonstration and leading role in promoting the standardization and branding development of the Chao cuisine industry.

It is reported that the selection activity is open to the four cities of Shantou, Chaozhou, Jieyang, Shanwei and the Guangdong-Hong Kong-Macao Greater Bay Area, and after preliminary review and recommendation, the selected enterprises were confirmed in June, and culinary experts were invited to train stores that meet the requirements. Selected companies are required to undergo a two-month demonstration creation work. In September, an expert group composed of experts in standardization, food safety and Teochew cuisine conducted a one-by-one assessment and acceptance of each store, and the demonstration store was the one that passed the acceptance and had no objection.

According to the relevant person in charge of Shantou Marking Institute, in addition to meeting the basic business years and the basic records of no safety accidents and bad credit, the selected enterprises should be at the leading level in the region and have a good reputation in the society, and are at the leading level in the region in terms of quality management, brand culture publicity and promotion, and human resource construction.

After screening, a total of 19 catering enterprises in Shantou, Chaozhou, Jieyang and Shanwei were shortlisted for the first batch of "Bay Area Standard" (Chao Cai) demonstration store projects. From September 14 to 19, the "Bay Area Standards" working group composed of experts in relevant Teochew cuisine, food safety, nutrition, standardization and other fields organized the assessment and acceptance by district. According to the person in charge, during the acceptance process, the establishment of the demonstration store needs to make a dish on site, and show that the production of other declared dishes has been completed, and the expert group observes, investigates, asks questions, and scores the safety and environment, cooking technology, and construction effectiveness one by one. Finally, after expert review, 18 catering enterprises passed the acceptance test. In Hong Kong and Macao, the co-organizers of local authoritative associations were recommended by equal amounts, and 2 catering enterprises in Hong Kong were selected.

According to the relevant person in charge of Shantou Municipal Marking Institute, through this kind of industry recommendation and expert review, a number of representative Teochew standard demonstration enterprises that can be cultivated and supported are identified, and through the establishment of demonstration stores, standardization is used as an important means to promote high-quality development, inherit Teochew culture, expand the Teochew vegetable industry, and help economic and social development. According to the experience of the first batch of creation, it will be appropriately expanded to other areas inside and outside the province in the future, and gradually extended overseas with the help of relevant national working mechanisms, so as to expand the influence of the "Bay Area Standards".

■ Revitalize the "old building" and build the East Guangdong Standard Hall

In recent years, Shantou has thoroughly implemented the National Standardization Development Outline, actively implemented the standardization strategy, focused on the primary task of high-quality development and the strategic task of building a new development pattern, closely followed the specific deployment of the "1310" of the provincial party committee, and unswervingly took the road of "establishing an industrial city and strengthening the industry". Up to now, Shantou has accumulated 3 working groups of the National Standardization Technical Committee and 3 provincial standardization technical committees; Lead the drafting of the "Bay Area Standards" of Chao cuisine and promote their implementation; In the past three years, the growth rate of advanced standards has ranked seventh in the province and first in eastern Guangdong.

The reporter learned from the Shantou Municipal Marking Institute that it is planned that the institute will lead the Shantou Standardization Association to start the construction of the Guangdong East Standard Hall on the basis of the original "standard dining room", which will be used as an important carrier for popularizing science standardization knowledge and publicizing and promoting "Bay Area Standards" after completion.

"Standard Restaurant" is located at No. 8 Old Chaoxing Street, "Standard Lane", which is a three-story concrete frame building in the Republic of China style. Between 1950 and 1952, 12 Shantou chefs jointly held the first Chaoshan cuisine training course at the site, with "production" and "standard" as the name of the restaurant, which was the cradle of talents in Shantou at that time.

According to the plan, in line with the principle of "no changes to the main body of the building, repair the old as the old", Shantou will renovate and plan the existing building of the "standard restaurant" to make it have normal use functions. On this basis, it is planned to build the East Guangdong Standard Hall, and add the "Chao Cuisine Standard Exhibition Hall".

The Standards Hall mainly focuses on the development needs of pillar industries in Chaoshan area, based on agriculture, industry and service industries, based on Shantou, facing eastern Guangdong, coordinating with China Standard Publishing House and other units, opening up a standard inquiry area, standardization work results display area, "Bay Area Standards" display area, standard seminar, experience and other service function areas, to meet the needs of economic and social development, but also a base for popularizing standardized knowledge to the whole society, promoting the construction of Shantou provincial sub-central city, and serving the high-quality economic and social development of eastern Guangdong.

The relevant person in charge of Shantou Municipal Marking Institute said that the construction of the East Guangdong Standards Hall will play a positive role in enriching the tourism content of the Shantou Small Park Area, creating a standardized highland in East Guangdong, enhancing the public's awareness and attention to standardization work, creating a social atmosphere of "stressing standards, learning standards, and using standards", and promoting the development of cultural tourism industry in the small park area.
