The "Digital Bridge 2023" forum, themed "Artificial and Human Intelligence: The right balance", was grandly opened in Astana, the capital of Kazakhstan, on the 12th. President Tokayev of the Republic of Kazakhstan attended the meeting and delivered a speech.

The head of state said that the attractiveness of the "Digital Bridge" forum once again reflects Kazakhstan's position as a leading digital and financial technology hub country in the Eurasian space.

In his speech, President Tokayev said that the theme of this forum is very special.

"Artificial intelligence will no longer be science fiction, but real technology. We are witnessing the beginning of a new era. Electric lights and the Internet have brought about dramatic changes in the way humans live, and the changes that artificial intelligence will trigger will be on the same scale. The use of this technology will completely change human life, achieve complete automation of the workflow and bring huge economic benefits. Some analysts believe that the contribution of artificial intelligence to the global economy will be equivalent to a quarter of global GDP. The large-scale application of this technology will have an important impact on the rapid development of Kazakhstan. President Tokayev said.

According to the president, in order to advance the field of artificial intelligence, all the necessary conditions need to be created for it. At the Forum, the Heads of State highlighted to the participants the main priority measures in this direction.

In the speech, the head of state listed the supervision and management of artificial intelligence technology as the second priority.

According to President Tokayev, more than 120 countries around the world have enacted laws and regulations related to this.

"On the basis of drawing on international experience, we must fully consider the needs of the market and the rights and interests of citizens, and accelerate the pace of developing a modern regulatory framework from a legal perspective." Legal norms need to encourage international companies to enter our market, so we need to ensure reciprocal protection of the interests of all parties and establish an open, transparent and fair "rules of the game". In general, embedding AI tools into people's daily lives is not an easy task, and it must be ensured that the rights and freedoms of citizens are not compromised. I hope that the participants of the forum will contribute to the development of key documents regulating this area, in particular the draft digital regulations. President Tokayev said.

"In just Kazakhstan, every citizen will have the opportunity for all-round development. Improving people's livelihood is an important task for us. We have created the most favorable conditions for digital nomads (i.e. powerful IT specialists) to come to Kazakhstan to work, actively develop innovative entrepreneurship and creative industries. Overall, the global technological revolution should help countries prosper and enable people to live in a developed and just world. I trust that today's meeting will address issues related to this. President Tokayev said.

On the same day, within the framework of the "Digital Bridge 2023" international technical forum held in Astana, Kazakh President Tokayev met with TikTok CEO Zhou Shouzi.

The president noted that the TikTok platform is becoming more and more popular in Kazakhstan, where the number of users has exceeded 10 million.

President Tokayev said that the well-known platform for creating and viewing video content was one of the first to translate its interface into Kazakh, and the company also appointed representatives to prevent cyberbullying.

Zhou spoke about TikTok's TikTok Start-up Academy program, an exclusive education program for start-ups in Kazakhstan, implemented in partnership with the Astana Hub. In addition, within the framework of the partnership, the TikTok Startup Valley competition was held, and more than 200 startups participated in courses on how to use TikTok to advertise their products.

The parties also discussed cooperation in the field of creative industries, conducting research on artificial intelligence, developing e-commerce, and promoting Kazakhstan's culture and tourism at the global level through the TikTok platform.
