Accelerating the construction of a high-level scientific and technological innovation platform is the proper meaning of Changsha to build a global R&D center city, which can provide key support and development momentum for Changsha to seize the commanding heights of science and technology and stand out in the fierce regional competition.

Build a high-level scientific research and innovation platform system

The high-level scientific research and innovation platform is the key support for building a global R&D center city. At present, most of Changsha's state-level innovation platforms are concentrated in traditional advantageous industries. Therefore, it is necessary to build a high-level scientific research and innovation platform system to help the construction of global R&D center cities.

Accelerate the construction of national laboratories and major national scientific installations. National laboratories and major scientific installations are an important force in regional scientific and technological competition, and Changsha must achieve a breakthrough in "zero" of national laboratories and major scientific installations in order to build a global R&D center city. In line with the national laboratory, accelerate the construction of "four major laboratories" such as Yuelu Mountain Laboratory, Yuelu Mountain Industrial Innovation Center (laboratory), Xiangjiang Laboratory and Furong Laboratory. Yuelu Mountain Laboratory is committed to building a top and world-class seed industry laboratory in China, Yuelu Mountain Industrial Innovation Center (Laboratory) will be built into an industrial common technology innovation platform, Xiangjiang Laboratory is committed to becoming a national advanced computing and artificial intelligence original theory research center, key technological innovation highland and industrial empowerment base, Furong Laboratory is committed to building a domestic top and international first-class precision medicine laboratory. Guided by the "four major laboratories", build a laboratory system in Hunan Province with reasonable layout, outstanding characteristics and obvious advantages. Accelerate the construction of the National Supercomputing Center Changsha and the Ground Dynamics Experimental Platform for Large Aircraft, strive to be included in the planning and layout of major national science and technology infrastructure, and lay a solid foundation for Changsha to build a global R&D center city.

Accelerate the construction of a national-level innovation platform. Integrate the innovation platform, actively apply for the comprehensive national science center and the national science and technology innovation center, and strive to become a model city for basic scientific research and scientific and technological innovation in China. Focusing on advantageous industries such as construction machinery, automobiles and parts, electronic information, biomedicine, cultural creativity, new materials, and seed industries, as well as future industrial fields such as new generation information technology, life sciences, intelligent sensors, intelligent robots, cutting-edge new materials, hydrogen energy and energy storage, support Changsha to strive to become a national construction machinery manufacturing innovation center, a national power semiconductor innovation center, a semiconductor equipment manufacturing innovation sub-center, a national medical center, etc., to build a number of state key laboratories, national technology innovation centers, National innovation platforms such as the National Industrial Innovation Center and the National Engineering Research Center.

Vigorously develop new R&D institutions. Develop and strengthen new R&D institutions such as Changsha Semiconductor Technology and Application Innovation Research Institute, Changsha Beidou Research Institute, and Xiaoxiang Big Data Research Institute, and encourage institutions with basic and conditional conditions to build and apply for new R&D institutions in Hunan Province. Actively strive for well-known scientific research institutes at home and abroad, world-class universities, multinational companies, and Fortune 500 enterprises to establish innovation research institutes in Changsha, and give policy support in accordance with "one case for one discussion". Drawing on the experience of developed regions, explore new R&D institutions with the nature of public institutions to carry out the reform of operation and management mechanisms, allow them to establish mixed operating companies with diversified investments, encourage operating companies to carry out the transformation of scientific and technological achievements through investment, licensing, transfer, etc., and allow management or core backbones to contribute money to hold shares.

Improve the level of openness and cooperation of scientific research and innovation platforms

The scientific research and innovation platform is a gathering place for innovation elements, making maximum use of innovation resources, promoting high-level scientific and technological self-reliance and self-improvement through open cooperation, promoting the free flow and exchange of talents, capital, technology, data and other innovation elements, optimizing the allocation of innovation element resources, actively participating in the global innovation network, and improving the overall efficiency of the innovation system.

Establish an industry-university-research in-depth integration innovation consortium. Deploy an innovation chain around the industrial chain, strengthen the main position of enterprise scientific and technological innovation, and establish a deep integration and innovation consortium of industry, education and research led and supported by central enterprises and leading scientific and technological enterprises, and jointly participated by technology-based backbone enterprises, specialized and special new enterprises, small and medium-sized enterprises, colleges and universities, scientific research institutions, local governments, etc. Effectively integrate R&D and innovation resources, and create a value community with resource agglomeration, consistent goals, clear division of labor, coordinated development and reasonable benefit distribution. Concentrate on breaking through key common technologies, cutting-edge leading technologies, etc., realize disruptive technological innovation and upgrading, and shape the new advantages of global R&D centers.

Promote the open sharing of innovation resources. Integrate advantageous industries such as construction machinery, rail transit equipment, small and medium-sized aircraft engines and aerospace equipment, as well as innovative resources in modern petrochemicals, new energy vehicles, electronic information, biomedicine, new materials and other industries, and build a key common technology research and development platform. Vigorously promote the construction of a new generation of national artificial intelligence public computing power open innovation platform, formulate a standardized and modular data open sharing model, and provide strong support for Changsha to build a global R&D center city with computing power and algorithms. Establish a talent resource pool, uniformly archive experts and scholars, leading talents, enterprise executives, technical personnel, etc. in various industries, and implement dynamic management to promote the effective allocation of human resources. Promote the open sharing of major scientific research infrastructure and large-scale scientific research instruments, improve the efficiency of use, and release service potential.

Strengthen cross-regional collaborative innovation cooperation. Strengthen exchanges and collaboration between innovation platforms in Hunan Province, and promote the professional and characteristic development of various innovation platforms. Build a resilient regional industrial chain and supply chain system, attract R&D and innovation institutions to gather in Changsha, encourage production, manufacturing, sales and related supporting enterprises to gather in the province, and improve the local rootedness of the industry. Further promote the construction of Changzhutan National Independent Innovation Demonstration Zone, encourage the joint construction and sharing of innovation resources in the three cities of Changzhutan, establish a long-term cooperation mechanism in industrial layout, regional coordination, joint investment promotion, benefit distribution, etc., explore the joint construction of a high-level scientific and technological innovation platform, and create a new situation of win-win cooperation. Strengthen docking and cooperation with developed regions such as the Yangtze River Delta, Guangdong, Hong Kong and Macao, and attract large enterprises and multinational companies to establish global R&D headquarters or regional R&D headquarters in Changsha. Actively integrate into the global innovation network, accelerate the convergence of global innovation resources, promote all-round and in-depth international cooperation in talents, technologies, projects, platforms, etc., and build a number of world-class scientific and technological innovation platforms.

Improve the development ecology of scientific research and innovation platforms

Looking at the cities with a high concentration of R&D institutions and great international influence in the world, their R&D ecology has the characteristics of high inclusiveness, tolerant cultural atmosphere, high-quality public services, stable funding guarantee, scientific institutional system, etc., jointly promote the collaborative interaction of various R&D subjects, efficient allocation of R&D resources, and create a good environment for building a global R&D center city.

Create a culture that encourages innovation and tolerates failure. Taking Silicon Valley as an example, multiple factors such as free innovation, tolerance of failure, equality and openness, and venture capital have jointly created a cultural atmosphere that is extremely favorable to innovation and entrepreneurship in Silicon Valley, attracting outstanding talents with multicultural backgrounds around the world, and gathering industry giants including Apple, AMD, eBay, Google, Facebook, Intel and so on. Create a people-oriented innovation culture ecology and provide a stage for innovative talents at different levels to display their talents. At the same time, vigorously promote the spirit of scientists and entrepreneurship, enhance the sense of mission and responsibility of innovation platforms and innovative talents, and promote the continuous emergence of high-quality and high-level scientific research results.

Improve the support capacity of science and technology public services. Optimize and integrate science and technology public service platforms, explore the establishment of provincial and municipal science and technology resource coordination service centers, and provide advantageous and efficient public services for R&D institutions. Build a number of interdisciplinary and cross-field integrated science and technology public service platforms. Vigorously promote the development of technology trading markets in Hunan Province and Changsha, and carry out "unveiling" service activities such as "patent (achievement) auction season" and "innovation challenge season" in a normalized, systematic and professional manner.

Establish a stable R&D funding guarantee mechanism. Continuous and stable R&D investment is an important guarantee for the smooth operation of the scientific and technological innovation platform. Innovate the way government financial funds are invested, set up annual R&D funding guidance funds, and provide basic guidance and incremental guidance to the R&D funding investment of innovation platforms according to a certain proportion; Increase the government's guidance of the FoF to support the transformation of achievements, and expand the coverage of support for scientific and technological achievements transformation projects. Encourage and leverage social capital investment, and attract and support enterprises and other social organizations to increase investment in the construction of innovation platforms through technology implementation licensing, transfer of achievements, joint research and development, etc.

Build a scientific institutional system. Benchmark the innovation policies of Silicon Valley, Boston, Bangalore, Shanghai and other places, and formulate special support policies for science and technology innovation platforms from a high starting point and high standards. In the fields of R&D investment, technological research, optimal allocation of resources, intellectual property protection, and industrialization of achievements, we will build a legal framework system and institutional norms, establish and improve the R&D fault tolerance and correction mechanism, and build Changsha into an innovation source for new technologies, new products and emerging industries in the world.
