Article 23 of the Basic Law stipulates that Hong Kong "legislates on national security" on its own, involving seven "national security crimes", and the central government does not play a role in these major matters, and only allows the SAR government to "legislate on its own"; Second, there is no time requirement for "self-legislation", and when to legislate is entirely up to the Hong Kong government. In this way, the 23 articles in the Basic Law are equivalent to empty letters!
