China News Service Hong Kong, December 9 Chen Fan, Secretary for Transport and Housing of the Hong Kong SPECIAL Administrative Region Government, said in a written reply to a question from a member of parliament at a legislative council meeting on the 9th that the SAR government and the relevant authorities of the Guangdong Province and the relevant authorities in the mainland are finalizing the details of the "No Quota Plan for Hong Kong-Zhuhai-Macao Bridge Hong Kong Vehicles to Go North", and he revealed that the initial concept includes that the private cars participating in the plan must be eight seats (including drivers) or below.

Chen Fan said that since the opening of the Hong Kong-Zhuhai-Macao Bridge in October 2018, it has been operating smoothly. At present, there are about 80,000 cross-border vehicles in Guangdong, Hong Kong and Macao holding relevant quotas and licenses, including cross-border private cars and taxis, port shuttle buses, cross-border through buses, cross-border trucks, etc., which are eligible for the bridge. The governments of Guangdong, Hong Kong and Macao have been working closely together to promote cross-border transport measures in line with the affordability of their respective ports and connecting roads, with a view to further leveraging the bridge and promoting exchanges between Guangdong, Hong Kong and Macao.

He pointed out that the HKSAR Government will take advantage of the opening of the "Tuen Mun – Chek Lap Kok Tunnel" and make every effort to promote the "No Quota Scheme for The Northbound Carriage of the Bridge". The HKSAR Government and the Guangdong Provincial Government and the relevant mainland authorities are finalizing the specific arrangements and technical details of the implementation plan.

He revealed the preliminary concept of the Scheme, including: in terms of the length of stay, eligible persons may stay for no more than 30 consecutive days after each entry into the Mainland, and a cumulative stay in the Mainland for no more than 180 days per year; in terms of driving licence requirements, applicants and drivers are expected to have valid identification documents for entry into the Mainland and have a driving licence from Hong Kong and the Mainland.

In addition, in terms of vehicle qualification requirements, Chen Fan expects that the participating private cars must be eight seats (including drivers) or less, and must have relevant vehicle licenses, including "closed road traffic permits" for transit vehicles. (End)
