According to the Workers' Daily on 28 February, on the eve of the "March 8th" International Women's Day, the All-China Federation of Trade Unions held a national collective and individual commendation meeting for advanced female workers in the Great Hall of the People in Beijing on February 27 to commend the national May 1st Pioneer Post and the National May 1st Pacesetter, and awarded the National May 1st Scarf Award and the National May 1st Scarf Medal to the pacesetter post and the national May 1st Scarf Medal respectively. Before the meeting, Li Jianguo, member of the Political Bureau of the CPC Central Committee and chairman of the All-China Federation of Trade Unions, met with the commended advanced collectives and individual representatives and made speeches.
Li Yufu, secretary of the party group, vice chairman and first secretary of the secretariat of the ACFTU, spoke at the meeting on behalf of the party group and the secretariat of the ACFTU, congratulated the advanced female workers collectives and individuals who were commended, fully affirmed the work of female employee organizations in trade unions at all levels, and hoped that the majority of female employees would consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in ideological and political actions, actively make contributions to promoting sustained and healthy economic and social development, and strive to make new contributions to deepening supply-side structural reform. According to public information, Deng Kai, born in December 1959, is a native of Gai County, Liaoning Province, and previously served as deputy secretary of the Jilin Provincial Committee of the Communist Youth League, deputy director of the Organization Department of the Jilin Provincial Party Committee, deputy secretary general and director of the General Office of the Jilin Provincial Party Committee, member of the Standing Committee of the Jilin Provincial Party Committee and director of the Propaganda Department, member of the Standing Committee of the Jilin Provincial Party Committee, secretary of the Yanbian Korean Autonomous Prefecture Party Committee, and other positions.
It is reported that in May 2002, when Deng Kai was first appointed as a member of the Standing Committee of the Jilin Provincial Party Committee and minister of propaganda, he was only 43 years old. When the Jilin local metropolis newspaper New Culture Daily reported in December 2004 that Deng Kai was the secretary of the new Yanbian Prefecture Party Committee, he called him "the youngest comrade in the standing committee of the [Jilin] Provincial Party Committee."
In April 2011, Deng Kai came to Henan from Jilin to work, and during the nearly six years of working in Henan, Deng Kai successively served as a member of the Standing Committee of the Provincial Party Committee, the director of the Organization Department and the deputy secretary of the Provincial Party Committee.
