Singapore introduced a new private hospital fee benchmark and updated the fee benchmark for surgeons and anaesthetists.

The new private hospital cost benchmark covers 21 common surgeries and eight common conditions.

Hospital expenses generally include: hospital bed charges, operating room and equipment costs, medications, and nurse care. The website will also clearly list the upper and lower limits of all charges for patients to compare and reference.

Taking cataract surgery in private hospitals as an example, the hospital fee ranges from S$2,600 to S$4,700 (about RMB 25,000), the cost of doctors ranges from S$2,900 to S$4,400 (about RMB 23,000), plus other expenses such as anesthesiologists, and the cost of day cataract surgery in private hospitals ranges from S$6,050 to S$10,000 (about RMB 53,000).

Since the publication of the fee benchmark, Singaporean surgeons have adopted this set of benchmarks, and the related costs have been moderated. However, the realization that there are increases in terms of total hospital charges or common conditions, as well as surgical costs, requires the development of new benchmarks.

The Ministry of Health has also adjusted the benchmark for the fees of surgical procedures and anesthesiologists in line with inflation, with annual fee increases ranging from 2.3% to 2.4% between 2017 and 2022.

The hospital benchmark fee for each procedure can be found on the website of the Ministry of Health, which is www.moh.gov.sg/billsandfees.

Data shows that since Singapore introduced the benchmark for surgical fees in 2018, nearly ninety percent of private doctors have set their fees within the recommended range of the authorities.

Median surgical fees in private hospitals also remained stable.

In 2018, the Ministry of Health appointed an Advisory Committee on Fee Benchmarking to set fee benchmarks for private doctors. Since then, the Commission has successively developed fee benchmarks for surgery, anesthesia and inpatient rounds, which cover almost all common procedures.

Since 2018, 600 letters have been sent notifying doctors who charge more than the benchmark. The authorities will also continue to monitor and observe whether doctors continue to charge high fees to patients.

The Ministry of Health will update the fee benchmark every three to five years to ensure that private doctors' fees are reasonable and can be used as a reference for patients.
