After graduation, Sai Fuding returned to China and worked in the newspaper, at that time he also served as a teacher in the normal school and Tacheng Middle School, teaching history, literature, etc. Because it was a period of cooperation between the Kuomintang and the Communist Party, Xinjiang was still relatively peaceful at that time, and some Communist Party members could also work openly and publicize in Xinjiang.

This situation lasted until 1942, when the attitude of the Xinjiang warlord Sheng Shicai changed, he changed from pro-Soviet and pro-communist to anti-Soviet and anti-communist, and Saifuding, as a student who returned from studying in the Soviet Union and received new ideological education, was suppressed and ostracized by the Sheng Shicai government.

Soon, Saifuding was arrested by the authorities, and they interrogated Saifuding in prison, why did he study in the Soviet Union? What assignments were received at the Soviet consulate? Later, it was not until the bail of relatives and friends that Sai Fuding was released, and it was no longer possible to stay here, so Sai Fuding moved to Yining with his family.

In 1944, Sheng Shicai forcibly confiscated herders' guns in Ili, Tacheng, and Ashan, not only that, but he also had herders donating military horses, and if there were no military horses, they had to pay more than one-half of the market price.

On October 11, the revolutionary army captured the city of Yining and established a provisional revolutionary government. In 1945, the Provisional Revolutionary Government formed the National Army, Saifuding participated in the Three Districts Revolution, and after the establishment of the Provisional Government, he successively served as the director of the Department of Education.

Chairman Mao spoke highly of the three-region revolution, saying: "The three-region revolution is part of the democratic revolution of the whole Chinese people and an important contribution to the liberation of all Xinjiang and the liberation of all China. ”

In November 1946, the Revolutionary Army made contact with the Chinese Communist Party, and they expressed their willingness to accept the leadership of the Communist Party of China, and since then, Saifuding has served as acting chairman of the Xinjiang League for the Defense of Peace and Democracy.

In 1954, Sai Fuding was elected vice chairman of the First National People's Congress Committee, after which he continued to serve as vice chairman of the second, third, fourth, fifth, sixth and seventh National People's Congress committees, in 1993, he was elected vice chairman of the Eighth National Committee of the Chinese People's Political Consultative Conference, and in 1998, Sai Fuding left his post to recuperate.
