General Li Qianyuan, a native of Yao Village, Linzhou City, Henan Province, was born in 1942 and was admitted to the Zhengzhou Textile Machinery Institute in 1959, where he joined the Communist Youth League.

In May 1963, he joined the Communist Party of China and served successively as a squad leader, platoon leader, staff officer and deputy section chief of the training section of the division headquarters.

In 1983, he served as the deputy chief of staff of the 1st Army of the Chinese People's Liberation Army.

In June 1985, the whole army carried out structural reform, streamlined and reorganized, and the units of the First Army were ordered to be reorganized into the First Group Army; in August, Li Qianyuan was appointed commander of the First Army and deputy secretary of the party committee.
He was awarded the rank of Major General in 1988.
