He Ying

(1914–1993)

He Ying, whose original name was He Juncan, was a native of Lehui County (present-day Qionghai City), Hainan. Born into a peasant family. At the age of 13, he went abroad with his relatives to earn a living, and worked as an apprentice, shop assistant, and worker. From his youth, he longed for the light, pursued the truth, accepted progressive ideas, and joined the Communist Youth League in Malaya in 1929 and the Communist Party of China in 1930. In the early 1930s, He Ying successively served as the director of the Organization Department of the Central Committee of the Communist Youth League of Malaya and the inspector of the Central Committee of the Communist Party of Malaysia, actively engaged in revolutionary activities, and led the vast number of overseas Chinese to oppose the oppression of British colonial rule. He was arrested and imprisoned in 1935, where he remained unyielding and unwavering. In 1936, he was deported by the British colonial authorities and returned to Hainan. He Ying, who returned to Hainan, once lost contact with the party. In search of ccp organizations, He Ying traveled from Hainan to Guangzhou, Shanghai, Nanjing and other places, and finally found a party organization in Changsha. In July 1938, He Ying was sent to the Guangzhou Municipal Committee of the Communist Party of China as a commissioner. In the same year, he went to Yan'an Anti-Japanese Military and Political University to study and served as a member of the Research Committee of the Central Committee of the Communist Party of China. In 1939, he transferred to the Marxist-Leninist Academy of the CPC Central Committee and the Marxist-Leninist Research Office to study, and served as the director of the Marxist-Leninist Research Office and the secretary of the party branch. In January 1942, He Ying was appointed as a researcher in the Party Affairs Research Office of the Central Committee of the Communist Party of China. During the Liberation War, in October 1945, He Ying was ordered to go to the Northeast Battlefield, and successively served as the director of the Political Department and deputy secretary of the Party Committee of the Eighth Brigade of the Northeast Democratic Coalition Army, the director of the Political Department and deputy political commissar of the 121st Division of the 41st Army of the Fourth Field Army, and participated in the defense of cities such as Shenyang, Siping, Liaoyang, Benxi, Anshan, Fushun, and Tonghua, as well as the liberation of Major Battles in Liaoyang, Anshan, Benxi, and Jinzhou. After the liberation of northeast China, He Ying led his troops into the customs with the Siye Army and participated in the liberation of Zhangjiakou and Beiping.

After the founding of the People's Republic of China, He Ying was transferred to the Ministry of Foreign Affairs and successively served as Consul General in Jakarta, Minister Counsellor of the Embassy in Indonesia, Deputy Director General of the Asia Department, Ambassador to Mongolia, Director of the West Asia and North Africa Department, Ambassador to Tanzania and Ambassador to Uganda, Director general of the Asian and African Department, and deputy minister of foreign affairs. In April 1982, he was appointed adviser to the Ministry of Foreign Affairs. He is a member of the Standing Committee of the Sixth and Seventh National People's Congress and vice chairman of the Overseas Chinese Committee. Chairman of the China-Iran Friendship Group of the National People's Congress. As the first generation of diplomats of New China, He Ying has always adhered to the work style of seeking truth from facts, vigorously publicized China's foreign policy and the principle of foreign exchanges, promoted the establishment of diplomatic relations between many African countries and China in the ever-changing international environment, and made important contributions to the diplomatic cause of New China. During his tenure as Vice Foreign Minister, he traveled to Baghdad in 1974 as head of the Chinese government delegation to attend Iraq's National Day. In 1976, as a member of the Chinese delegation, he participated in the handover ceremony of the Tanzania-Zambia Railway in Zambia and later visited Zaire. From 1978 to 1980, he visited Jordan, Kuwait, Somalia, Kenya, Oman, Lebanon, Egypt, Yemen and Yugoslavia. From 1982 to 1983, he visited Cyprus, Syria, Libya, democratic Yemen and Iran as a special envoy of the government and adviser to the Ministry of Foreign Affairs. In 1986, he led Chinese delegation to Zimbabwe and addressed the African Conference on Population and Development of Parliamentarians in Harare, the capital, to introduce the Chinese policy. In 1990, he visited Oman as the head of the NPC delegation. As early as the Yan'an period, he was engaged in the work of overseas Chinese affairs of the Cpc. During his presidency of the work of the Overseas Chinese Committee of the National People's Congress, he led inspection teams to Japan, Thailand, the Philippines, Britain, France, Australia, New Zealand and other countries to investigate the situation of overseas Chinese and express condolences to overseas Chinese compatriots.

On October 3, 1993, He Ying died of illness in Beijing at the age of 79.
