Lianjiang County rural left-behind children care and protection of children in distress joint conference system

In order to strengthen the organization, leadership, overall planning and coordination of the care and protection of rural left-behind children and the protection of children in distress in our county, strengthen departmental coordination and cooperation, and timely study and solve major problems faced in the work, with the consent of the county government, establish a joint conference system for the care and protection of rural left-behind children and the protection of children in distress in Lianjiang County (hereinafter referred to as the joint meeting).

First, the main functions

Under the leadership of the county government, coordinate the care and protection of left-behind children in rural areas of our county and the protection of children in distress. Study and formulate policies and measures and annual work plans for the care and protection of rural left-behind children and the protection of children in distress throughout the county, and make suggestions to the county government; organize, coordinate and guide the care and protection of rural left-behind children and the protection of children in distress, promote departmental communication and coordination, refine the division of duties and tasks, strengthen policy convergence and work docking, improve the care service system, and improve the rescue and protection mechanism; supervise and inspect the implementation of the care and protection of rural left-behind children and the protection of children in distress, and timely report on the progress of the work Complete other matters assigned by the county government.

2. Member units

The joint meeting shall be convened by the leader in charge of the county government, the leader in charge of the county government office and the principal responsible comrade of the county civil affairs bureau shall serve as the convener, and the relevant responsible comrades of each member unit shall be the members of the joint meeting. The joint meeting may invite other relevant departments to participate according to the needs of the work. The office of the joint meeting is located in the county civil affairs bureau and undertakes the daily work of the joint meeting. The joint meeting shall set up a liaison officer, who shall be the comrades of the relevant operational departments of each member unit. If the members of the joint meeting and the liaison officers need to be adjusted due to changes in work, they shall be proposed by the unit where they are located, and the office of the joint meeting shall be directly adjusted.

3. Rules of work

In principle, the joint meeting shall be convened once a year in plenary and shall be presided over by the general convener or convener. According to the requirements of the leading comrades of the county government or the needs of the work, a temporary meeting may be convened. Before the joint meeting is convened, a meeting of liaison officers may be convened to study and discuss the topics of the joint meeting, the matters that need to be submitted to the joint meeting for agreement, and other relevant matters. The joint meeting shall clearly define the agreed matters in the form of meeting minutes and issue them with the consent of the participating units. Major matters shall be reported to the county government in accordance with procedures.

Fourth, work requirements

The county civil affairs bureau is responsible for taking the lead in all aspects of the joint meeting. In accordance with the division of duties, each member unit conscientiously implements the work tasks and agreed matters determined by the joint meeting, takes the initiative to study measures to strengthen the care and protection of rural left-behind children and the protection of children in distress, actively puts forward work suggestions, and promptly handles problems that need to be coordinated and resolved across departments. All member units should strengthen communication, close cooperation, unity and cooperation, form a joint force, and give full play to the positive role of the joint meeting. The Office of the Joint Conference is specifically responsible for tracking, supervising and implementing the matters agreed upon at the Joint Conference, and promptly informs the member units of the relevant progress.

5. Division of responsibilities of member units

(1) Political and Legal Committee of the County Party Committee: Supervise and guide all townships and towns and relevant departments to include the care and protection of left-behind children in rural areas and the protection of children in difficult situations into the important content of the assessment of comprehensive management of social security. In the annual appraisal, in accordance with the "Provisions on The Complete Implementation of the Leadership Responsibility System for the Comprehensive Management of Social Security", townships and towns and relevant departments that conscientiously carry out the work of caring for and protecting left-behind children in rural areas and the protection of children in difficult circumstances, with responsibilities in place and with obvious work results, are given certain forms of praise and rewards, and townships and relevant departments that do not do their work effectively, take unrealistic measures, and cause serious consequences are strictly supervised and investigated for their responsibility.

(2) County Cyberspace Administration: Guide our county's key news websites and major commercial websites to carry out various forms of special publicity activities on laws, regulations, and policy measures for the protection of minors through Clients such as Weibo and WeChat, guiding parents of minors to consciously perform guardianship responsibilities, and strengthening the legal awareness of subjects of mandatory reporting. Establish mechanisms for monitoring, early warning, and responding to public opinion on rural left-behind children and children in distress, objectively and prudently report on incidents of rural left-behind children and children in distress, and create an atmosphere of care and protection in which families, schools, the government, and society work together to manage and protect them. Lawfully clean up harmful information on the Internet that infringes on the physical and mental health of minors, and create a green network ecology. Guide online public interest platforms and relevant network social organizations to actively participate in the care and protection of left-behind children in rural areas and the protection of children in difficult circumstances.

(3) County people's congress social committees: Strengthen research and investigation work on the protection of minors, improve the system of work on the protection of minors, strengthen policies for the supervision and intervention of family guardianship, clarify the positioning of departmental responsibilities, establish systems for the assistance and protection of minors, establish mechanisms for administrative protection and judicial protection, and provide strong legal safeguards for the development of efforts to protect minors, including rural left-behind children and children in distress.

(4) County courts: Promptly accept and lawfully handle cases involving the protection of the rights and interests of rural left-behind children and children in distress, and recommend strengthening the protection of the judicial rights and interests of rural left-behind children and children in distress, appoint guardians for rural left-behind children and children in distress who are unsupervised or have suffered violations, and ensure that rural left-behind children and children in distress receive proper guardianship and care; severely punish all kinds of crimes that infringe on the rights and interests of rural left-behind children and children in distress, and pursue the legal responsibility of parents or infringers in accordance with law. Cooperate in the revision of laws and regulations related to the protection of minors, and provide strong judicial safeguards for the development of efforts to protect minors, including rural left-behind children and children in distress.

(5) County procuratorates: Fully perform procuratorial functions, severely crack down on all kinds of crimes that infringe on the rights and interests of rural left-behind children and children in distress, increase the intensity of accusations in such cases, pursue the legal responsibility of parents and aggressors for dereliction of duty in accordance with the law, and continuously improve the quality and effectiveness of the work of reviewing arrests and reviewing prosecutions. Educate, reform, and rescue left-behind children and children in distress involved in crimes, protect and rescue murdered left-behind children and children in distress, and actively participate in the comprehensive management of left-behind children and children in distress. Strengthen legal supervision of public security, courts, and other relevant departments in performing their duties to safeguard rural left-behind children and children in distress. Actively give feedback and suggestions, cooperate with efforts to revise relevant laws and regulations for minors, formulate relevant normative documents, and provide judicial safeguards for the protection of minors, including rural left-behind children and children in distress.

(6) County Development and Reform Bureau: Improve the basic public service system, cooperate with relevant departments to include the construction of aid management institutions, juvenile protection institutions, child welfare institutions, child service venues, and rural boarding schools into relevant special plans, increase the intensity of facility construction, improve the conditions of venues and facilities, and meet the needs of rural left-behind children's temporary guardianship and care, child protection in distress, and school attendance.

(7) County Education Bureau: Supervise and urge primary and secondary schools to implement full-process management of the education of rural left-behind children and children in distress, strengthen education and care, and help rural left-behind children and children in distress to strengthen emotional ties and family exchanges with their parents. Strengthen the construction of small-scale rural schools and township boarding schools, realize the scientific and rational establishment of two types of schools, basically make up for the shortcomings of the two types of schools, and improve the level of management services. Strengthen special training for teachers and staff of schools with a relative concentration of left-behind children in rural areas, and improve the ability of class teachers and dormitory managers to care for rural left-behind children. Guide primary and secondary schools to carry out dropout control and school protection, implement free compulsory education and education funding policies, and ensure that rural left-behind children and children in distress do not drop out of school due to poverty. Supervise and guide primary and secondary schools, kindergartens and their staff to establish a sense of mandatory reporting, and carry out mandatory reporting work. Persist in arranging for the children of migrants to attend school with public schools as the mainstay, and where public schools are insufficient, arrange for them to attend schools through the government's purchase of private school services. Implement and improve the policy that the children of eligible migrant workers participate in the middle school entrance examination and college entrance examination in the place of input.

(8) County public security bureaus: Do a good job of protecting the rights and interests of minors, including rural left-behind children and children in distress, promptly accept information on minors in predicaments such as unsupervised or suffered violations reported by the subject of compulsory reports, dispatch police to investigate at the first time, employ targeted emergency response measures, and do a good job of escorting away, investigating and collecting evidence, assisting in medical treatment, appraisal of injuries, criticism and education, filing and investigation, and other such work. Pursue the legal responsibility of derelict parents or aggressors in accordance with law, severely punish all kinds of crimes against rural left-behind children and children in distress, promptly praise and reward the masses and social organizations who voluntarily report information; promptly inform township and town governments of emergency handling situations, and cooperate with investigation and assessment work such as the safety situation and guardianship of rural left-behind children and children in distress. Assist civil affairs departments to do a good job of temporary guardianship by aid and protection establishments and welfare establishments in taking in and raising children to find their relatives, and do a good job of registering such children's household registration in accordance with relevant provisions. Cooperate with the administrative departments for education to guide and assist primary and secondary schools in improving civil air defense, material defense, and technical defense measures, strengthen campus safety management, and do a good job of rule of law publicity and safety education. Accelerate the reform of the household registration system, orderly promote the settlement of migrant workers and their families who meet the requirements for implementation, and create conditions for their guardianship and care of minor children.

(9) County Civil Affairs Bureau: Establish coordination mechanisms for the care and protection of rural left-behind children and the protection of children in difficult circumstances with the participation of government leaders, civil affairs leaders, and relevant departments and mass organizations. Undertake the leading responsibility for the care and protection of rural left-behind children and the protection of children in distress, work with relevant departments to do a thorough investigation, improve information reporting mechanisms, guide township and town governments to establish detailed and complete and dynamically updated rural left-behind children and children in distress information accounts; guide village (resident) committees, social work service organizations, aid management institutions, juvenile protection centers, welfare institutions and their staff to establish a sense of compulsory reporting and carry out compulsory reporting work; Provide policy guidance and technical support for work such as guardianship supervision carried out by village (resident) committees; promptly include eligible rural left-behind children and children in distress and their families in the scope of relevant social assistance and social welfare policies; guide aid management stations, juvenile protection centers, and welfare institutions to play a comprehensive role in promptly accepting and placing rural left-behind children and children in distress escorted by public security organs. Accelerate the incubation and cultivation of social work professional service organizations, public interest charitable social organizations, and volunteer service organizations, and support them in providing care services for rural left-behind children, children in distress, and other minors through government procurement of services.

(10) County Bureaus of Justice: Through various forms such as interpreting the law through cases, "law into the community", "law into the countryside", and carrying out publicity and education on the rule of law for key targets, thoroughly publicize laws, regulations, and policy measures for the protection of minors, guide minors' parents to consciously perform guardianship responsibilities, strengthen the legal awareness of compulsory reporting entities, and actively guide legal service personnel to provide professional services such as legal aid and legal services for rural left-behind children and children in distress whose lawful rights and interests have been infringed upon, and their families.

(11) County Finance Bureau: Optimize and adjust the expenditure structure, raise funds through multiple channels, and support the care and protection of rural left-behind children and the protection of children in difficult situations. Support civil affairs and other relevant departments in guiding social work professional service organizations, public interest charitable social organizations, and volunteer service organizations to carry out care services through methods such as government procurement of services. Implement preferential tax reduction and exemption policies, support social organizations and caring enterprises in relying on schools and community comprehensive service facilities to carry out care services for rural left-behind children and children in distress, and guide social funds to support the care and protection of rural left-behind children and the protection of children in distress. Cooperate with relevant business departments to formulate support policies to provide convenient conditions for migrant workers to return to their hometowns to start a business and find employment.

(12) County Human Resources and Social Security Bureau: Promote the implementation of a series of policies and measures at all levels to support migrant workers to return to their hometowns to start businesses and find employment. Widely publicize the policy of migrant workers returning to their hometowns to start a business and employment, strengthen the employment and entrepreneurship skills training for rural left-behind children and the family labor force of children in distress who are willing to start a business, and recommend information on employment positions or entrepreneurial projects in a targeted manner. In accordance with relevant regulations, praise and reward the employing units that help create convenient conditions for the children of migrant workers to move with them and attend school.

(13) County Housing and Urban-Rural Development Bureau: Through methods such as renting public rental housing in kind or issuing rental subsidies, migrant workers and families of children in distress who meet the conditions for housing security will be included in the scope of protection to meet the basic housing needs of their families.

(14) County Agriculture and Rural Affairs Bureau: Include the care and protection of rural left-behind children and the protection of children in distress into the key content of the "three rural" work, and give preference to supporting the establishment of archives for poor left-behind children and their families in rural areas to get rid of poverty. Promote the implementation of a series of policies and measures at all levels to support migrant workers to return to their hometowns to start businesses and employment, vigorously cultivate new types of business entities such as family farms and farmers' cooperatives, rely on new types of vocational farmer cultivation projects to strengthen rural labor skills training, and widely carry out various practical technical training, consultation, demonstration and extension services.

(15) County Health Bureau: Guide medical institutions and their staff in the county to establish a sense of compulsory reporting and carry out compulsory reporting work. Guide medical establishments to promptly receive and treat rural left-behind children and children in distress who have suffered violations or accidental injuries, and assist in the appraisal of injuries and physical and mental health assessments of rural left-behind children and children in distress. Guide health and epidemic prevention, maternal and child health care and other service institutions to provide health education, medical care, health and epidemic prevention and family planning services for migrant workers and their families. Guide medical institutions to carry out medical service activities to the countryside, and help rural left-behind children and children in distress and their families to master basic health knowledge such as first aid.

(16) County Taxation Bureau: Implement preferential tax reduction and exemption policies, and support social organizations and caring enterprises to rely on schools and community comprehensive service facilities to carry out care services for rural left-behind children and children in distress. Implement targeted tax reductions and universal fee reduction policies to provide convenient conditions for migrant workers to return to their hometowns to start businesses and find employment.

(17) County media centers: Do a good job of radio and television publicity work on laws, regulations, policies, and regulations on the protection of minors, objectively and prudently report on incidents of left-behind children and children in distress in rural areas, track and report advanced models of the protection of minors' rights and interests, and create an atmosphere of care and protection in which families, schools, the government, and society work together to manage and protect them.

(18) County Bureau of Statistics: In accordance with the work arrangements of the National Bureau of Statistics, include rural left-behind children in the scope of relevant surveys such as censuses and sampling surveys, and investigate and understand the basic situation.

(19) County Medical Security Bureau: Implement medical assistance for eligible rural left-behind children and children in distress, and implement the subsidy insurance policy by category. Focus on increasing the intensity of assistance to seriously ill and severely disabled children from families with difficulties in life. Strengthen the effective connection between basic medical insurance, major illness insurance, and medical assistance for urban and rural residents, implement comprehensive guarantees, and reduce the burden of costs one by one.

(20) County Working Committee for Women and Children: Relying on the working mechanism of the Working Committee for Women and Children, supervise and urge all member units and do a good job in the care and protection of left-behind children in rural areas and the protection of children in difficult situations. Timely publicize and popularize the experience of townships and departments in rural left-behind children's care and protection and the protection of children in distress with remarkable results.

(21) County Federation of Trade Unions: Through activities such as the warm project for employees and special actions to care for female workers, promote the difficult assistance and humanistic care for migrant workers, especially the new generation of migrant workers, help them solve their living difficulties, and guide their affectionate care for rural left-behind children and children in distress.

(22) Youth League County Committee: Extensively mobilize the vast number of league members, young pioneers, youth volunteers, youth affairs social workers, etc. to carry out various forms of care services and mutual assistance activities for rural left-behind children and children in distress, and provide care services such as holiday day care, after-school counseling, and psychological counseling for rural left-behind children and children in distress. Strengthen the construction of volunteers and social workers in juvenile affairs, and organize and carry out volunteer service actions for rural left-behind children and children in distress.

(23) County Women's Federation: Relying on women's homes, children's homes and other activity venues, provide care services for rural left-behind children, children in distress and other children, strengthen family education and guidance for rural left-behind children and parents and entrusted guardians of children in distress, and guide them to pay timely attention to the physical and mental health of rural left-behind children and children in distress.

(24) County Disabled Persons' Federation: Organize and carry out rehabilitation of rural left-behind and distressed disabled children, provide rehabilitation training assistance for disabled children aged 0-14 who carry out rehabilitation training in child rehabilitation institutions, provide basic assistive device adaptation, cochlear implantation and other assistance, carry out parent rehabilitation knowledge training, family rehabilitation training guidance, psychological counseling, rehabilitation consultation and other services, to meet the different rehabilitation needs of disabled children.

(25) County Customs Work Committee: Organize and mobilize the vast number of retired veteran comrades such as veteran cadres, veteran soldiers, veteran experts, veteran teachers, and veteran models to carry out various forms of care and mutual assistance activities for rural left-behind children and children in distress, and coordinate to do a good job in the care of rural left-behind children and the protection of children in distress.
