"Promote emergency management capacity building with informatization and specialization."

At the Hubei Provincial CPPCC Counterpart Consultation Meeting held on October 12, Zhang Ying, professor and doctoral supervisor of the School of Safety Science and Emergency Management of Wuhan University of Technology, made suggestions.

He said that through field research, it was found that grass-roots emergency management work is a weak link, and it is recommended to strengthen the construction of informatization and specialization, exchange technology for compilation, promote the deep integration of a new generation of advanced information technology such as cloud computing, big data, Internet of Things, and artificial intelligence with emergency management business, build a standardized and scientific emergency management model, and improve the level of emergency management capabilities.

Construct a collaborative standardization platform for emergency disposal information resource sharing to realize information sharing between different platforms in different regions, build a new emergency management system based on emergency response information sharing, and quickly make correct emergency decisions for implementation.

Strengthen monitoring and early warning and risk analysis. Compile a day map of hidden risks, promote the construction of a GIS geographic information system based on the "sky map"; deploy automated and intelligent monitoring equipment to establish a major security risk database; carry out research on the accident mechanism, critical criterion and evolution law, so as to achieve peacetime monitoring and real-time command and dispatch in wartime.

Strengthen scientific and technological support. Support the timely inclusion of key technologies such as monitoring and early warning, risk prevention and control, and emergency disposal into the province's science and technology plan; promote a number of well-known colleges and universities to set up emergency management majors, build a number of first-class disciplines in emergency management, and establish a number of emergency management science and technology innovation platforms; and pay close attention to building a team of emergency management experts covering the main disasters in the province, especially at the city and county levels.
