Plant quarantine requirements for importing fresh bananas from Vietnam
In accordance with the relevant laws and regulations of the mainland and the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Socialist Republic of Vietnam on the Plant Quarantine Requirements for the Export of Vietnamese Fresh Bananas to China, the import of Vietnamese fresh bananas that meet the following relevant requirements is allowed from now on.

1. Basis for inspection and quarantine
(1) Biosecurity Law of the People's Republic of China
(2) Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country, and Regulations for the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country
(III) Food Safety Law of the People's Republic of China and Regulations for the Implementation of the Food Safety Law of the People's Republic of China
(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Socialist Republic of Vietnam on Plant Quarantine Requirements for the Export of Fresh Bananas from Vietnam to China
2. Permitted import of commodities and places of origin
Fresh bananas (hereinafter referred to as "bananas"), scientific name Musaspp., English name Banana, only harvested within 10-16 weeks after flowering unripe green bananas with uncracked peels.

III Approved orchards and packing plants
Orchards and packaging plants exported to China must be registered by the Ministry of Agriculture and Rural Development (hereinafter referred to as "MARD") of Vietnam, and jointly approved and registered by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") and MARD. Registration information includes name, address and registration number. Before the annual export season, MARD shall provide GACC with a registration list, which shall be published on the official website after review and approval by GACC and updated regularly.
IV. List of quarantine pests

Orchard management
1. Orchards exporting to China should establish a sound quality management and traceability system under the supervision of MARD, implement Good Agricultural Practice (GAP), maintain the sanitary conditions of the orchard, such as no pollution sources affecting fruit production in the surrounding area, and timely clean up fallen fruits and rotten fruits. Orchards should implement Integrated Pest Management (IPM), including regular pest monitoring surveys, physical, chemical or biological control, bagging during growth and harvesting before fruit ripe.
2. MARD shall formulate a management plan for quarantine pests of concern to China in accordance with the requirements of ISPM 6, and organize and implement orchard monitoring throughout the year. In addition to visual inspection, pest trapping monitoring should be performed using a variety of physical or chemical methods. Orchard monitoring of shell pests is carried out from the flowering to the harvest of bananas, at least every 15 days, to check the fruits, stems and leaves for shell worms.
3. If harmful organisms or their corresponding symptoms are found during monitoring, comprehensive management measures including chemical, physical or biological control should be taken to ensure that bananas exported to China do not contain quarantine pests of concern to the Chinese side. Integrated management measures are subject to approval by MARD, which is provided to GACC upon request.
4. The monitoring and control of pests shall be implemented under the guidance of professional and technical personnel. Technicians should be trained by MARD or its authorized institutions.
5.MARD shall keep records of orchard pest monitoring and control and provide them to GACC upon request. Control records should include information such as the name of the chemical agent used during the growing season, the active ingredient, the dosage and the time of use.
Packaging plant management
1. The processing, packaging, storage and shipment of bananas exported to China shall be carried out under the quarantine supervision of MARD or its authorized personnel.
2. The packaging plant should be clean and hygienic, the ground should be hardened, and there should be a raw material yard and finished product warehouse.
3. The functional areas such as storage, processing, processing, processing and storage of bananas exported to China are relatively independent and reasonably arranged, and they are isolated from the living area and have an appropriate distance.
4. If the packaged bananas need to be stored, they should be stored immediately and stored separately to avoid reinfection by harmful organisms.
5. The packaging plant should establish a traceability system to ensure that bananas exported to China can be traced back to registered orchards, and record the date of processing and packaging, the name of the source orchard or its registration number, quantity, export date, export quantity, export country, container number and other information.
Packaging requirements
1. Packaging materials should be clean and hygienic, unused, and meet China's relevant plant quarantine requirements. If wood packaging is used, it must meet the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).
2. In the packaging process of bananas exported to China, it should be manually selected, graded and cleaned to remove diseased fruits, insect fruits, rotten fruits, deformed fruits, branches and leaves, fruit stems or other plant residues and soil, etc., and use brushing or high-pressure air gun purging and other measures to clean the surface of the fruit, if necessary, you can use a fine soft and clean cotton cloth to manually wipe the surface of the banana, especially the fruit stem and other parts, in order to effectively remove the shell worms, insect eggs, pathogenic spores, etc. attached to the surface of the fruit.
3. Each box must be marked with the name of the fruit, country, origin, orchard or its registration number, packaging factory or its registration number and other information in Chinese or English. Each box and pallet must be marked "Exported to the People's Republic of China" or "Exported to the People's Republic of China" in Chinese or English.
4. Containers containing bananas exported to China must be checked for good sanitary conditions when packing. The container should be sealed and its seal should be intact when it arrives at the Chinese port of entry.
Pre-export quarantine
1. Before export, MARD shall conduct sampling inspection of each batch of bananas exported to China at a rate of 2% of each batch of goods. If no phytosanitary problems occur within one year, the sampling ratio is reduced to 1%.
2. If ripe bananas, branches and leaves, soil or quarantine pests of concern to China are found or cracked peels, the entire shipment shall not be exported to China, and the export of bananas from relevant orchards and packaging plants in the current export season will be suspended as appropriate. MARD should identify the cause and take corrective measures. At the same time, records of seizures are kept and provided to GACC upon request.
Phytosanitary certificate requirements
If quarantine is satisfied, MARD shall issue a phytosanitary certificate in accordance with ISPM 12, indicating the name or registration code of the orchard and packing plant, and fill in the following additional statement: "This consignment complies with requirements specified in the Protocol of Phytosanitary Requirements for." Export of Fresh Bananas from Viet Nam to China, and is free from the quarantine pests of concern to China.” (The shipment complies with the Protocol on Plant Quarantine Requirements for the Export of Vietnamese Fresh Bananas to China, and does not carry quarantine pests of concern to the Chinese side.) ）
Prior to the export of bananas, MARD should provide GACC with a sample of the phytosanitary certificate for confirmation and filing.
6. Entry inspection and quarantine
When bananas arrive at China's entry ports, China Customs implements inspection and quarantine in accordance with the following requirements.

1. Check whether imported bananas have obtained the "Quarantine Permit for Animals and Plants Entering the Country".
2. Verify that the phytosanitary certificate meets the requirements of the phytosanitary certificate mentioned above.
3. Check whether the markings on the packaging box meet the packaging requirements mentioned above.

Entry inspection and quarantine
1. Bananas exported to China should be imported from ports where GACC allows the import of fruits.
2. Carry out inspection and quarantine on imported bananas in accordance with relevant laws, administrative regulations, rules and other provisions, and if they pass the inspection and quarantine, they are allowed to enter the country.
VII. Non-conforming treatment
1. If it is found that it comes from orchards or packaging plants that are not approved by the Chinese side, or if bananas are found to be ripe or have cracked peels, the goods will not be allowed to enter the country.
2. If quarantine pests of concern to the Chinese side or other newly occurring quarantine pests are found, or bananas with soil or plant residues are found, the goods will be removed, returned or destroyed.
3. If it is found that it does not meet China's national food safety standards, the goods will be returned or destroyed.
If the above non-conformities are found, GACC will notify MARD and suspend the import of bananas from the relevant orchards and packaging plants in the current export season. MARD should identify the cause of the non-conformance and rectify it to prevent similar situations from happening again. Based on the results of the MARD rectification, GACC decides whether to lift the moratorium.
VIII Retrospective review
According to the dynamics of banana pest occurrence and interception at ports of entry in Vietnam, GACC will conduct further pest risk assessment and consult with MARD to adjust the list of quarantine pests of concern to China and corresponding quarantine measures.
