The "14th Five-Year Plan for the Development of a Modern Comprehensive Transportation System" issued by the State Council clearly mentions promoting the deployment and application of the Internet of Vehicles and supporting the construction of an intelligent management system for the integration and collaboration of "vehicle-road-traffic management". The 14th Five-Year Plan issued by the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Transport and other national ministries and commissions from multiple perspectives such as transportation, information and communication, and innovation in the field of transportation will include the Internet of Vehicles in the important categories of new infrastructure, smart transportation and smart cities.

In her keynote speech, Li Fengna proposed, "5G car networking can integrate and empower smart transportation from three levels: micro, meso and macro. At the microscopic level, the Internet of Vehicles can transmit the environmental information, traffic operation, surrounding traffic events and other information of the vehicle to the vehicle in a timely manner, and help traffic participants and traffic police and other management departments to realize the information perception and interaction of point-like traffic through multi-source fusion perception and communication. The intersection of the city is the most typical micro application of the Internet of Vehicles to empower smart transportation. Based on key technologies such as the Internet of Vehicles, AR Augmented Reality, and Digital Twin, Gao Xinxing builds smart intersection solutions to empower applications such as automatic driving assistance, AR real-world command and dispatch, intelligent information management of non-motorized vehicles, key vehicle supervision, and municipal road status monitoring, as well as point and surface control, timing optimization, and energy efficiency improvement based on smart intersections. ”

At the macro level, various information such as vehicles, road perception, environmental information, traffic events and other information will be gathered on the cloud control platform to achieve global decision-making and control, comprehensively improve traffic safety and traffic efficiency, and provide support for future L4/L5 automatic driving. ”
