The third is to determine how different financing tools and innovative initiatives can be used to support value chain construction. The fourth is to formulate an investment plan. The fifth is to promote cooperation among EU member states, and actively participate in and promote cooperation on a global scale. At present, the European Alliance for Clean Hydrogen has published the areas and lists of key projects, and the key projects of the "smart carbon use" and "carbon direct avoidance" technical routes in the steel industry are listed.
