On the evening of June 15, 1683, Shi Lang led more than 20,000 officers and men and 300 warships to Penghu. Liu Guoxuan, the commander of the Zheng Army, also concentrated more than 20,000 soldiers and more than 200 ships to defend Penghu, and the strength of the two sides was roughly equal. On the sixteenth, the Qing army launched a fierce attack, there were casualties, the attack did not work, Shi Lang temporarily retreated to Penghu Eight Cover Island. On the twenty-second day, Shi Lang regrouped and led 230 warships to launch a new wave of offensive. The Qing army attacked in three ways, with the support of the rear. Liu Guoxuan also personally led all the warships to more than 200 columns to meet the battle, from Chenshi (7 to 9 a.m.) to WeiJi (9 to 11 a.m.), the two sides fought fiercely, when the south wind was strong, Shi Lang ordered the firearms ship to attack with the wind, and the Zheng army was defeated. The Qing army sank 159 enemy ships, killed more than 300 generals of the Zheng army, more than 12,000 soldiers, 165 generals of the Zheng army led 4853 people to surrender, and Liu Guoxuan only led the remnants of 31 warships to flee back to Taiwan.

In the Battle of Penghu, Zheng Jun suffered heavy losses and serious injuries, and Taiwan had no barrier to speak of. But Shi Lang was not in a hurry to take advantage of the victory to attack, but waited for Zheng To come down. He solemnly enforced military discipline in Penghu, exempted him from military service, and calmed people's minds. He also took a peaceful offensive and solemnly declared: Only for official business, not to avenge personal revenge (Shi Lang's father and others were killed by the Zheng clan), and to give preferential treatment to prisoners, all released and returned to Taiwan. Liu Guoxuan and Zheng Ketuan decided to surrender, sent people to Penghu, asked them to cut their hair and become vassals, and demanded that they still live in Taiwan, but Shi Lang did not allow it. In July, the Kangxi Emperor issued an edict to the Zheng clan, promising that if the Zheng clan really came back, it would not blame the past, "Jia En installed, and ordered to get what he wanted." On July 15, zheng's envoys went to Penghu again to ask for surrender, and handed over the seal to show their sincerity. Shi Lang agreed to accept. On August 13, Shi Lang led an army to Taiwan. On the eighteenth day, Zheng Ketuan led Liu Guoxuan, Feng Xifan, and other civil and military officials to shave their hair and surrender their records. At this point, Taiwan returned to the embrace of the motherland, and the great cause of national reunification was finally completed.
